Yeah, we were "told," but that report was inaccurate. Apparently the
Russians interpreted some warm and fuzzy meetings with the Americans as
indications that the quota was going to be dropped _immediately._
They (the Russians) then said that this was going to happen. This
then got picked up by a number of publications.
Turns out it was wrong. The quotas are still in effect (except for
Ukraine).
