Dear friends,

We wanted to let you know that yesterday we held our first high quality
video conference using the new MIRnet network between the US and Russia!  The
occasion was linking two high performance network workshops - one in the US
called the "Chatauqua '99 Workshop" in Boston, MA (http://chautauqua.bu.edu/)
and a similar workshop in Moscow organized by Russian Academy of Science and
Moscow State University.  The focus was the Access Grid -- a new technology
for collaborative visualization and computing featuring video, voice, and
data streams over the Internet
(http://access.ncsa.uiuc.edu/Headlines/990713.Grid.Chautauqua.html).

Participants in the US included Boston University, the University of Utah,
the University of Illinois, and the NCSA Access center in Washington.
Participants in Moscow (in addition to workshop participants) included
a US delegation visiting to discuss joint high performance computing
and networking issues.  The video and audio quality was excellent.
The event marked a special milestone in the development of the MIRnet
project.

We will soon post a feature story and quicktime videos of the event on the
F&P site.

We are looking to support many such US-Russian scientific 
applications requiring

United States*NIS
Partners in Education Program

The American Councils for International Education is soliciting proposals
to host a group of NIS educators in spring 2000.  Please write
wmorse@actr.org for details about the program.

Short Program Description

The Partners in Education Program (PiE) is administered by the American
Councils for International Education: ACTR/ACCELS with funding from United
States Information Agency (USIA).

PiE supports democracy-building efforts in the NIS by providing secondary
school teachers and school administrators with the opportunity to
collaborate with U.S. colleagues in the field of civic education.

Eight to twelve educators from selected regions of the NIS will travel to
the United States, where they will work closely with U.S. counterparts to
research and develop curriculum materials.  NIS educators will focus on
U.S. teaching methods in Civics, which may be used at home.

Experts in education and the NIS will select U.S. host sites in an open
competition.  Two U.S. educators from each of the host districts later will
visit the communities of NIS partners to solidify long-term partnership
ties, and further modify the materials developed during the internship at
the host site.

The NIS Participants

Internship participants are selected through an open, merit-based
competition in their region.  Each participant must demonstrate high
ability in the following areas: ability to teach civics, innovation in
teaching, professionalism, and leadership.  Upon their return home,
participants share the knowledge, techniques, materials, and insights
gained while on the internship with their colleagues.

Pre-Academic Orientation in Washington, D.C.

Upon arrival in the United States, the educators take part in a five-day
orientation and civics education program in Washington, D.C., organized by
the American Councils.  In Washington, the American Councils provides a
general orientation to the U.S. education system and life in the United
States, and arranges a variety of activities, both professional and
cultural, related to American studies and civic education, including an
overview of U.S. libraries and research tools, meetings with professional
organizations, and visits to government and historical sites.  One
representative of each host site attends the orientation to interact
formally with all participants and make a short presentation on the history
of their state.

Internship at Host Site

Following the orientation, each group of participants travel to their host
site to take part in a five-week internships, where they observe classes,
especially those related to civic education.  Participants also deliver
presentations; give lessons or team-teach at the host school or other local
schools, parent-teacher organizations, and community groups.  They will
engage in program and curriculum development; participate in professional
development workshops and in-service training; review and collect teaching
materials for use in their home schools; make site visits to other local
schools; attend school board meetings; and participate in field trips to
municipal and state government institutions and historical sites.

Professional Development Workshops

During the internship period, participants take part in professional
development workshops organized by their U.S. host site.  The workshops are
school district in-service training programs, local university or other
institutional professional development programs, or original training
programs developed exclusively for PiE educators.

Post-Program Debriefing

participants attend a debriefing workshop, Developing Civic Education in
the NIS, in Washington, D.C., at the conclusion of the internship period.
Each NIS group selects an individual to present a synopsis of the materials
and lesson plan they developed during the internship.  PiE participants,
government officials, and other educators attend the workshop.

Reciprocal Program in the NIS

In the semester following the internship, two U.S. teachers or
administrators from each U.S. host school district visit schools in the
participants' regions for two weeks.


Funding for the Partners in Education Program comes from the Bureau of
Educational and Cultural Affairs of the United States Information Agency
under the authority of the Fulbright-Hays Act of 1961, as amended.

IREX and USAID are pleased to announce Round IV of a grants competition in
support of strengthening existing partnerships between US and Russian
organizations as part of the Sustaining Partnerships into the Next Century
(SPAN) program. USAID/Russia provides full funding for the SPAN program, which
is administered by IREX.

Below is an introductory section from the RFP. We encourage you to visit

Begin RFP Text:

In this competition, four rounds of funding are planned during the 51-month
project; three have already been completed.

Under Round IV, applicants may request up to a maximum sum of $180,000 in USAID
funding for projects at least six and not more than 20 months long. In order to
ensure that there is a strong commitment to partnership activities and to
increase the likelihood of sustainability, successful applicants must provide a
minimum in matching contributions of 25% of USAID funding. However, applicants
who are able to offer more than 25% in match will be more favorably considered.

 
A total number of 24 grants have been awarded so far under the SPAN project,
approximately ten more will be awarded under the final Round IV competition.

The deadline for Round IV submissions is 6 PM (Moscow time) November 1, 1999.
Please note that proposals will be accepted at the IREX/SPAN office in Moscow
only. Proposals that are submitted late or are incomplete may not be considered
in the review process. Successful applicants will be expected to begin their
projects in mid-February 2000, and all projects must be completed by the end of
October 2001.

RUSSIAN WINTER: VACATION AND ACADEMIC PROGRAM

January 4 - February 27, 2000

THE FIFTH ANNUAL WINTER SCHOOL FOR APPLIED RUSSIAN STUDIES IN TVER

The International Institute of Russian Language and Culture and Tver
State University, under the auspices of the Tver InterContact Group,
announce the opening of enrollment for the Third Annual Winter School
for Applied Russian Studies in Tver.

The Winter School offers an opportunity for intensive study of Russian
language and area studies. Students will spend between 2 and 7 weeks
with peers from around the world studying Russian and enjoying the
culture of Tver, the capital of the Tver region, conveniently located on
the main route between Moscow (2 hours) and St. Petersburg (5 hours).

Students of all ages and proficiency levels are encouraged to apply. Our
instructors tailor the curriculum of each program to the unique
abilities, needs, and interests of the participants.

The program includes:
       * 24 hours of instruction per week
            * 16 hours of Russian language classes
            * 8 hours of area study seminars (literature, history,
politics)
       * 1 local and 1 out-of-town excursion per week
       * 3 workshops per week; including singing, dancing, and folk art

All programs include weekend tours within Tver to local artists'
workshops, area monasteries, churches, and museums as well as special
excursions to nearby cities such as Moscow, towns in the Tver region,
and St. Petersburg.

Due to support from the Tver InterContact Group and Tver State
University, tuition and education material costs have been waived for
the Winter School '00. Students will pay only for room and board,
excursions, and a small administrative fee.

Amur-Wisconsin Youth Development Project

Dear friends,

I've been reading your web site with great interest. Since 1996
I've been involved in developing partnerships between organizations
that work with youth and families in the Amur region of the Russian
Far East and Wisconsin.  We've had several training visits both
ways and this summer we helped to host, along with the Amur Program
of the Socio-Ecological Union, and the Tambovski district
administration the conference  Children-our common joy and
concern?.

This conference included six representatives of organizations
from Wisconsin and dozens of governmental and non-governmental
organizations in the Amur region.  It was a tremendous time for
us as well as them to share information. After the conference we
toured institutions in the region.

The outcome was to organize the Amur-Wisconsin Youth Development
Project.  We hope to develop working teams in both regions who
will work together in a multi-disciplinary way to help meet the needs
of children. We are planning to hold a similiar conference next
summer in Wisconsin.

This project is a grass roots project started by individuals
with an interest in helping kids(much like your own).  We
have no funding at the moment, only high hopes.

I have a more detailed report I could mail to you if your
interested.  I would appreciate any feedback you could offer
since it seems your project has been down this same path.

As a brief introduction my name is Joshua Simons a Postgraduate
studying Russian banks and the banking sector at Southampton
Business School here in the United Kingdom.

I received your details on a  web page that currently hosts a
Guestbook run by yourself .

However I write to ask whether you have any contact with Russian
banks or bankers despite being involved it seems with translatory
services?

The reason I ask is because I am currently conducting academic
research on Russian banks using a survey methodology.

The research plans to look at the development of Russian banks
since the collapse of central planning between 1990 and 1998.  As
you will probably appreciate obtaining information even initial
contacts from banks can prove to be very difficult due to the
problems of economic and political social events taking place in
Russia.

To this effect the research I am conducting has proven and is
proving to be difficult.

I would be grateful if you could contact me regarding the above
matter.
