I think there is validity to this argument that many historians would
acknowledge.  A number of scholars have come to the conclusion that
Khrushchev made the Cuban move because he viewed Kennedy as a
lightweight.  He thought that he could do it and get away with it.  As
Soviet archives continue to open further, we may get more info on this.
