KENNAN INSTITUTE SHORT-TERM GRANTS (up to one months'
duration)

The Kennan Institute offers Short-term Grants to scholars whose research in
the social sciences or humanities focuses on the former Soviet Union, and
who demonstrate a particular need to utilize the library, archival, and
other specialized resources of the Washington, D.C., area.  Academic
participants must either possess a doctoral degree or be doctoral
candidates who have nearly completed their dissertations.  For
non-academics, an equivalent degree of professional achievement is
expected.

Short-term Grants provide a stipend of $100 per day.  There is no official
application form for short-term grants.  The applicant is requested to
submit a concise description (700-800 words) of his or her research
project, a curriculum vitae, a statement on preferred dates of residence in
Washington, D.C., and two letters of recommendation specifically in support
of the research to be conducted at the Institute.  Applicants should also
note their citizenship or permanent residency status in their materials.
Applications should be submitted in clear dark type, printed on one side
only, without staples.

Grant recipients are required to be in residence in Washington, D.C., for
the duration of their grant.  Four rounds of competitive selection for
Short-term Grants are held each year.  Closing dates are December 1, March
1, June 1, and September 1.  Applicants are notified of the competition
results roughly six weeks after the closing date.  U.S. citizens, permanent
residents, and non-Americans are eligible for Short-term Grants, although
funding for non-American applicants is limited.  Approximately one in three
American applicants and one in six non-American applicants are awarded
Short-term Grants in each of the four competition rounds.

The Short-term Grant Program is supported by the Russian, Eurasian, and
East European Research and Training Program of the U.S. Department of State
(Title VIII) and the Kennan Institute endowment.  Continuation of the
Short-term Grant Program in 2000-2001 is contingent on future funding.

KENNAN INSTITUTE RESEARCH SCHOLARSHIPS
3-9 months duration

Research scholarships are available to academic participants in the early
stages of their career (before tenure) or scholars whose careers have been
interrupted or delayed.  For non-academics, an equivalent degree of
professional achievement is expected.  Eligibility is limited to the
postdoctoral level for academic participants, although doctoral candidates
in the process of completing a dissertation may apply (the dissertation
must be successfully defended before taking residence at the Kennan
Institute).  AWARDS ARE LIMITED TO SCHOLARS WHO ARE U.S. CITIZENS OR
PERMANENT RESIDENTS UPON COMMENCEMENT OF THEIR SCHOLARSHIP.

Research proposals examining topics in Eurasian studies are eligible.
Those proposals related to regional Russia, the NIS, and contemporary
issues are particularly welcome.  The Research Scholar grant offers a
stipend of $3,000 per month, research facilities, word processing support,
and some research assistance.  Grant recipients are required to be in
residence at the Institute in Washington, D.C., for the duration of their
grant.

One round of competitive Research Scholar selection is held per year.  The
deadline for receipt of applications is October 1.  Decisions on
appointments will be made in late January 2000; grantees are able to
commence their appointments as early as July 2000.  In past years, the
Kennan Institute awarded Research Scholarships to one in eight applicants.

The Research Scholarship Program is supported by the Russian, Eurasian, and
East European Research and Training Program of the U.S. Department of State
(Title VIII).  Continuation of the Research Scholarship Program in
2000-2001 is contingent on future funding.

Description: Four-month research grants to policymakers, government
officials at the national, regional and local levels; leaders and
members of nongovernmental organizations; practitioners in the public
or private sector (trade and investment specialists, foreign affairs
specialists, judges, law enforcement officials, political analysts,
publishers, journalists, managers).

Focus:

All research proposals conducted on a Contemporary Issues program must
be issue- and policy-driven, not theoretical or solely academic, and
must focus on the NIS and/or US - whether as individual countries,
groups of countries, or geographic sub-regions. Research topics that
focus on contemporary issues in other countries are not permitted on
this program.

The Five Main Categories for FSA Fellowships in Contemporary Issues

* Sustainable Growth and Development of NIS Economies in Transition
* Democratization, Human Rights, and the Rule of Law
* Political, Military, Security, and Public Policy Issues
* Strengthening Civil Society
* Communications Revolution and Access to Information

Eligibility for Contemporary Issues Program:

Applicants must:

* be a citizen of and residing in the NIS (Armenia,Azerbaijan, Belarus,
  Georgia, Kazakstan, the Kyrgyz Republic, Moldova, the Russian
  Federation, Tajikistan, Turkmenistan, Ukraine or Uzbekistan);
* be over the age of 25 and under the age of 55 at the time of the
  November 26, 1999 deadline;
* be able to begin the program in August 2000;
* not have particiated in a USIA-sponsored grant of more than 6 weeks
  after August 1, 1997.
* submit a research proposal in one of the above-listed Contemporary
  Issues fields with demonstrated need for research in the US;
* hold academic degrees equivalent to, if not above, a US Master of
  Arts or Master of Sciences degree;
* have at least three years of professional experience in the listed
  field of research; and
* have a high level of proficiency in written and spoken English
  necessary to conduct independent research in the US.

US Affiliation

IREX-administered FSA Fellows in Contemporary Issues will be affiliated
with a US university, institute, think-tank, NGO, or government office
appropriate to their research objectives. There is an internship option
for the fourth month of the fellowship.

Grant Provisions:

* Housing, stipend, medical insurance, and research allowance.
* Round-trip transportation to and from placement city in the United
  States.
* Logistical support.

Application deadline: November 26, 1999

Geographic balance sought across participating countries.

Notification of award decisions by April 2000 (exact date to be
announced).

The Kennan Institute for Advanced Russian Studies has a limited number of
research internships available for Fall, 1999.

The Kennan Institute offers paid Research Assistantships throughout the
year for undergraduate, graduate, and prospective graduate students who are
either U.S. citizens or permanent residents.  Each Research Assistant works
directly with a scholar in residence at the Institute on that scholar's
research project over a period of three to nine months.  Applicants must
have a good command of the Russian language, good organizational skills,
and be able to conduct independent research.

This research internship offers a flexible schedule of 15 hours per week, a
stipend, and a metro subsidy for conducting off-site research.

A Research Assistantship at the Kennan Institute complements any student's
academic interest in Russian or Soviet Studies.  Research Assistants have

been working in US-Russia (and Soviet) exchanges in one way or another for

a group called CEC in New York (with a branch at one time in Boston) -- then

This workshop will examine the following hypothesis: since the
beginning of the twentieth century technology has not only enabled
the introduction of new artistic techniques and modes of
representation, but it has become a metaphor and a model for modern
artistic practice. To a generation of modern artists technology
suggested a new way of seeing and perceiving culture. It offered  a
conceptual framework that set modernity apart from the preceding era
and, ostensibly, this framework has remained emblematic of the
modernist project within the arts ever since.



We seek proposals which deal with any aspect of technology and
technological experience as it is manifested, throughout the
twentieth century,  in the works of Russian and East European
modernists. We are particularly interested by investigations of the
ways in which the cultural meaning and uses of technology across the
boundaries of Russian and East European arts complicate established
theories and histories of modernism. Some areas we want to explore
are:


-the concept of technology in the Russian/Slavic intellectual
tradition. Did the Russian/Slavic intellectual tradition develop a
specific and distinct concept of technology and if not, why?

-the relationship between technology, modern art and tradition/
national traditions;

-the relationship between technology, modern art and the state;

-the relationship between technology, modern art and war;

-the way technology is used to periodize the modern age (also, the
modern/post-modern divide);



It is more than with academic interest that we wish to raise these
questions, to investigate and comment on the way  technology, in its
various guises, influenced the ideas and the works of Russian and
East European modern and contemporary artists.  The goal of the
workshop is not to privilege a particular moment in history, but to
establish continuities which would contribute to an understanding of
our present.


As a  special feature of the workshop we encourage submissions in all
media.  We also welcome paper proposals on the work of Andrei
Platonov, whose centenary is being celebrated this year.


All papers should explicitly engage the questions of methodology. All
presentations will be followed by  discussion. Some essays will be
published in a collection. Special consideration will be given to
