Hello from Canada!  What a splendid way to learn about other people,
through friends and partners.  I'm 38 years old, divorced(isn't everyboby?)
and work in the stock market here in Canada.  Ever since I was a young boy
I have been fascinated with Russia and her people.  I even went so far as
to study the Russian language in University.  Sad to say I have forgotten
most of what I have learned.  I have many interests including economics,
politics, history and hockey (for those of you old enough to remember that
CAnada did beat Russia in 1972 Summit Series) What I would like is to
correpond with Russians interested in those subjects, or any that you might
choose.

Dear colleagues:

Drug trafficking and abuse are economic and social problems that have
acquired a global character in the last decade. Nowadays, most countries
face this acute problem. The United Nations ranks drug issues with the
danger of nuclear war and ecological disaster, which threaten all man-kind.
Since the problem of drug trafficking is very acute, complicated and
many-sided, the International Association Against Drug Abuse and Drug
Trafficking, with support from the Government of the Russian Federation,
will hold in Moscow, on June 25-26, 1999, the World Anti-Drugs Congress "XXI
Century Without Drugs".

Moscow was chosen as Congress site for the following reason: at present,
international drug-traffickers encouraged by local criminal groups carry out
a wide scale drug- attack against Russia and the CIS. It is also evident
that as drug problems are acquiring a global character, NGOs and public
movements worldwide have been joined into coalitions against drug
trafficking, related crimes, and the spread of addictions.

Representatives of the United Nations, World Health Organization (WHO),
International Police Organization (INTERPOL) and a number of other
international foundations and scientific-research institutions are
participating in the Congress. In this connection, we would like to request
your participation in the work of the Congress and to inform  members of
your networks that we would be happy to see them all in Moscow. We hope this
to become a vivid example of interaction and cooperation among NGOs during
the "Anti-Drugs Decade (1991-2000)", declared by the Secretary General of
the United Nations.

The Association is ready to extend official invitations, and programme
details to those able to attend the Congress.

Who knows how many time zones exist in Uzbekistan? According to all
maps, there are 2. Tashkent is in the eastern one, and Samarkandand
Bukhara are in the western one. the eastern one is 2 hours ahead of
Moscow, which should make Tashkent 3 hours ahead, or GMT + 7 (6 in the
summer, since Uzbekistan does not observe DST). If it is GMT +7, then
why do airlines observe  +5?? have time zones changed in the country
in the past few years. No one can give me the answer, even a phone
call to the Uzbekh Embassy in Moscow got me nowhere.

Single man finds path to Russian adoption difficult and rewarding

 Imagine this adoption application: Single man, college biology
professor with good income, flexible schedule, ample vacation time
wishes to adopt son and form a family.

 Despite all the positives, Robert Klose says his desire to adopt had a
treacherous time winning acceptance. The problem: "Single man."

 "The barriers were daunting," says Klose, author of ADOPTING ALYOSHA: A
SINGLE MAN FINDS A SON IN RUSSIA (University Press of Mississippi,
hardcover $22). "They existed mostly in the form of adoption agencies
that had little or no experience working with single men and foreign
sources that simply would not accept my application."

 Although single women have long been permitted to adopt children,
adoption by unmarried men remains an uncommon experience in Western
culture.  However, Klose wanted a son so badly that he faced down the
opposition and overcame seemingly insurmountable barriers to realize his
goal.

 "Hope, if embraced long, hard and frequently enough, gives way to
conviction," he says.

 ADOPTING ALYOSHA, the first book to be written by a single man adopting
from abroad, is his intimate personal account of that quest.

 The narrative of his journey serves as an instructional firsthand
account for single men wishing to adopt. It details the prospective
father's heightening sense of anticipation as he untangles bureaucratic
snarls and addresses cultural differences involved in adopting a foreign
child.  Happenstance finally led him to Russia, where he found the child
of his dreams in a Moscow orphanage, a Russian boy named Alyosha.

 "I am amazed at how little inclination I have to dwell on the painful
and bitter aspects of my adoption experience," Klose says. "Every moment
is charged with a boundless love for this little boy."


Robert Klose is an associate professor of biological science at
University College of Bangor, Maine, and is a regular contributor to THE
CHRISTIAN SCIENCE MONITOR.
