Chinese is imprisoned in case of illegal immigrant hostage
By DEBORAH TEDFORD
The Houston Chronicle, March 4, 2000

A Chinese national was sentenced Friday to a year in prison for holding an
illegal immigrant hostage and demanding payment for her release.

U.S. District Judge Melinda Harmon also ordered Zeng Yuan Wu deported to
China immediately after release. He and two others pleaded guilty last year
to smuggling immigrants into the United States illegally.

Yung-Ming Chen, Wu's co-defendant, pleaded guilty to holding Fu Mei Chen,
no relation, at a local hotel against her will. She and Ri-Biao Yang each
paid $ 15,000 to Chen to be smuggled into the United States from China.

They were transported to Guatemala by ship, then smuggled across the
U.S.-Mexico border to Houston.

Chen demanded $ 25,000 more from each, but when they could not pay he said
they would be sold to other smugglers in New York City, prosecutors said.

The scheme was discovered when Fu Mei Chen, 31, broke her back jumping from
a second-story motel window trying to escape.

Harmon also ordered Chen to pay $ 98,796 in restitution to Hermann Hospital
and the physicians who treated Fu Mei Chen.

Chen, 39, was indicted in September on charges of hostage-taking and
transporting and harboring illegal immigrants. He was sentenced to 27 years
and 3 months and also faces deportation.
