PROGRAM: The U.S. Agency for International Development is soliciting proposals up to two contracts to provide public assistance throughout Central and Eastern Europe. Assistance under the project will be focused primarily in Romania, Slovakia, the Czech Republic, Albania, Estonia, Latvia, Lithuania, and possibly the republics of the former Yugoslavia, and in Bulgaria, Hungary, and Poland. The Contractor(s) selected for funding shall furnish qualified personnel to provide technical assitance and training in the field of public administration, but not limited to, the following categories of activity: public management training, personnel systems, organizational management, budgeting systems, regulatory systems, transparency of process, accountability, decentralization, intergovernmental finance, local self-governments, procurement, and future public administrators.
