Russia has  big plans  for the  coming decade to computerize vital
sectors of  the Russian  economy and  to continue  the  full-scale
modernization    of     Russia's    national    telecommunications
infrastructure.  Worldwide   industry  leaders   that   have   the
capability to  turn these  plans into  reality will be gathered in
Moscow for the fourth presentation of the Russian Forum ECT'94.

Russia has  a lot of buying to do over the next few years, both in
computers and  telecommunications, in  order to meet even the most
basic service needs of businesses and residential subscribers. The
Exhibition and  Product Reviews  of ECT'94  is the  major national
procurement event  for tens  of thousands  of buyers  seeking  new
products and new technology.

Russia's policy  planners will  continue to  follow  a  course  of
market-oriented  reform.   As  a  result,  privatization  will  be
expanded to include large scale enterprises, adding to the list of
over 50,000 small and medium-sized, state-owned businesses already
sold in 1992-1993.

This increased  privatization will pave the way for joint ventures
with   foreign    firms.   These    new   JV's   will   focus   on
telecommunications equipment and services, computers, information,
systems, office automation products and software applications with
technology for VANs, LANs and WANs for all business sectors.

Russia  is  looking  to  its  foreign  trading  partners  for  the
equipment and technology that Russia needs to boost production and
to achieve the ambitious economic goals set for the next decade.

The International  Russian Forum  ECT'94  is  perfectly  timed  to
coincide with  a  wave  of  growth  and  privatization  in  Russia
designed to  advance Russia's plan for full-scale modernization of
vital sectors of its economy.

To reach  its modernization  goals, Russia knows that it will take
more than  a re-orientation  of industry  sectors  and  government
policy. Privatization will present opportunities for joint venture
with foreign partners that will create the licensee agreements and
technology transfer  needed to  turn Russia  into a sophisticated,
modern-day trading partner.

The  forum   format  will   be  three  days  of  conference  paper
presentations    combined     with    five     days     exhibition
"Telecommunication systems and services" and two days of tutorials
and technical seminars. Papers are desired in - but not restricted
to - the following topic areas:
  *  Organisational structures  for the provision of international
     data communication services
  *  Expanding national networks to global environment
  *  Management  and   operation  of  international  and  national
     telecommunication networks
  *  GlobaL WAN architecture for the 90's
  *  Transition to OSI and new standards

  *  Application and  services: X.400,  X.500,  ODA/ODIF,  virtual
     terminals, database access
  *  Developing the infrastructure
  *  Funding and policy
  *  Design,  implementation,   and  experience  with  distributed
     applications
  *  ISDN and integrated services
  *  High performance strategies and techniques
  *  Fibre optic communications
  *  Security for open communication
  *  Intelligent networks and their applications
  *  Interconnecting local area networks
  *  Workstations in telecomm environment
  *  Protocol interworking techniques
  *  Mobile communications
  *  Very high speed networking

 Language: The  written and  spoken language of ECT'94 is English
 for an  international audience.  Special help  with language  is
 also available from ECT'94 Translation service.

TECHNICAL SEMINARS

To maximize  contact with  Russian technical  experts, the  ECT'94
will feature individual company seminars and product reviews. This
program is  designed to  help exhibitors present their products or
technology to  technical experts and decision makers. Each seminar
will include  a presentation  session and  a question  and  answer
session to allow ample time for complete coverage of the topic.

Companies presenting  approved seminars  and product  reviews will
contribute US$300 toward the cost of arranging each seminar, which
includes  invitations   to  the  audience,  seminar  room  rental,
equipment rental and interpreter.
