[FPSPACE] Space and the new US government

One might ask whether the incoming administration will endorse the new
Mars exploration plan
(which is at the very least less ambitious than planned before the recent
fiascos). Perhaps someone can comment on the supposed plan being drafted
by NASA for deep space expeditions by human crews to service the new
generation of space telescopes beyond Earth orbit. The reputed rationale
(as it would be presented to the new Bush administration)
is that the servicing missions would be a prelude to human expeditions to
Mars or the Moon. Is this presentation scenario plausible? I believe the
story was at space.com
