Work in this sector began with the 1991 conference held by the Socio-Ecological Union and American nongovernmental organizations. A cooperative project was conceived on the problems of families with disabled children.

During these past 3 years, a databank on these problems was created, information was received from the USA on the status of activities in that sector: videofilms, methodologies of the work of rehabilitation centers, direct contacts were established with interested specialists from the USA and our centers, parents' associations were created, and a film was made on the issue.

We began our work in the city of Dzerzhinsk--in the city of heavy chemicals, and soon an association for disabled children was formed. During the phases of work, success was attained with the assistance of TsNEP and through the active participation of the parents of disabled children.

The example of Dzerzhinsk may serve as a model for the development of one of the sectors of activity of parents' associations. There are other aspects of activity of the association and its positive influence on solving the problems of families with disabled children.

The role, goals and tasks of the activity of TsNEP are within the framework of the program, "Ecology-Health." This influences the work of solving problems of families with disabled children. There are plans for the long-term development of this sector.
