PROGRAM: This program develops and sustains a long-term, substantial, and high-quality program of fundamental research and related public dissemination dealing with major policy issues and questions of Soviet and East European social, political, economic, and historical development. Applicants submit their proposals and budgets through the contracts office of a U.S. university or nonprofit institution. The amount awarded is based on each project and the annual decision of the board of trustees.
QUALIFICATIONS: Applicants must possess Ph.D. or equivalent experience and apply through a U.S. institution.
RESTRICTIONS: Contracts are for postdoctoral research only; contracts must be with U.S. institutions; contract recipients must not be currently employed by the U.S. government.
