Stalin's plans were obstructed by Jews who were omnipresent in the state
apparatus. Stalin, however, wanted to help the Jews by giving them their
own province, Birobidzhan, but it did not work out, "as Jews need Russians
to profit from." The article also states that 95 percent of the Gulag camp
commanders were Jews.
