BACKGROUND: Widespread environmental challenges exist in both CEE and the NIS regions. As these countries transition to open markets and democratic institutions, they are faced with health, ecosystem and economic problems caused by pervasive environmental contamination and mismanagement of natural resources. These problems are due to weak environmental policies, inadequate management institutions and antiquated industrial processes inherited from the former Soviet system. In response, an environmental action program was developed to establish a partnership between CEE, NIS and western countries to address these problems. In addition, the U.S. and Japanese Governments have created a program to fund activities to improve environmental conditions and provide technical assistance to identify projects for funding.
DESCRIPTION: The U.S. Agency for International Development (USAID) is soliciting proposals to assist it to identify, select, and package environmental projects for financial review by such international financial institutions as the World Bank and the European Bank for Reconstruction and Development; build institutional capacity; provide training and information; establish an environmental equipment purchase program; and recruit financial and technical advisors to support these activities. Chemonics International is a leading contender to carry out this program and is assembling a team of experienced enterprises and experts to meet client requirements.
