Zdravstvujte dorogie!  What a great site.  I have been interested in Russia
since I was a younger man having read Tolstoy, Doestoyevsky, Pushkin, Gogol
and others.  I used to listen to short wave propaganda from Radio Moscow
and am glad we have the internet where we can speak the truth.  I live in
Minneapolis/St.Paul, Minnesota and am originally from Ashland, Wisconsin
which is on the south shore of the great fresh water Lake Superior.  We
used to say in the winter that Ashland was as cold as Moscow...and, it was!
I am studying Russian and would like to correspond with anyone.  I am over
forty years old but, I won't tell you how many years over.  (ha!  ha!)

           Funding for MacArthur Foundation Initiatives

The MacArthur Foundation established a grantmaking program  in 1992
in the independent states of Armenia, Azerbaijan, Belarus, Estonia,
Georgia,  Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia,
Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

Through the Program on Global Security and Sustainability, the
MacArthur Foundation Initiative seeks to:

* Support independent research and creative approaches to pressing
   societal issues
* Enhance the skills and capacities of scholar-practitioners
* Sustain and encourage links among scholar-practitioners in the
   independent states of the region; and support interaction between
   those individuals and their colleagues abroad

PROGRAM AREAS

The MacArthur Foundation Initiative concentrates on four issue areas:

Law and Society

   Developing legal culture; public understanding of the role of legal
   procedures to protect citizens+ rights; social welfare; public
   interest law; public access to information

Human Rights

   Protecting civil liberties; economic and social rights; the rights
   of women and minorities; the impact of economic changes on women
   and minorities; supporting the equal participation in society of
   women and minorities; women's reproductive rights; monitoring of
   human rights violations

Environment and Society

   Promoting sustainable development; preservation of biodiversity;
   public participation in ecosystem conservation; legal, economic,
   and social aspects of environmental protection and resource manage-
   ment; creative approaches to efficient energy production and
   consumption; economic and environmental impact of energy production
   and consumption

Peace and Security

   Fostering broad conceptions of security that attend to root causes
   and effects of conflict, including environmental degradation and
   natural resource use; religion, ethnicity, migration, and uneven
   economic development; arms control and disarmament; weapons
   proliferation and regional conflict.

APPLYING FOR GRANTS

Eligibility

Grants are made to individuals, groups, and organizations within the
territories of Armenia, Azerbaijan, Belarus, Estonia, Georgia,
Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajik-
istan, Turkmenistan, Ukraine, and Uzbekistan. Women and emerging
specialists are especially encouraged to apply.

The Foundation cannot support for-profit business activities. Grants
are not permitted to support political parties or political activities.

REVIEW PROCESS

The Initiative relies on peer review of proposals and convenes
international advisory committees to ensure fair and thorough
consideration of each proposal. The Foundation regrets that it is
unable to respond to inquiries about the status of a proposal during
the review process.

GRANTMAKING ACTIVITIES

The Initiative offers two types of grant opportunities:

1. Research and Writing Grants for Individuals

    These grants support research and writing projects that have
    practical applications for policymaking and society. Inter-
    disciplinary analysis is encouraged, as are historical approaches
    with demonstrated contemporary relevance.

    Individual researchers may request funding for a period of  up to
    18 months. Grant funds may cover stipend, research materials,
    research-related travel, publication subsidy, and equipment
    necessary for the execution of the project.

2. Special Project Grants

    The MacArthur Foundation will identify and invite proposals from
    prospective projects and organizations engaged in research and
    practical work in the priority areas of the Initiative. The
    Foundation is unable to accept unsolicited proposals for special
    project funding, nor is it able to respond to inquiries.

HOW TO APPLY

The Research and Writing program is an annual competition. See
application form for details.

The competition is open to individuals, including scholars, jounal-
ists, policy analysts, and other practitioners. Eligible applicants
must be citizens and current residents in one of the states of the
former Soviet Union during the proposed grant period.

REPORTING

Grantees will be expected to submit reports to the Moscow office on
the progress of the research and to account for the use of funds

SPONSOR:  Council for International Exchange of Scholars

SYNOPSIS: Up to three awards will be given to postdoctoral scholars to
conduct research on any aspect of minority studies in certain Central Eastern
European countries.

DEADLINES:  08-01-1999

OBJECTIVES: The sponsor provides support for research on any aspect of
minority studies in Belarus, Bosnia and Herzegovina, Bulgaria, Croatia, the
Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Former Yugoslav
Republic of Macedonia, Poland, Romania, the Slovak Republic, Slovenia, and
Ukraine.  It is expected that research will result in publications,
textbooks, or new academic programs that contribute to greater public
understanding of the critical issues affecting minorities.  Research should
be conducted in Holocaust studies, Jewish studies, the Roma, ethnic
studies, ethnic conflict and resolution, minority rights, gender issues,
religious issues, etc.  Preference will be given to proposals that involve
collaboration with scholars from host countries, contribute to development
of innovative curriculum and/or new research methodologies, or include
plans for informal seminars or potential workshops.

RESTRICTIONS: Applicants must be U.S. citizens with a Ph.D. degree or
comparable professional qualifications.  College or university teaching
experience at the level and in the field of the proposed lecturing activity
as specified in the award description.  Preference is given to those who
have not previously participated in the program and who do not have
substantial recent experience abroad.  Persons who have lived abroad for
five or more consecutive years in the six-year period preceding the date of
application are not eligible.  The grants will include funds for
international and intercountry travel, living and research allowances, and
a monthly stipend.  The duration of the grant is three to ten months.
Research should be conducted between September 1, 2000 and July 31, 2001.
Applicants are encouraged to discuss research proposals with the sponsor
well in advance of the application deadline.
