KENNAN INSTITUTE SHORT-TERM GRANTS (up to one months' duration)
The Kennan Institute offers Short-term Grants to scholars whose research
in the social sciences or humanities focuses on the former Soviet Union,
and who demonstrate a particular need to utilize the library, archival,
and other specialized resources of the Washington, D.C., area. Academic
participants must either possess a doctoral degree or be doctoral
candidates who have nearly completed their dissertations. For
non-academics, an equivalent degree of professional achievement is
expected.
Short-term Grants provide a stipend of $100 per day. There is no official
application form for short-term grants. The applicant is requested to
submit a concise description (700-800 words) of his or her research
project, a curriculum vitae, a statement on preferred dates of residence
in Washington, D.C., and two letters of recommendation specifically in
support of the research to be conducted at the Institute. Applicants
should also note their citizenship or permanent residency status in their
materials. Applications should be submitted in clear dark type, printed on
one side only, without staples.
Grant recipients are required to be in residence in Washington, D.C., for
the duration of their grant. Four rounds of competitive selection for
Short-term Grants are held each year. Closing dates are December 1, March
1, June 1, and September 1. Applicants are notified of the competition
results roughly six weeks after the closing date. U.S. citizens, permanent
residents, and non-Americans are eligible for Short-term Grants, although
funding for non-American applicants is limited. Approximately one in three
American applicants and one in six non-American applicants are awarded
Short-term Grants in each of the four competition rounds.
The Short-term Grant Program is supported by the Russian, Eurasian, and
East European Research and Training Program of the U.S. Department of
State (Title VIII) and the Kennan Institute endowment. Continuation of the
Short-term Grant Program in 2000-2001 is contingent on future funding.

leaader in the USA and for our Thinking Day (a day to remember our
similarities and celebrate our diversity) we need to talk about scouting
in Asian Russia. I've found some very interesting sites about the history
of scouting in Russia, but I haven't had much luck finding information
about current scouting opportunities. I would really appreciate any help.
Also, on a different note, my husband and I were planning a trip for the
summer of 2000 and I think I'll suggest Lake Baikal. If it can look so
beautiful on a computer screen, I can't imagine how breath-taking it must

The University of Pittsburgh invites applications from specialists on
Eastern Europe for a research/ teaching position to commence on 1
September 2000. We will consider specialists in the humanities, social
sciences and in the following professions: Law, Public Health, Public
Policy and Business. The primary appointment will be in the University
Center for International Studies, with a secondary appointment in an
appropriate department or professional school. The position carries both
research and teaching responsibilities, with the balance between them to

Subject: The ELTE-UNESCO Masters' Degree Program in Minority Studies,
Budapest (with funding)
The ELTE-UNESCO Masters' Degree Program in Minority Studies will be
fielding applications for the 2000-2001 academic year, until March 1,
2000. The Program seeks applicants who have completed, or are in their
final year of, undergraduate studies in social sciences. Preference is
given to sociology students, although students of all social sciences are
encouraged to apply. The Minority Studies Program accepts students who
have outstanding academic qualifications, interests relevant to the
program's intellectual goals, and exhibit a high scholarly potential.
The ELTE-UNESCO Masters' Degree Program in Minority Studies is an
interdisciplinary program housed at ELTE University, in Budapest, Hungary.
Courses in the program are taught by an international faculty, covering a
wide range of social science disciplines. The program attracts a
significant number of visiting lecturers from North America, Western
Europe, and East Central Europe. Students come from primarily East Central
Europe, and are thus culturally, ethnically, and linguistically diverse.
Such diversity in the student body, faculty, and disciplinary backgrounds
is one of the great strengths of the program. The program's course of
study is interdisciplinary in nature, with students approaching minority
and ethnic issues through courses taught by sociologists, anthropologists,
legal specialists, historians, political scientists, etc. Another unique
aspect of the program is its incorporation of cultural approaches,
including the study of relevant film and literature.
There is a limited opportunity for financial and scholarly support from
UNESCO for students who are accepted to and enroll in the Minority Studies
Program. The Minority Studies Program will accordingly nominate qualified
students to their respective national commissions for consideration of
this support. However, due to the severely limited number of scholarships,
all accepted students are kindly requested to conduct their own search for
financial support among local scholarship opportunities (i.e. UNESCO
Fellowship Bank, local Soros or OSI Foundations, international exchange
programs, etc). The Minority Studies Program will provide the necessary
documentation for accepted applicants to assist in these individual
searches.

The Summer University (SUN) is an academic program for university
professors, administrators and professionals. It offers a series of
intensive two, three or four-week courses in the social sciences and
humanities to encourage and promote regional academic co-operation and
curriculum development by drawing togther young faculty in lectures,
seminars and workshops.

Eligibility and Funding

Applications are invited from all countries. For participants from Central
and Eastern Europe and the former Soviet Union the grant will cover
tuition cost, accommodation, travel, health insurance, and a book
allowance. The grant will also include a stipend to cover meals and
incidentals. However, participants from Budapest will only receive free
tuition, a book allowance and a reduced stipend.
Applicants from countries other than the former Soviet Union and Central
Eastern Europe must pay for tuition ($200/week of instruction equalling
1,200 classroom minutes), accommodation, health insurance, travel and
meals. There are, however, a limited number of tuition waivers available
for which applications are accepted on a competitive basis.
Applicants must meet the following criteria
Applicants must have a university degree and hold a teaching job at a
university or college in their home country, or work as an administrator
or a professional. Graduate students with teaching experience may also
apply. Undergraduates without a university degree will not be considered.
The language of instruction is English, thus all applicants have to
demonstrate a strong command of English to be able to follow lectures and
participate actively in discussions at seminars and workshops.

Applicants are not eligible to apply to a SUN course if they attended
either a CRC session or Popper Workshop in the same calendar or academic
year (i.e.,
they must wait one year after their participation in one of the above
programs before applying to SUN). Additionally, applicants are not
eligible to apply to SUN if they have participated in two CEU faculty
initiative activities (i.e., CRC, SUN, Popper Workshop) within a four-year
period.
Former CEU students may only apply if they currently hold a teaching
position n their home country. Preference will be given to new applicants
over former participants in Summer University courses.
Applications must be received by the Summer University Office no later
than January 17, 2000.

Program Manager
The Higher Education Support Program (HESP), the program of the Open
Society Institute that promotes the advancement of higher education in the
humanities and social sciences in the countries of Eastern and Central
Europe, the NIS and Mongolia, seeks a program manager to assist in the
design, implementation and administration of a new university-level
faculty development program for the humanities and social sciences in the
Balkans.
Qualifications: The ideal candidate will possess teaching and research
experience at the university level in the social sciences or humanities;
three to five years of program experience; strong analytical,
administrative, organizational and interpersonal skills; and broad
knowledge of and contacts with universities in the region. Strong written
and oral communication skills are also required. He/she will be flexible,
creative, detail-oriented and culturally sensitive, and will work well
with others in an international team. Knowledge of English is mandatory,
and knowledge of one other regional language a definite advantage.
Terms: This is envisaged as a two-year position based in Budapest but will
require extensive travel.

B) EDUCATION POLICY DEVELOPMENT FELLOWSHIP
The Institute for Educational Policy (IEP) is part of the Open Society
Institute, Budapest which is itself part of the Soros Foundation Network.
IEP was established in February 1998 to support and cooperate with
National Soros Foundations in East/Central Europe, NIS and elsewhere. The
four main aspects of its remit are:
Ö to support the Soros Foundation Network by offering advice and providing
assistance for the educational work of the Foundations; Ö to support those
national Foundations which are involved in large scale Educational
Development Programs;
Ö to cooperate with national Foundations to create coherent policy
frameworks for network activity in the field of education; and, Ö to work
to increase the capacity of the countries to manage education and to
develop and analyse educational policy. IEP also works closely with the
other education programs of the OSI network.
The Institute seeks a Fellow to work in the field of network policy
development, policy support and policy analysis. The tasks will include
the analysis of policy within and without the network. The Fellow will
also be involved in the annual Soros Foundations education strategies
review process, other types of network support and will participate at the
major events organized by the Institute.
Network Policy Development involves:
Ö Analysing educational policies and strategies within the Soros network
and those of governments and other donor organisations Ö Development of
discussion papers and policies on certain education issues
Policy Support involves:
Ö Either participating at or acting as resouce person for ad hoc policy
seminars
Ö Consultative visits to Foundations on strategy development and policy
related issues
Policy analysis involves:
Ö Steering the development of analytical reviews on different educational
policy related matters and their discussion within and outside the network
Ö Facilitating Internet discussion forum on educational policy related
topics
The Fellowship is not intended to support independent research. It is a
full time position, resident in Budapest, Hungary with frequent travel in
the region and envisaged as a two year post. The work program of the
Fellow will be determined by the Assistant Director responsible for
Educational Policy. We offer a dynamic and international working
environment with 27 nationalities represented in our Budapest office.
QUALIFICATIONS:
1. Citizen of one of the countries of East/Central Europe, former Soviet
Union, or Mongolia.
2. PhD in his or her field, and/or 10 years of experience in education 3.
Experience in education policy development, policy analysis, or university
leadership
4. International experience and an ability to analyze education issues in
a comparative context
5. Fluency in English

Center
The Innovation and Development Center (IDC) is a fully-licensed Ukrainian
NGO--supported by the C.S. Mott Foundation, International Renaissance
Foundation (Soros), Eurasia Foundation, United Way and other donors--that
works to develop the NGO sector and to introduce Western methods of
education in Ukraine and other countries of the FSU.
We are currently looking for an American organization with 501(c)(3)
status to act as a fiscal partner to accept donations on our behalf in the
United States and transfer the funds to Ukraine. This is needed as some of
our potential donors in America can only give funds to qualified 501(c)(3)
