The International Institute of Russian Language and Culture and Tver
State University, with support from the Tver InterContact Group, an
independent educational and consulting organization, proudly announce
the opening of enrollment for the fifth annual Summer School of Russian
Language and Area Studies in Tver. The program features intensive
training in Russian language and area studies complemented by an
extensive excursion program, the opportunity to intern at a local
company, a unique opportunity to live with a hospitable Russian family,
and the chance to meet Russian peers. Program participants are sure to
fondly remember their visit to the heart of Russia.
In addition to the core classroom program, comprised of courses in
Russian language and communication and lectures and seminars on
literature, philosophy, history, and geography, participants will have
the opportunity to visit workshops and studios where they will study
Russian folk art, songs, and traditional dances. Weekends feature
excursions to area museums and sightseeing trips to Moscow, St.
Petersburg, and the ancient cities of Sergiev Posad, Torzhok, and
Ostashkov.
The Summer School is held in Tver, an ancient city on the Volga River.
The city is located directly between Moscow (170 km) and St. Petersburg
(600 km). The numerous and convenient transportation routes to Russia's
southern and northern capitals make Tver an ideal place to learn about
Russian culture, both that of the capitals and that of the provinces.
Tver itself, with nearly 500,000 residents, has everything necessary for
an interesting and active sojourn: museums, galleries, theaters, concert
halls, sports facilities, and night clubs.
The Summer School is open to everyone: students and teachers,
professionals and amateurs, and tourists and experts of all ages and
interests from around the world. Do not make the mistake of seeing
Russia through a tour bus window. Russia can only be understood by
living it! The Summer School offers education, entertainment, and

One used to be able to do that. I used to do it in word perfect for
diacritics when typing in French. Now I use character map for this purpose.
If you have it ? I think you will find it under PROGRAMMES > ACCESSORIES.
As long as you have a font that can work with the Cyrillic alphabet you
will be able to pick up all the letters from there. I use this system now
for French accents and also to type in the mark for a stressed syllable in
Russian. To save time I have copied all the Russian vowels with the accent
to their own file for easy access. Then when i need to put in stress marks
for students work, I just go through substituting the stressed vowels. It
is fiddly but useful. To write all your Russian letters this way I suggest
you copy all the Russian alphabet from character map into a file. Then copy
this over and over so that you can drag and drop the letters as you want to
make your words. It will be pretty tedious though so if you are going to
need to do it often, why not invest in a keyboard driver. I don't thing
they are very expensive. Then all you need is sticky labels with Russian
letters for you keyboard and activate the multi-language facility in
windows. Of course I don't know what you are using. I am really talking
only about a pc with windows. I'll post this to all as well in case it is
useful to others. Someone much more technically competent than me may reply
to you as well.

ISAR: Initiative for Social Action and Renewal in Eurasia is seeking a
Director for its Russian Far East (RFE) office in
Vladivostok. The Director will manage and work in close cooperation
with the ISAR-RFE staff to ensure implementation of
various projects, including a small grants program, a training program,
and an information program aimed at supporting the
efforts of non-governmental organizations (NGOs) throughout the Russian
Far East.
ISAR, a nonprofit with six offices throughout the former Soviet Union
and one in Washington, DC, has been active in the
Russian Far East since 1993.
Qualifications:
B.A. degree
at least one year (2-3 years preferable) of experience working in
Russia (preferably the Russian Far East; not Moscow
or St. Petersburg) on issues relating to civil society and
NGO-development
experience in strategic planning and program coordination and
implementation
grant management and financial management experience (preferably in
conjunction with USAID-funded programs)
fundraising experience
professional proficiency in spoken and written Russian and English
familiarity with Russian NGO legislation (preferable)
word-processing, database and spreadsheet skills
proven ability to delegate, facilitate and motivate in a
professional setting
excellent written and oral communication/presentation skills
ability to practice and promote creative thinking and
open-mindedness
Responsibilities Include (but are not limited to):
managing staff of 10+ (includes experienced program, financial and
systems managers, as well as administrative support
personnel); management involves supervision, consultation,

oversight of various programs (includes training, small grants, and
publications) -oversight of financial reporting and
preparation of narrative reports to USAID and other funders;

regional travel -outreach for ISAR, including interaction with
local NGOs, government and the private sector, and
Western NGOs working in the Russian Far East

CENTER FOR RUSSIAN AND EURASIAN STUDIES (CRES)
The Center for Russian and Eurasian Studies (CRES) at the Monterey Institute of
International Studies is seeking a full-time Library Manager. CRES Library
provides the Center for Nonproliferation Studies researchers and MIIS staff and
students with current information on the Newly Independent States (NIS) of the
former Soviet Union. In addition to a large collection of Russian and English
language books concerning the NIS, the Library subscribes to about 140
newspapers and periodicals including 85 titles originating in the former Soviet
Union. The CRES Library Manager is a full-time exempt staff position
and reports
directly to the Senior Scholar, NIS Nonproliferation Project. Salary will be
commensurate with qualifications and experience and includes a comprehensive
benefits package.
ESSENTIAL RESPONSIBILITIES
1. Direct the overall collection process at CRES library and supervise a staff
of 8-10 graduate research assistants
2. Train CRES graduate research assistants in open-source collection and
research
3. Identify new NIS sources relevant to CNS research needs.
4. Manage a budget allocated for the acquisitions of books and periodicals
5. Register and inventory all incoming information
6. Assign sources to CRES graduate assistants for research of information
pertinent to nonproliferation issues
7. Supervise the ordering of books and periodicals
OTHER RESPONSIBILITIES
1. Respond to staff requests for specific information and sources
2. Represent CRES Library before CNS and CRES visitors

EMPLOYMENT STANDARDS
Required Skills and Abilities
1. Strong management, organizational, and intercultural communication skills
2. Proficiency in speaking, reading, and writing Russian
3. Strong spoken and written English skills
4. Knowledge of computer systems and software including word processing
programs (Microsoft Word), database systems (Microsoft Access,
ProCite, FileMaker Pro), spreadsheet programs (Excel), electronic mail
programs (CC:Mail and web browsers (Netscape)
5. Knowledge of Newly Independent States media
6. Strong knowledge of electronic search procedures
7. General administrative and bookkeeping abilities
8. Willingness to be flexible with hours when necessary
9. Willingness and ability to comply with Institute policies, procedures, and
mandates
Training and Experience
A bachelor's degree in Russian/NIS studies or related field or equivalent
experience is required. A degree in another subject may be considered if the
candidate can demonstrate an adequate and documented related work experience.
Desired experience includes working with international security issues and
library science. Knowledge of Ukrainian or other NIS language is a plus.
Physical Effort/Work Environment
The Monterey Institute maintains a smoke-free workplace and complies with the

Position requires light physical exertion, ability to climb and descend stairs

AccessAsia, a leading global clearinghouse of information on contemp-
orary affairs in Asia and the former Soviet Union, invites specialists
to submit information on their expertise, publications, and current
research for inclusion in an online and printed database of several
thousand scholars, government officials, and businesspeople.
In particular, we are seeking to expand our listings in the following
areas: Specialists on economics, business, politics, foreign policy,
security, sociology, and other policy-related fields in Central Asia,
the Caucasus, and Russia. We encourage submissions from specialists

I. Summary
AIHA and USAID are pleased to announce a grants competition in support of
establishing new partnerships between US health-related institutions and
their counterparts in the New Independent States (NIS) of the former Soviet
Union, as part of the NIS Health Partnerships Program. AIHA is soliciting
applications from qualified US health-related institutions willing to
devote substantial in-kind resources, mainly in the form of human resources
committed on a volunteer basis, to a 3 to 4-year partnership with
counterparts in the Caucasus region, in accordance with the strategic
direction of USAID. Through this solicitation AIHA will award up to four
partnerships in the Republic of Armenia. Three of these new partnerships
will focus on improving primary care through the development of
community-based models that show meaningful results locally and are
replicable nationally. One partnership will address the development of a
health management education program. Additional partnerships in Azerbaijan
will be established through a subsequent solicitation.
Each of the partnerships is described in more detail below.
Armavir Region
Type of Partnership:
Community-Based Primary Health Care
Proposed NIS partner:
Regional Health Administration
Partnership Focus: The Armavir partnership will focus on enhancement of
primary health care services through the development of primary health care
both in the regional center Armavir and also through the development of
referral networks in the districts of the region. Armavir, the regional
capital is located approximately a 30 minutes drive from Yerevan, the
nation's capital. The region has a population of 313,000 inhabitants, of
which about 111,000 live in urban and about 202,000 live in rural areas.
The traditional economy of the region is agriculture and cattle breeding.
The two major cities of Armavir are the regional center Armavir, and
Echmiatsin.
Initial workplan activities will be directed toward developing local
community involvement, conducting a needs assessment, and building
consensus around community issues and problems to be addressed. The
partnership will then focus on the development of quality services to meet
these community needs and improve access to services with an emphasis on
disease prevention and health promotion. The partnerships are also
expected to develop programs for the retraining of health professionals in
support of the primary care sites and other donor efforts that promote
primary care. The results of the partnerships including the healthy
community's process of community development and primary care practice and
administrative guidelines will be disseminated nationally with the support
of the Ministry of Health.
Gegarkunik Region
Type of Partnership:
Community-Based Primary Health Care
Proposed NIS Partner:
Regional Health Administration
Partnership Focus: The Gegarkunik partnership will focus on enhancement of
primary health care services through the development of primary health care
both in the regional center Sevan and also through the development of
referral networks in the districts of the region. Sevan, the regional
capital, is located approximately a 2.5 hour drive from Yerevan, the
nation's capital. The region is a mountainous area surrounding Lake Sevan.
The region has a population of 268,000 inhabitants, of which about 101,000
live in urban, and about 167,000 live in rural areas. The traditional
economy of the region is agriculture, cattle breeding and tourism. The
major cities of Gegarkunik region are the regional center Sevan, Giavar,
Martuni, and Vardenis.
Initial workplan activities will be directed toward developing local
community involvement, conducting a needs assessment, and building
consensus around community issues and problems to be addressed. The
partnership will focus on the development of quality services to meet these
community needs and improve access to services with an emphasis on disease
prevention and health promotion. The partnerships are also expected to
develop programs for the retraining of health professionals in support of
the primary care sites and other donor efforts that promote primary care.

Lori Region
Type of Partnership:
Community-Based Primary Health Care

Focus of Partnership: The Lori partnership will focus on enhancement of
primary health care services in an urban setting through the development of
primary health care in one of the districts of the regional center
Vanadzor. Referral networks will be also developed with other districts of
the city and the region. Vanadzor, the regional capital and the second
largest city in Armenia, is located approximately a 3-4 hour drive to the
north from Yerevan, the nation's capital. Lori is an industrial region with
population of 385,000 inhabitants, of which about 259,000 live in urban,
and about 126,000 live in rural areas. The major cities of Lori region are
the regional center Vanadzor, Alaverdi, Stepanavan and Spitak. Spitak and
Vanadzor were among the places most severely hit by the 1989 earthquake.
Initial workplan activities will be directed toward developing local
community involvement, conducting a needs assessment, and building
consensus around community issues and problems to be addressed. The
partnership will focus on the development of quality services to meet these
community needs and improve access to services with an emphasis on disease
prevention and health promotion. The partnerships are also expected to
develop programs for the retraining of health professionals in support of
the primary care sites and other donor efforts that promote primary care.

Yerevan, Armenia

Proposed NIS Partner:
National Institute of Health
Focus of Partnership: AIHA will develop and support a partnership with
Armenia's National Institute of Health (NIH) in Yerevan. The AIHA
partnership is intended to support the development of the NIH's programs in
health services management and health policy development and
administration. The NIH partnership will be expanded in years two and three
to include the development of the graduate/undergraduate programs in health
administration. The long-term goal of the partnership is the creation of
an ongoing training capacity in health services management and health
policy development and administration.
Applicants with demonstrated experience in working closely with the
practitioner community, providing practical, short-courses, in-service
training and/or with expertise in establishing new programs or schools are
encouraged to apply.

Masaryk University in Brno, Czech Republic, is pleased to offer two new
programs for study beginning this fall. Both programs are currently
enrolling students for fall 1999 and spring 2000, and both are open to
undergraduates and include a course in communicative Czech language.
Neither program requires prior knowledge of Czech language; however,
advanced students of Czech, as well as beginners, will have the
opportunity to work with a small group of students at their level.
Central European Studies Program (CESP)

An interdisciplinary program combining courses taught in English with
Czech language study, plus the option to conduct an internship with a
Czech or international non-government organization or business in Brno.
Courses include: Transformation of Central European Economies,
Re-modernizing Civic and Political Culture After 1989, Central and East
European Social Problems, Czech Cultural Heritage, and Czech Language.
Teaching staff are from the faculties of Social Sciences, Economics and
Arts. Possible internships include: Volksbank, the Environmental
Partnership for Central Europe, the Academic Information Center, and the
Brno Trade Center. Approximate program fee for US undergraduates who

Teachers of English to Speakers of Other Languages Teacher Education

A Cambridge-University approved program in English as a foreign language
teacher training, which leads to the Certificate in English Language
Teaching to Adults (CELTA), open to undergraduates as well as recent
graduates. North American students will study alongside Czech students

Masaryk University was established in 1919 along with the founding of
Czechoslovakia. Named after the first president, Masaryk University
became the second university in Czechoslovakia, broadened access to
higher education, and was important symbolically because it
re-established a university in Moravia. The university comprises eight
faculties and includes as part of the Faculty of Arts the Department of
Czech for Foreigners, which has earned a reputation for excellence in
language instruction by hosting the Summer School of Slavonic Studies
for more than three decades. In 1998-99, students from more than 65
partner universities attended Masaryk. The capital of Moravia, Brno is
the second-largest city in the Czech Republic (pop. 400,000), home to
six universities and more than 35,000 students. As The Lonely Planet
guidebook puts it, Brno is "the Czech Republic's energetic second
city...with all the charm and architectural drama of Prague, minus the
crowds."
