I completely agree with this statement.

One more question: wasn't Polyus launched out of plane to the orbit of Mir
(should it have reached orbit)?
In other words: the launch time itself indicates there was no intention of
any combined mission with Mir (exchange of equipment, crew, or even complete
modules).
