At a meeting of the Agricultural Machinery Building Working Group held under the aegis of the Gore-Chernomyrdin Agribusiness Committee, Mr. Anatoly Vasiliyevich Shpilko presented a list of projects for which the Russian Ministry of Agriculture and Food is seeking U.S. partnerships. Mr. Shpilko is the Head of the Central Administrative Board for the Russian Department of Mechanization and Electrification of Agriculture "Glavmekhelektro".
Interested parties should keep in mind that this list is very preliminary in nature. Feasible projects will be identified and further developed based both on U.S. commercial interest and the administrative and financial capabilities of "Glavmekhelektro" and the featured project participants.

The list of projects is as follows:
1. Training of the management staff of "Glavmekhelektro" and other staff of the Russian Ministry of Agriculture, regional agricultural departments, trade associations and joint-stock companies.
2. Organization of a dealership network for imported agricultural machinery in Russia. Focus will be both on sales and service. Russian participants will include: "Glavmekhelektro", the Russian Farm Input Supply Organization - "Rosagrosnab" and "Tractorexport", as well as other regional enterprises.
3. Creation of a Russian dealerships' fund for various leasing and/or barter deals. Russian participants will include: "Glavmekhelektro", regional enterprises, "Rosagrosnab" and "Tractorexport."
4. Potato cultivation project(s) including inputs and machinery supply. Russian participants will include local administrations and agricultural departments of Bryansk, Tula, Ryazan and Nizhny Novgorod.
5. Manufacturing of grain drills. The primary Russian participant will be the joint stock company "Stavropolremselmash" in Stavropol. U.S. partner will be expected to participate in manufacturing.
6. Manufacturing equipment for fruit-and-vegetable-based baby foods and milk-based
pasta foods. Russian participants will include: the Krasnoarmeisk Mechanization
Research Institute and the "Mir-Prodmash"
Research Institute. U.S. partners will be expected to participate in the reconstruction
and modernization of existing facilities.
7. Manufacturing equipment for dairy processing. Russian participants will include: the "Start" Plant in Dolmatov and the joint stock company "Vologodsky Machinery Plant" in Vologda.
8. Development of grain combines with electronic equipment and headers for various cereal crops, corn and sunflower. Threshing capacity of 5 to 6 Kg/ second is desired. Russian participants will include: the joint stock company "Rostselmash" in Rostov, the joint stock company "Taganrog Combine Plant" in Taganrog, the All-Russian Institutes of Agricultural Mechanization (VIM) in Moscow and the All-Russian Institute of Farm Machinery Development (VISHKOM).
9. Development of automated grain combine for plant breeding and seed production with a threshing capacity of 1.5 Kg/ second. Russian participants will include the joint stock company "Tula Combine Plant" in Tula, and VIM. U.S. partners will be expected to participate in manufacturing.
10. Development of a soybean header. Russian participants will include: the joint stock company "Taganrog Combine Plant" in Taganrog, VIM and the Soyabean Research Institute. U.S. partners will be expected to participate in manufacturing.
11. Establishment of a joint Russian-American center at the Podolsk Machine-Testing Station for testing, service, market research and consulting in machinery and equipment for livestock and poultry mechanization. "Glavmekhelektro" will be the primary Russian participant. U.S. participants will be sought for joint ventures, exchanges, joint exhibitions and conferences.
12. Joint research and development for various agricultural machinery manufacturing ventures. The primary Russian participant will be the joint stock company "Green Complex".
