The society is a decades-old federal organization with state and district level branches. Due to both perestroika and economic constraints, the society has become independent of the government. The society registered in 1988 as a public organization.
The society claims a membership of 20,000, including parents of children with disabilities, and a staff of 10 with an additional 320 volunteers. Its budget in 1992 was 740,000 rubles. Assistance includes everyday help, rent, heat, transportation, medical assistance, etc. The society runs a regional school for the blind. Business endeavors include making lids for bottles and jars, making and repairing electric appliances and telephones.
