3-31-00 RUSSIA: OFFICIALS ARRESTED IN RUSSIA ON CHILD-SALE CHARGES.

A group of high-ranking officials has been arrested in the central European
city of Ryazan on suspicion of selling children abroad, head of the local
anti-mafia police department Alexander Makarov told Itar-Tass on Friday.
Makarov said the department had received a tip-off that a group of people
was selling children to the U.S., Italy, Sweden, Germany, Japan and other
Policemen found that 77 children were taken abroad from a local orphanage
in 1999, and established that the orphanage director, an inspection of the
regional education department and a middleman from Moscow were doing the
