Dear STOP TRAFFIC List Members --
Two weeks ago, someone posted to the list requesting information on recent
arrests in Spain. This article was forwarded to my attention. It highlights
the typical State response of arresting and detaining foreign women on charges
of illegal migration, rather than investigating and prosecuting the underlying
human rights abuses identified, such as debt bondage and other slavery-like
practices.

SANTIAGO DE COMPOSTELA, Spain (AP) - Police have broken up a criminal ring
that allegedly lured dozens of foreign women to Spain and forced them to work
as prostitutes, authorities said Saturday.

Police arrested 15 people, mainly Spaniards, who ran the business, as well as
20 alleged prostitutes, who were charged with illegal immigration. No names
were released.

Police made the arrests after raiding brothels in several cities in the
northern region of Galicia and in neighboring Leon province.

The women were believed to have been recruited in the Dominican Republic,
Brazil, Colombia, Equatorial Guinea and Nigeria with promises of nightclub
jobs in Spain, said a spokesman for the national police.

They were allegedly forced to work as prostitutes after being ordered to pay
off recruitment and transportation fees of about $1,300 each, the spokesman
said, speaking on condition of anonymity.
