Hi. I am from Olympia Washington U.S.A. and now living in Colville
Washington. I would like to have help with translating English into
Russian. I manage a senior houseing complex and some of my tenants are
Russian. They speak no English. I would lilke to communicate with them to
help them know many things about living here in Colville and a low income
subsidized housing. It requires so much paper work from the government and
I want them to be able to know what they are signing. I want to make sure
that they do understand what is required of them. I have some who just
turn over a signed blank check for me to fill out properly. I do not mind
helping them but I may not be a mangaer all of the time they need to have
basic understanding of the forms and how to fill them out themselves. They
are laying themselves open for a big problem that I don't want to see
happen. I am willing to set something up to help all of the Russian

ABOUT IREX IN RUSSIA: In the ten years that IREX has operated on the
ground in Russia, thousands of young professionals, business entrepreneurs,
representatives of the media, educational reformers, graduate students,
changemakers, as well as leading NGOs, government and private institutions
have taken part in exchanges, internships, joint projects, courses,
conferences, grants programs and Internet training offered by IREX. These
activities enable growth and new perspectives for individuals and key
social institutions.
IREX has a series of representations throughout the Russian Federation. The
approximately 50 staff are citizens of Russia and the United States. IREX
projects are funded by the US government (US Information Agency, US Agency
for International Development, US Department of State, National Endowment
for the Humanities), private foundations, corporations and international
institutions.
IREX fosters excellence in services to internal and external customers and
encourages all staff to continuously improve the systems and processes that
are essential to our work.
SUMMARY OF POSITION: IREX seeks candidate for a 12-month Field
Coordinator's position to recruit and select Russian candidates for
practical training programs in the United States under the USIA-funded
Community Connections - Russia program (Business for Russia, Community
Connections Professional Program, and Presidential Management Training
Initiative). The position is available immediately.
The position will be based in Vladivostok but will involve extensive travel
to other cities in Russia to conduct program outreach and recruitment.
RESPONSIBILITIES
In coordination with the Program Director, responsibilities will include
the following:
* establishing temporary offices in target regions;
* hiring and training temporary local assistants;
* conducting outreach and recruitment for the program in target regions
(Magadan, Kamchatka, Khabarovsk, Sakhalin, Vladivostok);
* delivering informational lectures on the program to potential applicants;
* providing weekly updates for USIA/USIS/IREX;
* organizing and convening selection committees and individual interviews;
* compiling and presenting results of interviews to USIS/Moscow;
* coordinating pre-departure orientations for program participants.
QUALIFICATIONS
Candidates must be well organized, able to work independently, skilled at
handling multiple tasks, able to adhere to deadlines, and willing to travel
extensively within Russia. Other specific qualifications should include at
a minimum:
* a bachelorís degree or equivalent in a relevant discipline;
* US citizenship
* native English and an advanced command of the Russian language;
* professional and/or living experience in Russia, preferably in regions
outside of Moscow, RFE a plus;
* excellent interpersonal and organizational skills;
* basic knowledge of Russian political, economic and social issues;
* knowledge of computers and relevant software (MS Office 97, Eudora,
on-the-road telecommunications experience a plus);
* willingness to travel extensively.

I just tried too in response to someone who wanted the words of some songs.
It was Cyrillic when it left me but here it is odder than the usual fonts
that defeat me in some places. I wonder if someone will tell us. it seems
odd that such an enterprising site devoted to linking Russia and West
should not support the alphabet their language is written in.

We will soon complete compilation and publication of the revised
edition of the Guide to Scholars of Central Asia. This resource will
contain over 2,000 scholars in Central Asian studies worldwide -- the
overwhelming majority of the world's scholars in this field.
The first edition (1995; second printing 1997) is now sold out, but
the new edition will soon be available.
The Guide provides information including contact data, scholarly
interests, and selected publications. It includes indexes by Country/
Institution and Topic. Consequently, it provides the best means
available to find scholars interested in relevant topics, to learn
about their work and to make contact with them.

Hi guys!
Half year ago I created the mailing list "e4r". It means "English for
Russians".
The topics of this list are very different: humor, computers, politic,
chess, games,
culinary, history, Russian problems etc.
Why no limitation of topic? Because the purpose of this list to practice in
English.
No Russian words in this list. No coding problem.
The first month (it was April) was very intensive. More than 800 messages were
posted. The activity dropped in the summer to 100+ messages per month.
This month is very active again. The number of members of E4R oscillades
around 50.
But number of really active members is less than 10...
Therefore we need a fresh ideas, questions and answers
We have a few "only English" speaking members, who very interested about
everything Russian. They help us to write correctly.
So if you need to practice in English, and you like to speak about everything,
please welcome to us.

On November 29th - December 3rd, 1999 the State University - Higher School
of Economics, the Moscow School of Human Rights and the Office of the
Commissioner on Human Rights in the Russian Federation are going to hold in
Moscow the 9th International Session "Culture of Peace, Human Rights -
Contents and Methods of Education"
(training for secondary schools teachers, higher schools professors,
instructors on social sciences, lecturers, managers of educational
institutions, NGOs representatives to prepare them for teaching human
rights, civics, democracy and peace courses). Famous specialists in the
sphere of law, political science, pedagogy, etc., representing different
Russian and foreign organizations take part in the Session.
The following problems will be discussed:
* civic education: experience of open societies - problems of Russia;
* international norms on human rights, the rights of the child, and
mechanisms of their protection;
* human rights in the democratic and post-totalitarian states;
* human rights, culture of peace and civic education in the system of
school and university education (aims, contents and methods of education
and upbringing);
* human rights and conflicts: ways of resolution;
* human rights and economical development;
* innovations in human rights doctrine.
During the Session you'll visit secondary schools and universities of
Moscow, state and non-governmental organizations where you get
acquainted with their work in these problems.
We invite your organisation, you in person and your colleagues to take
part in the Session. You may propose the theme of your report.
Training and literature stuff are free of charge for the participants.
Unfortunately we are not able to pay for your trip and stay in Russia.
Your participation in the Session will be a great helping for us.

The Program
The Institute of International Education (IIE) announces a fellowship
program for young American researchers in professional, policy and
public administration-related fields who want to develop a specialized
knowledge of the NIS. Candidates may apply for grants to Albania,
Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Estonia, Georgia,
Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Macedonia, Moldova, Romania,
Russia, Slovak Republic,Tajikistan, Turkmenistan, Ukraine or
Uzbekistan.
The program is funded by the U.S. Department of State through the
Research and Training for Eastern Europe and the Independent States of
the Former Soviet Union Act of 1983 (Title VIII).
Purpose
The program is intended to support young specialists in the fields of
business and economics, education reform, environmental and
conservation policy, international relations, journalism, law, public
administration and public health. Fellows will go to a country in the
region to deepen their understanding of current reforms and national
development, and become familiar with scholarly resources which they
will use in future projects. Applicants will be expected to propose
feasible research, study or internship plans for the period of the
fellowship and indicate a desired institutional affiliation in the host
country.
Applications solely in support of dissertation research or language
research will not be considered.
Grants are available for periods of three to seven months.

No provision will be made for fellows' dependents. Fellows may not
receive any other Title VIII support during their fellowship tenure.
Eligibility
Applicants must:

professional degree program;

3.Have graduated within 5 years from a graduate or professional
degree program
4.Have language ability sufficient to carry out the proposed project
by the time of departure from the U.S. Only advanced language
study will be approved as part of an award.

All applicants will submit a detailed proposal of

interviewed by telephone in late March. Final notification will be
made in April.

2001: For graduate students (women or men) at the pre-dissertation stage
who are either: US or Canadian citizens (or permanent residents) enrolled
in any university in the world; or foreign students enrolled in North
American universities. Applicants should be at the immediate
post-comprehensive or pre-comprehensive stage and planning to write a
dissertation in any area of Slavic women's studies. Applications need to
include three copies of the following: CV, prospectus outlining the
dissertation topic (maximum five pages double-spaced), preliminary
bibliography, and a list of archives and libraries to be used for
preliminary research (located in the US, Canada, Europe, Eastern Europe, or
the former Soviet Union; travel to collections is not a requirement for the
fellowship). Two letters of recommendation should be sent separately.
