A colleague recently asked me if warnings of missile tests and rocket launches by the US or Russia are required by treaty and if so, which one. Apparently START I (1991) made this some kind of requirement, but we're wondering if it is enshrined anywhere else in order to prevent nuclear war being started by accident. D
