[FPSPACE] Joint Russian-US Commercial space modules for ISS?

It has already been noted that the recently announced "commercial space
module" (CSM) to be developed by Boeing and Khrunichev (ref. 1) may compete
for the single available docking berth with the "Enterprise" module
announced by SPACEHAB and Energia (ref. 2).  I can understand a healthy
competition between Energia and Khrunichev, but I am surprised to see Boeing
competing with SPACEHAB.  I had believed, from my dealings with Boeing an
SPACEHAB on the SPACEHAB module flights on the Shuttle, that the two
companies were partners, not competitors.  What am I missing?
