EFFICIENT MANAGEMENT OF THE RECREATIONAL RESOURCE-USE: PROBLEMS AND PROSPECTS

Recently, a group of Russian economists and environmentalists has developed a package of standards for the commercial use of recreational resources (beaches, mineral waters, medicinal muds, etc.). Two kinds of payments are specified: a) payment for the use of recreational resources; b) payment for pollution. Payments for the use of recreational resources include, in turn, payment for the right to use resources and payment in compensation of costs of resource reproduction and conservation; fees for non-rational recreational resource-use. Payments are calculated on the basis of economic assessment of recreational facilities.

The introduction of other types of payments - for polluting the environment in the resort areas - will help to decrease pollution by 20-25%. Payments are calculated as a ratio of conservation costs towards summary volume of pollution of recreational environment.

In addition, local authorities may introduce payments for the development of social infrastructure at the resorts. We recommend the accumulation of payments in special funds of nature conservation and use them for conservation purposes. Payments for recreational resources are practiced by many countries. In Russia such a system of defending recreational environment is just beginning.
