Environmental expertise is one of the most efficient means of control over the environmental situation. In Russia, environmental expertise is provided at the state, agency and public levels. It is most efficient in conflict resolution, when there is a need to cancel an undesirable project or to remediate environmental crisis. The women's movement should take an active role in organizing public structures of environmental expertise at the local level.

The organization of public environmental expertise in their district will bring attention of administrative bodies and other authorities towards the necessity of revising the environmental situation.

An ecologization of women's consciousness is possible through professional re-orientation of highly-educated women, in particular those who were recently fired from industrial enterprises and technical research institutes. They might be re-trained as experts in environmental technology or ecology. Women's movements could lead professional re-orientation of women by organizing courses of environmental training, or by financing them. The Department of Geography of the Moscow State University has a five-year long experience of such professional re-training. A special program of six-months' training is elaborated which might be used by other institutions.
