PROGRAM: The purpose of this program is to create the foundation for a self-sustaining graduate-level training program in the emerging democracies of Central and Eastern Europe without long-term U.S. government financial support which will meet the requirements for government telecommunications and broadcast regulators and for telecommunications operators and managers who will be working in an increasingly commercialized and competitive communications sector. Additionally, the purpose is to assist the Hungarian, Czech, and Polish governments in the development, administration, and execution of clear telecommunications regulations that create an open, non-discriminatory process and an effective, level playing field for U.S. investors in the telecommunications sector.
QUALIFICATIONS: Profit and nonprofit, public and private, agencies, organizations, and institutions are eligible to apply for a grant or cooperative agreement.
