the director of the chamber orchestra from our school of music. Next May I

concert tour. The cities we will be visiting are Samara, Saratov, 
Volgograd, Rostov, and Moscow. While we are there I am hoping to send 
e-mail messages back home, using my laptop. Is this possible using the 
Russian public phone system? If not, then how possible is it to use a cell 
phone to connect to the internet? Is cell phone coverage extensive enough

NIS Community College Partnerships Program 

SPONSOR: Department of State

SYNOPSIS: The sponsor provides support to pursue institutional or 
departmental objectives in international partnerships with counterpart 
institutions from Russia or Ukraine for the purpose of supporting, through 
teaching, scholarship, and professional outreach from the partner 
institutions, the transition of the New Independent States to democratic 
systems based on market economies, as well as the purpose of strengthening 
mutual understanding and cooperation between the United States and the New 
Independent States. Eligible fields are education, continuing education or 
educational administration; the social, political or economic sciences; 
business/accounting/trade; or journalism/communications. 

DEADLINES: 03-15-2000

OBJECTIVES: The NIS Community College Partnerships Program is designed to 
encourage community colleges to share with their educational partners in 
the NIS their practical experience in designing and implementing programs 
which provide targeted training in professional fields; provide outreach 
and services to surrounding communities; and provide education to 
underserved populations. In general, underlying the specific objectives of 
projects funded by this program should be the goal of fostering freedom 
and democracy through a deepened mutual understanding of fundamental 
issues and practical applications in the encouragement of civil society, 
economic growth and prosperity, or the free flow of information. Creative, 
innovative strategies to address these underlying concerns in the pursuit 
of clearly defined institutional goals are encouraged. The extension of 
understanding about these issues through outreach from academic 
institutions to larger communities of citizens and practitioners is 
encouraged, particularly by linking educational programs in the NIS to the 
communities which they serve. Participating institutions should exchange 
faculty and/or staff members for teaching/lecturing and consulting. At 
least once during the grant period, one U.S. participant should be in 
residence at the foreign partner institution for one semester to serve in 
a coordinating role. Exchanges should be for periods ranging from one week 
(for planning visits) to an academic year. 

RESTRICTIONS: Eligible applicants are accredited community colleges 
offering two-year Associate's degrees. In the United States, participation 
in the program is open to accredited community colleges offering the 
two-year Associate's degree. Applications from consortia of community 
colleges are eligible. Secondary U.S. partners may include relevant 
non-governmental organizations, non-profit service or professional 
organizations, or other institutions of higher education. With the 
exception of outside evaluators on contract with the U.S. institution, 
participants representing the U.S. institution(s) who are traveling under 
Bureau grant funds must be faculty or staff from the participating 
institution(s) and must be U.S. citizens. In other countries, 
participation is open to recognized institutions of post-secondary 
education, including pedagogical institutes and universities, technical 
institutes and universities, and vocational training schools. Secondary 
foreign partners may include relevant governmental and non-governmental 
organizations, non-profit service or professional organizations. 
Participants representing the foreign institutions must be faculty or 
staff of the primary or secondary partner institution, and be citizens, 
nationals, or permanent residents of the country of the foreign partner, 
and be qualified to hold a valid passport and U.S. J-1 visa. Foreign 
partners from the following countries are eligible: Russia--Proposals for 
partnerships with institutions located in Moscow or St. Petersburg should 
clearly indicate how those partnerships will have impact on other regions. 
Proposals which designate a partner institution in the Sakhalin Region are 
encouraged; Ukraine--proposals for partnerships with institutions located 
in the Kharkiv region are encouraged. Partnerships including a secondary 
foreign partner from a non-NIS country are eligible to participate in a 
project funded by this program; however, with the exception of Central 
European partners as noted below, the Bureau will not cover overseas 
non-NIS partner institution costs. The Bureau encourages proposals which 
build upon established collaboration between U.S. institutions and 
partners in Central and Eastern Europe in order to support faculty and 
curriculum development in the NIS and to promote regional cooperation. 
Within the context of this partnership agreement and under the guidance of 
the U.S. partner institution, funds may be budgeted for the exchange of 
faculty between NIS institutions and institutions of higher learning in 
Central and Eastern Europe (applicants planning to submit proposals for 
trilateral partnerships with a partner from Central or Eastern Europe are 
encouraged to contact the program office). The program awards grants for 
periods of approximately three years.

MONETARY: The maximum award in the FY2000 competition will be $200,000. 
Requests for amounts smaller than the maximum are eligible. Grants awarded 
to organizations with less than four years of experience in conducting 
international exchange programs will be limited to $60,000. The sponsor's 
support may be used to defray the costs of the exchange visits as well as 
the costs of their administration at any partner institution up to a 
maximum of twenty percent of the total grant, including administrative 
salaries but excluding indirect costs. Although grants under this program 
will be issued to eligible U.S. community colleges, adequate provision for 
the administrative costs of the project at all partner institutions is 
encouraged. Administrative salary support may be included for project 
directors and administrative assistants within the twenty percent maximum 
that may be allocated to administrative costs. Administrative costs should 
be reasonable and appropriate with cost-sharing provided by all 
participating institutions within the context of their respective 
capacities and as a reflection of their commitment to cooperation with one 
another in pursuing project objectives.

the moment we don't know about the existence of anybody, it is as if they

SYNOPSIS: The sponsor provides support to assist the Institute of Public 
Administration (IPA) at Moscow State University in developing its capacity 
to deliver a graduate program in Public Policy that meets high 
international standards for instruction and research in this field. The 
primary goal of this project is to promote development of a curriculum of 
policy-relevant, theoretically sophisticated, empirical approaches 
designed to promote an open, accountable, efficient and responsive public 
sector. The grantee organization will be expected to assist the Institute 
of Public Administration through a comprehensive program of exchange and 
support activities which will foster lasting institutional and individual 
ties. 

DEADLINES: 03-15-2000

OBJECTIVES: The overall objective of this project is to enable the 
Institute of Public Administration at Moscow State University to equip its 
graduate program in Public Policy to support emergent democratic 
institutions in Russia by preparing future leaders to analyze and resolve 
public policy issues within a democratic framework in the context of a 
market-based open economy. This overall objective should be supported 
through the following program components: assistance with curriculum and 
materials development for the graduate curriculum in Public Policy; 
assistance with the development of continuing education and distance 
learning programs; assistance with the development of a sustainable 
graduate student exchange program; development of outreach programs; and 
support for research. The project is designed for the following Russian 
participants: faculty, administrators, staff and students at the Institute 
of Public Administration at Moscow State University. In addition, 
participants include U.S. faculty, administrators and staff, and other 
qualified professionals with appropriate Public Policy expertise. 

RESTRICTIONS: Eligible applicants are public and private nonprofit 
organizations. Organizations with less than four years of experience in 
conducting international exchange programs are ineligible. 

MONETARY: The project will award up to $500,000 for up to a two year 
period to defray the costs of two-way faculty exchange and of limited 
student exchange, with an allowance for educational materials (including 
support for distance learning projects) and with provision for some 
aspects of project administration. There is also the possibility of a 
renewal grant of up to $500,000 for up to a two year period pending 
positive program review and the availability of funding. The total 
administrative costs funded may not exceed twenty percent of the total 
request. The overhead and administrative components of the proposal, 
including salaries, should be kept as low as possible. All other items 
should be necessary and appropriate. Proposals should maximize 
cost-sharing through other private sector support as well as institutional 
direct-funding contributions.

Hello! My name is Natasha Tabunschikova. I come from Zelenogorsk, a town 
in Krasnoyarsk region, Central Siberia. I am an Assistant Principal of 
Linguistic Gymnasia in charge of international cooperation. We are 
searching for teachers - native English speakers - and students, who would 
volunteer to participate in the International Language Summer School, 
which will take place for two weeks in June-July 2000 on the Obskoe Sea 
shore in a picturesque suburban area of the largest Siberian city 
Novosibirsk in a resort which provides comfortable rooms, classrooms, good 
food, nice recreational facilities. 

The International Language Summer School is organized by Linguistic 
Gymnasia # 164 and the Department of Education of the city of Zelenogorsk.
The participants of the International Summer Language School are the best 
students of Linguistic Gymnasia and other schools of Zelenogorsk, who are 
keen on the English language and culture, and have passed complicated 
entrance exams. Each year we host delegations from abroad. Since 1995 
students and teachers from the United States, Great Britain and Poland 
have participated in the Summer School.

Our aim is to help students realize their full potential, thereby 
educating the whole person. The School provides a professional and 
friendly atmosphere in which students find it easy to improve their 
English. Every morning the students have specialized classes based on the 
curriculum and the theme of the Summer School, which include language 
games, discussion sessions, world culture, press-club, etc. We employ the 
best teachers from Linguistic Gymnasia and foreign educators, who work on 
voluntary basis. Students are encouraged to undertake projects and make 
presentations, so within the program all the students have the choice of 
individual research work under the teacher's supervision, which results in 
the creative defense of the projects on the last School day. Presentations 
are video-taped so that students can analyze their own and each other's 
performance and improve their skills. 

The School encourages all students to continue practicing English after 
classes, we are determined to ensure that they all benefit fully from the 
interaction with Staff both inside and outside classroom. The School lives 
a full cultural and social life. In the afternoon we offer sports 
competitions, intellectual games, quizes. We feel that a fit body makes 
for a healthy mind, thus we offer as wide a range of sports, games and 
recreational activities as possible in the hope that all our students find 
some form of activity which interests them. 

We also understand the importance of educating our youngsters in all the 
different aspects of Arts in its fullest sense and developing their 
creative skills. Every evening we have various entertaining competitions, 
shows, performances, presentations, parties, discos, etc. according to the 
program and the theme of the School, where in a friendly and creative 
environment the talents are fully revealed and good relationships are 
established and new friends are made. All foreign participants are 
encouraged to make presentations of their cultures. Besides, we offer 
several tours of the city of Novosibirsk, including main city cites, 
museums, art gallery, Academic city (scientific center of Siberia) and a 
bout tour on the river.

We can assure you of a particularly warm welcome and hope you will be 
encouraged to participate in our Summer Language School and experience at 
first hand our way of life, which is designed to generate an environment 
where we live happily in a friendly atmosphere, in which classes and

If a teacher comes to participate in the School, he/she will have to work

Participation fee is 150 US dollars per person for a two-week program

Union of Councils for Soviet Jews, a Jewish and human rights advocacy and 
service organization, seeks interns for Fall 1999. Internship positions 
are unpaid. Each intern will work primarily with staff involved in the 
following three program areas:

International Assistance Program
The intern will assist with projects surrounding UCSJ's international 
humanitarian aid program "Yad L'Yad," (Hebrew for "Hand to Hand"). The 
program pairs U.S. synagogues with Jewish communities in the former Soviet 
Union in a sister city-like partnership. Projects will include research 
and writing for project newsletter, press releases and information 
compilation and organization. ** Russian language skill desired, but not 
required.

Antisemitism Research Documentation Project The intern will assist with 
the Antisemitism Research Documentation Project by researching, compiling 
and translating documents and reports of incidents of antisemitism and 
human rights violations in the former Soviet Union. The intern will also 
assist with the distribution of the documentation to asylum attorneys, the 
State Department, and other relevant government agencies. ** Russian 
language skills desirable. 

Central Asia Human Rights Intern:
Intern will assist Abdumannob Polat, Director of the Central Asian Human 
Rights and Monitoring Network (CAHRIN), which is based in UCSJ's offices. 
Intern will work on organizing information flow, particularly working with 
database programs and organizing communication lists throughout the 
office, press issues, WWW documents, and will attend hearings and other 
appropriate press venues. ** Russian and Uzbek language skills desired, 
but not required.

I was wondering if anyone here knows somebody in the Sacramento, CA. area 
that speaks Russian so they could help me study the Russian language. 

I have several CD's but have so many questions. I looked towards the local 
colleges and they either don't offer the language or the language gets 
cancilled due to not enough people signing up for the course. 

Sacramento has a very large Russian community so I thought I would ask. I

Joint Scientific Workshops

The U.S. Civilian Research and Development Foundation (CRDF) is pleased to 
announce the following special opportunity for Ukrainian scientists and 
engineers as part of its 1999-2000 Competitive Grants Programs.


*UKRAINIAN-U.S. SCIENTIFIC WORKSHOP GRANTS* 

The CRDF, with funding from NSF, is accepting proposals for Ukrainian-U.S. 
partnerships to hold scientific workshops in Ukraine. The goal of these 
workshops will be to exchange scientific knowledge, build scientific 
relationships, and develop collaborative proposals to submit to the 
National Science Foundation (NSF) and other appropriate funding agencies. 
The CRDF anticipates awarding up to four workshop grants. The deadline for 
workshop proposals is January 15, 2000.


*ELIGIBILITY GUIDELINES*

All workshops must take place between March 1 and December 31, 2000. 

Proposals will be evaluated on both the scientific qualifications of the 
applicants and their perceived institutional ability to organize an 
international workshop. Proposals must include a two- to three-page 
narrative about the subject area and goals of the planned workshop, the 
host institution, a list of proposed U.S. and Ukrainian attendees, as well 
as a budget summary. The total amount requested may not exceed $20,000.

Applicants are encouraged to demonstrate in their proposal cost sharing 
from U.S. or Ukrainian academic institutions, other foundations or 
non-profit organizations, or for-profit companies. CRDF funds are expected 
to cover travel expenses for up to 10 U.S. participants to travel to 
Ukraine and up to 10 Ukrainian participants to attend the workshop. Other 
eligible workshop expenses include room fees, audio/visual equipment, and 
copying expenses. 

The CRDF encourages proposals from different geographic regions, and 
expects to award at least two grants to areas outside of Kyiv. 

The grantees are expected to make all logistical arrangements themselves 
after consulting with the CRDF. 

Workshop applications must be in English.

now available. The dictionaries contain almost 20,000 Russian words with 
appr. 250,000 forms, 100,000 German translations, thousands of examples 
and more than 1,100 pronounciation-samples and 450 high-quality-pictures. 
An all-new manual (pdf-format) is enclosed. The dictionaries may be used 
with lessons of the "Toolkit Reader" to look up new foreign words, to 
study Russian words (including declenision and conjugation!), to translate 
unknown Russian text by single word or word-by-word and, last but not
