Memorandum

Date: December 5, 1993
To: Electronic Colleagues
From: Takeshi Utsumi, Ph.D.
Subject: Video tape of our "Global Lecture Hall" videoconference on 10/6th
****************************************

Dear Electronic Colleagues:

(1) Albeit belated, a video tape of our "Global Lecture Hall" (GLH) (TM) videoconference is now available. This was held on October 6th, 1993, at the occasion of the 15th Annual Satellite Communications Users Conference in San Jose, California. California State University in Sacramento hosted our videoconference center.

(2) Programs:

(a) "Rainbow Bridge Across the Pacific to Meet East and West"

Dr. Takeshi Utsumi, President of the Global University/USA

(b) Panel Discussion: "Electronic Distance Education Around the Pacific Rim Countries"

Moderator: Dr. Takeshi Utsumi

Panelists: Mr. Spencer Freund, Assistant Vice President for Telecommunications, California State University/ Sacramento - Professor Heisuke Hironaka, Chairman of the Japan Association for Mathematical Sciences, Tokyo, Japan - Mr. Allyn J. Radford, Coordinator, Imaging and Information Technology, University of Melbourne, Australia - Mr. Don Tanner, Director of Technical Services,Information Systems and Computing, San Jose State University

(c) "Greetings"

Dr. Donald R. Gerth, President, California State University/ Sacramento

(d) "Demonstration of TelePresence by Distributed Virtual Reality"

Professor Carl Eugene Loeffler, Carnegie Mellon University, Pittsburgh, PA

(e) "Greetings from Cu-SeeMe Videoconference Participants via Internet"

Ms. Yvonne Marie Andres, Global Schoolnet Foundation, Carlsbad, CA - Mr. Richard Cogger, Cornell University, Ithaca, NY - Dr. John Julian, Monash University, Melbourne, Australia - Dr. Stephen S Wolff, Director, Division of Networking & Communications Research & Infrastructure, National Science Foundation, Washington, D.C.

(f) "Demonstration of ShareView with Macintosh via Telephone Line"

Mr. Jim Miller, President, SYNECTICS, Ltd., Seattle, WA

(3) Technical Descriptions:

(a) CSU/Sacramento has a unique technical advantage of having both CLI digital video equipment and Ku-band uplinking facilities with well equipped studio and competent personnel. PictureTel in Tokyo was linked with the CLI unit via ISDN line -- CSU/Sacramento can become an important gateway to Japan and to the Pacific, with much less cost than satellite route.

(b) CU-SeeMe videoconference with Macintosh was made by video exchange via Internet and by audio exchange via ordinary telephone lines. Each window of four active (send/receive) participants, including Royal Melbourne Institute of Technology in Melbourne, Australia, was positioned at four corners of a TV monitor which screen was broadcast via satellite for worldwide viewing. Ms. Andres of Global Schoolnet Foundation and her school children described their impressive global environmental project with the use of CU- SeeMe and email.

A question was also raised from Deakin University in Australia, one of the receive-only CU-SeeMe viewers -- the Universidad de Costa Rica also received its video successfully.

Albeit poor video quality yet, this showed readily available videoconference among educational communities in the U.S. and the Pacific Rim countries, without use of satellite nor dish antenna. It could be of a strong interest to K-12 educators.

(c) Demonstration of ShareView videoconferencing system connected successively via ordinary telephone line, a Macintosh at CSU/Sacramento, with the one at the San Jose State University, the one in Seattle, and the one at the Distance Delivery Consortium in Bethel, Alaska, (with additional two satellite hops).

ShareView operates over a standard analog telephone line (capable of data transmission speeds of 9.6 Kbps to 14.4 Kbps), and transmits voice, color video, and data over the same line. The video speed is typically 5-10 frames per second (fps).

Although it was a point-to-point system yet, not only color, full- motion video of both ends could be seen in windows, but also, hand- writings were made in different colors on a white board by them; freeze- frame images/graphics were exchanged with hand- writing annotations; numerical parameters of an application program were manipulated by them for execution, etc., while they were seeing each other and discussing the subject matter.

ShareView videoconferencing with inexpensive equipment and telecommunication line will be very valuable in developing countries where Internet data communication networks (with TCP/IP nodes) have not been well established yet. It was tested from a ship in Baring Sea for medical application via INMARSAT. The University of Hawaii recently succeeded to test it with the University of Guam via 9.6 Kbps channel of GOES-3 satellite.

(d) Professor Hironaka, (Field Prize Laureate, which is an equivalent to Nobel Prize), made an impressive talk on distance education activities in Japan. Mr. Spencer Freund of CSU/Sacramento provided an excellent description about DELTA (Direct Electronic Learning Teaching Alternative) project of the California State University system.

(4) Should you be interested in viewing the video tape, please fill out the attached form and send back to me with your check.

Best, Tak
