CRDF ANNOUNCES NEW COMPETITIONS

Introduction
The U.S. Civilian Research and Development Foundation (CRDF) is pleased to
announce a set of competitive grants programs for 1999-2000.  These programs
will provide support for a variety of civilian R&D collaborations between
scientists and engineers in the United States and in the former Soviet Union
(FSU).  There are three programs in this announcement:

*	Cooperative Grants Program
*	Next Steps to the Market Program
*	Travel Grants Program

Each program is described in further detail below.  Funds for these programs
were provided by the U.S. Department of State (DOS), the National Institutes
of Health (NIH), and the National Science Foundation (NSF).  Application
guidelines and forms for these programs are available from CRDF's web site
(http://www.crdf.inter.net) or from the contact points listed below.

Cooperative Grants Program
The Cooperative Grants Program (CGP) provides twelve-to-eighteen month
support to joint US-FSU research teams in all areas of basic and applied
R&D.  At least 80% of the funds for each grant will be directed to the
expenses of the FSU team, while no more than 20% of the funds will be
applied to the US team expenses.   As in 1996, when the competition for
awards was so intense that only some 10% of proposals resulted in awards,
the CRDF anticipates that competition will be very strong in the present
program. The average award size will be approximately $50,000 for the entire
award period (12-18 months).   Proposals are due no later than October 1,
1999.

Next Steps to the Market Program
This program provides up to two years' support to joint US-FSU teams to
conduct further R&D-related activities designed to facilitate and expedite
the commercial utilization of research results.  A US for-profit company
must be the primary partner on the US team and must agree to cover all US
team costs and to provide a significant contribution to the expenses of the
FSU team. The average award size will be approximately $75,000 for the
entire award period.   Proposals will be received by CRDF on a rolling
basis, while program funds last.

Travel Grants Program
This program provides travel support to US or FSU researchers who wish to
meet with prospective collaborators to develop a new technology for the
marketplace or develop an applied R&D project involving a US for-profit
company.  Successful grantees will be encouraged to apply to the Next Steps
to the Market program (see above).   The maximum award size will be $3,600
per traveler.  Proposals will be received by CRDF on a rolling basis, while
program funds last.

In addition to the programs listed above, CRDF operates a number of other
programs supporting US-FSU scientific cooperation, including the Basic
Research in Higher Education (BRHE) Program.  The Grant Assistance Program
makes available CRDF's financial and administrative infrastructure to other
non-profit and government organizations that wish to direct their own

The International Institute of Russian Language and Culture and Tver

Language and Area Studies in Tver. The program features intensive
training in Russian language and area studies complemented by an
extensive excursion program, the opportunity to intern at a local
company, a unique opportunity to live with a hospitable Russian family,

fondly remember their visit to the heart of Russia.

In addition to the core classroom program, comprised of courses in
Russian language and communication and lectures and seminars on

The regional conference "Russia, Siberia, and Central Asia: the
Interrelation of Peoples and Cultures" will be held at Barnaul State
Pedagogical University in Barnaul (Russia) on 19 October 1999.  The
conference, organized by the Center for Regional Studies (Russia and the
East) and the Center for Local History of BSPU, will focus on two themes:

1. The Interrelations of Russia/USSR with the States and Nations of
   Central Asia

2. Inter-regional Ties of Siberia and Central Asia (Past and Present)

IN JOURNALISM, LAW, AND TRANSLATION STUDIES

Dates: August 30 - September 25, 1999

The International Institute of Russian Language and Culture (IIRLC),
together with several public and private partner organizations, proudly
announce the opening of enrollment for the 1999 Professional Programs in
Journalism, Law, and Translation Studies. These programs are intended
for students of various aspects of Russian, Slavic, and social studies,
as well as professionals who would like to gain greater insight into
their fields through intensive study of current practices and
developments in Russia. Each four-week program offers participants the
opportunity to study and participate in several aspects of a vibrant
field while sharpening their language skills or learning introductory
conversational Russian. The programs also offer a unique chance to make
connections and share experiences with both Russian and foreign
colleagues.

The Journalism, Political Science, and Societal Studies Practicum:
Although it is tailored primarily for professional journalists and
political analysts, the Practicum can accommodate anyone interested in
Russian life, language, and culture. College students majoring in
Russian, journalism, political science, and sociology are encouraged to
participate. The 1999 Practicum will focus on three issues in current
Russian politics: economic change in the provinces, privatization and
its influence on Russian life, and Russia's information policy as
reflected in the media. The Practicum offers the perfect balance of
classroom instruction and field work: participants will take Russian
language classes while attending seminars in mass communications,
political science, and sociology. They will also take trips and
excursions and meet with experts, professionals, and colleagues.

The Summer School of Russian Legal Studies: Unlike most legal study
abroad programs, which emphasize study of established legal systems,
participants in the Summer School of Russian Legal Studies will observe
the birth of the rule of law, studying it as it evolves and analyzing
developments which have already occurred. The Russian legal system
offers a fascinating array of aspects for study. New laws governing the
federal executive, legislative, and judicial branches have continuously
modified the Federal Constitution, which was framed in 1993. The current
dichotomy of the Communist Party's resurgent domination in the State
Duma and the democrats' tenuous hold on the Presidency and the
Ministers' Council, with the Constitutional Court caught in the middle,
foreshadow continued changes in the months and years to come. Come and
observe the governing system as it struggles to adapt itself to the rule
of law. Attend court trials, which after 80 years are reviving the
system of trial by jury. Learn the language of law used in courts and in
international business law. This is a fascinating time, and we offer you
the chance to both study and experience it first hand.

The Russian Translation and Communication Studies Program: The third
annual Translation and Communication Studies Program will be conducted
by two of Tver's leading educational institutions: the International
Institute of Russian Language and Culture under the auspices of the Tver
InterContact Group and Tver State University. The Program is intended
for professionals and students in departments of Slavic Languages and
Studies, and offers extensive opportunities for linguistic and
professional enrichment. It includes language proficiency courses,
practical translation classes, seminars on the theory of communication
and text interpretation, and a comprehensive cultural enrichment
program.

The medium-sized city of Tver (population 500,000), located 170 km
north-west of Moscow on the main route between Moscow and St.
Petersburg, is an ideal vantage point from which to observe the social,

The May 99 Downside Up Newsletter is now available.

Downside Up is a charity dedicated to improving the quality
of life for Russian children with Down syndrome.  Downside
Up has been pioneering community based services since 1996
and this year opened the country's first early intervention
center in Moscow. To receive the Downside Up newsletter and
learn more about the important work taking place in Russia
and the many programs of Downside Up please contact me at

For those of you unaware of the situation in Russia, 94% of
children with Down syndrome are institutionalized at birth.
Myth and misinformation about DS are major factors
influencing Russia's  40 - 50 year lag behind medical,
educational and social services developments in the USA and
Europe. Downside Up is working hard to effect change in
what is a difficult environment. With educational and
therapeutic programming, publications and professional
trainings, Downside Up has, in a few short years, been a
visible and effective champion.  More than 80 families are
currently being served on a regular basis in the Downside
Up Children's Center; outreach programs to hospitals and
medical professionals as well as to orphans with DS are
planned for the near future.

Please take some time to learn about Russia's forgotten
children. Their future relies in large part on the concern
and action of the international DS community. For groups in
Russia, like Downside Up, your interest and assistance
lends enormous support as they advocate for and provide
essential services which up to now have been unavailable,
and even worse, had been inconceivable in post-Soviet
society.

Also of note is the upcoming Downside Up 4th Annual Charity
Bike Ride August 27-31st, 1999. Cyclists will tour through
beautiful and historic Russian towns of the Golden Ring to
benefit the Moscow Downside up Children's Center. Costs of
the Charity Bike Ride are privately sponsored so your
contributions go directly to fund the Center's intervention
programs.
The cycle tour has been a marvelous way to raise awareness
of Down syndrome as well as provide the necessary funding
to advance community based opportunity and inclusion. No
need to be an expert cyclist - the average daily ride is
50-60 miles through scenic countryside.

Down Syndrome International Fund has chosen to support the
mission and programs of the Moscow Downside Up Children's
Center because it is the leading charity organization
effectively working to further Down syndrome programs and
awareness in Russia today. I welcome your inquiries and am
grateful for your help in spreading the word about Russia's
children with DS and Downside Up. Contributions to further
this cause are needed and may be forwarded to Down Syndrome

Hello,
I am a photographer working on a book about Roma. I live in New York but
this summer I will be traveling Europe and the Middle East taking
photographs in Roma communities. I am looking for any events, festivals,
weddings, funerals, anything that you might think important to include
in a comprehensive book of Roma. Any information you have would be
greatly appreciated. As it stands, I'll be in Turkey the month of June
and Romania the month of July, but I'm flexible. Thank you for your

I believe internal-Peace is best for China, rather than fighting fire
with fire. Either way, all violence should stop and all levels of
relations to it must talk. Negotiate a peace! Are the Chinese people for
peace? Are the Russian people ready for peace? Are the Americans ready
for peace? Of course the answer is yes.
