Hello!  My name is Natasha Tabunschikova.  I come from Zelenogorsk, a town
in Krasnoyarsk region, Central Siberia.  I am an Assistant Principal of
Linguistic Gymnasia in charge of international cooperation.  We are
searching for teachers - native English speakers - and students, who would
volunteer to participate in the International Language Summer School, which
will take place in June 1999.

The International Language Summer School is organized by Linguistic
Gymnasia # 164 and the Department of Education of the city of Zelenogorsk.
Since 1995 until 1997 it was held on the campus of the regional Cosmonautic
School situated in the picturesque woods area outside Zelenogorsk.  In
August 1998 the Summer Language School was based in the sanatorium on the
Obskoe Sea shore, outside the city of Novosibirsk.  This year the 5th
International Summer Language School will take place in the same suburban
area of the city of Novosibirsk for two weeks in the end of June -
beginning of July.  The School will be housed in the sanatorium, which
provides comfortable rooms, classrooms, good food, nice recreational
facilities.

The participants of the International Summer Language School are the best
students of Linguistic Gymnasia and other schools of Zelenogorsk, who are
keen on the English language and culture, and have passed complicated
entrance exams.  Each year we host delegations from abroad.  Since 1995
students and teachers from the United States, Great Britain and Poland have
participated in the Summer School.

Our aim is to help students realize their full potential, thereby educating
the whole person.  The School provides a professional and friendly
atmosphere in which students find it easy to improve their English.  Every
morning the students have specialized classes based on the curriculum and
the theme of the Summer School, which include language games, discussion
sessions, world culture, press-club, etc.  We employ the best teachers from
Linguistic Gymnasia and foreign educators, who work on voluntary basis.
Students are encouraged to undertake projects and make presentations, so
within the program all the students have the choice of individual research
work under the teacher's supervision, which results in the creative defense
of the projects on the last School day.  Presentations are video-taped so
that students can analyze their own and each other's performance and
improve their skills.

The School encourages all students to continue practicing English after
classes, we are determined to ensure that they all benefit fully from the
interaction with Staff both inside and outside classroom.  The School lives
a full cultural and social life.  In the afternoon we offer sports
competitions, intellectual games, quizes.  We feel that a fit body makes
for a healthy mind, thus we offer as wide a range of sports, games and
recreational activities as possible in the hope that all our students find
some form of activity which interests them.

We also understand the importance of educating our youngsters in all the
different aspects of Arts in its fullest sense and developing their
creative skills.  Every evening we have various entertaining competitions,
shows, performances, presentations, parties, discos, etc.  according to the
program and the theme of the School, where in a friendly and creative
environment the talents are fully revealed and good relationships are
established and new friends are made.  All foreign participants are
encouraged to make presentations of their cultures.  Besides, we offer
several tours of the city of Novosibirsk, including main city cites,
museums, art gallery, Academic city (scientific center of Siberia) and a
bout tour on the river.

We can assure you of a particularly warm welcome and hope you will be
encouraged to participate in our Summer Language School and experience at
first hand our way of life, which is designed to generate an environment
where we live happily in a friendly atmosphere, in which classes and
recreation are an important part.

If you think that you or any of your teachers (or students!)  could get
interested in participating in the Summer School this year, please let me
know.  I will be happy to provide more detailed information that I have and
answer any questions regarding the work of School, classes, curriculum,
program, activities, accommodation, etc.

If a teacher comes to participate in the School, he/she will have to work
out the program for his/her classes.  We can discuss this in detail after
he/she has confirmed their coming and participating.  We will provide
accommodation, food, cultural program, excursions to the city of
Novosibirsk, transfers.  There is no charge for that.  The teacher pays the
airfare to get to Novosibirsk and return.  Students from any countries are
welcome to participate and be a part of international classes.  The fee for
students participation is 170 US dollars per person for a two-week program
which includes accommodation in the sanatorium, food, transfers, tuition
and activities at School, cultural program, excursions to the city of
Novosibirsk (sightseeing, museums, art galleries, Academic city - the
largest scientific center in Siberia, a boat tour).

We have not worked out the exact time framing for the School yet, but most
likely it will take place during the last week(ten days of June) - the
beginning of July.  The School lasts for two weeks.  If you've got
interested, please be free to ask any questions and I will provide you more
information and a detailed every day program.

When I was a kid in the cold war, I had an insatiable desire to know about
the people of the USSR, especially Russia.  Of course, in those days it was
not good to be curious about Russia and so I learned very little about it.
As I grew older, I would read what I could about the country but my
knowledge was spotty to say the least.    This year, my sister and I
decided to visit Russia.  We plan to take a river voyage between the cities
of Moscow and St.  Petersburg.

Both of us have been anxiously looking forward to this July.  However, in
light of the recent conflicts in Yugoslavia and the differences that our
countries have about this war, we feel very insecure about going to this
region.  We are well aware of the anti-American feeling there.  We are
reluctant to cancel this trip and feel that, once again, the door is being
shut between us.  Can you give us some idea of the climate there and how we
should proceed?

Who knows how many time zones exist in Uzbekistan? According to all
maps, there are 2. Tashkent is in the eastern one, and Samarkandand
Bukhara are in the western one. the eastern one is 2 hours ahead of
Moscow, which should make Tashkent 3 hours ahead, or GMT + 7 (6 in the
summer, since Uzbekistan does not observe DST). If it is GMT +7, then
why do airlines observe  +5?? have time zones changed in the country
in the past few years. No one can give me the answer, even a phone
call to the Uzbekh Embassy in Moscow got me nowhere.

Hello,   My name is Annetta Villarreal.  I don't know if you can help me
but I will be very grateful for any information you can provide.

   I am taking a course this semester in International Accounting.  I have
been asked to do a presentation on Russian Accounting.  My specific task is
to do research on the education of Russian students and also the education
necessary to become (and stay) an accountant.   

Some general questions are:   

Is there a governing body that dictates the duties of or the education of
an accountant?  Our licenses are given by each state and each state
dictates that certain rules be followed in order to keep it.   

Can one choose to go to college to become an accountant?   

What are the designations?  Here it is CMA-Certified Management Accountant,
CPA-Certified Public Accountant, and CIA-Certified Internal Auditor.   

I am needing some general information about education, and some specific
information about an accountant's education.   

I don't know what other questions to ask, but I can tell you that the info
I need can be mirrored from the paragraph below.  If you can send
information about Russian education that mirrors this paragraph on American
education, that would be great (and anything else you might think I should
know).   

Here, we go through 6 yrs of elementary school, 2 yrs of jr.  high school,
4 yrs of high school.  The education is public and subsidized by the gvt.
We do have the option of sending our children to private schools if we
choose but we have to pay for it.   

Some students choose to go to college and some do not.  The degrees
available are Associates of Arts (or Sciences) which is AA or AS-2 years, a
Bachelor's of Arts (or Sciences) which is BA or BS-4-5 years, a Masters
degree which is MS or MA-2 years, and a Doctorate degree which is a Ph.D.-3
to 7 years.   

All of the degrees have some small difference and there are other
professional designations, such as MD (medical doctor) or JD (jurisprudence
doctorate- an attorney).   

That is the general - the specific is concerning the curriculum and
certifications of accountants.   

Here, for a candidate to sit for the certification examination, he or she
must have an undergraduate degree (not necessarily in accounting), he or
she does not have to have a masters degree but must have completed 150
hours of college hours from an accredited university, 36 hours of the 150
must be in accounting.  After that is completed the candidate may apply to
sit for the exam which is given twice a year - May and November.  The usual
pass rate is around 33%.  Everyone in the country takes it at the same time
on the same day, but the certification is distributed (and I think created)
by the candidates state of examination and the rules of reciprocity are
different from state to state.  For example, I will take the exam in Texas.
If I choose to practice in Michigan, I will have to receive a Michigan
license.  What I have to do for that license will depend on the Michigan
State Board of Accountancy.  Since all states and (basically) all schools
have such varied curriculums, the exam is different (and the requirements
are different) from state to state.  For example, in Texas we are required
to take both federal and corporate taxation courses but only one business
law.  Other schools require two business law courses but only one tax
class.   

Also, would you have any information on the cost of college and the
salaries of accountants?   

I am sorry this email is so long, but that about covers it.  If you can
help me in any way or if you know of someone who can, I would really
appreciate it.

    1999 Case Teaching and Case Writing Summer School

                Yalta, Crimea, Ukraine
               July 30 - August 12, 1999

The purpose of the Summer School is to familiarize faculties of
leading educational institutions in Eastern Europe with the
teaching tool Case Study Method, and involve them in developing
local Case Studies which can be widely distributed among
institutions across the region.  During the Summer School,
participants will learn the theoretical background and acquire
the practical skills of Case Study as well as gain experience in
writing their own cases.   The participants will enhance their
Case Teaching techniques by having the opportunity to teach a
case themselves. They will learn how to collect materials, how to
prepare interviews, and how to process materials in order to
construct a high-quality case study.

The focal discipline of the 1999 Summer School will be Public
Administration. Preference will be given to candidates using
advanced methods in their courses.  The language of instruction
will be English.

Applications will be accepted from countries of Central/Eastern
Europe and the former Soviet Union.  In all, the School will be
able to host up to 15 non-Ukrainian participants, which will help
establish networks among faculties with the same area of
expertise across the region.

The following criteria will be taken into account for acceptance
into the Summer School:

* full time status with a relevant educational institution
* teaching courses in the field of Public Administration
* 40 years of age or younger
* fluency in English

Applicants with a background of the Case Study Method will be
given preference.

The International Research & Exchanges Board (IREX), a leading nonprofit
organization in international education and training, currently seeks
qualified professionals to fill the positions of Country Coordinator for
administration of a premier Internet program in the following cities:

     Yerevan, Armenia
     Baku, Azerbaijan
     Minsk, Belarus
     Tbilisi, Georgia
     Chisinau, Moldova
     Almaty, Kazakhstan

IREX has administered Internet programs since 1991 and began
administration of the USIA-sponsored Internet Access and Training Program
(IATP) in 1995.  In the next stage of IATP, IREX will continue program
administration in the 10 countries of the NIS listed above.  This position
requires strong management skills, experience in using Internet technology
as an educational and training tool, and basic technical know-how.

Candidates must be well-organized, skilled at handling multiple tasks,
detail-oriented, and have training and/or teaching experience.  Extensive
experience in using the Internet, web development and design, functional
English and fluency in the local language is required.  Beneficial skills
include an understanding of TCP/IP, Unix system administration, HTML
programming, and experience working in the non-profit sector.  For most of
the positions, IREX seeks a two-year commitment to begin no later than
May 15, 1999.

The Country Coordinators will be responsible for:

* Developing training materials and curricula, Internet resources, and
  local language on-line development;

* Establishing agreements with partner institutions and ensuring contracts
  are updated and requirements being met;

* Assisting local institutions to establish on-line presence, including
  Web sites, electronic publications, and listservs;

* Training and supervising a staff that consists of trainers, web masters,
  systems administrator, and other program personnel;

* Implementing program outreach and publicity to targeted audiences,
  specifically USIA alumni;

* Reporting monthly on program and financial activities;

* Administering open grants competitions; and

* Coordinating the work of the Internet Working Groups and ensuring that
  sustainability plans are in place for partner institutions.

Internet Regional Coordinators

Coordinator for management of a premier Internet program in the NIS.
This position requires superior management skills, experience in using
Internet technology as an educational and training tool, and basic
technical know-how.

IREX has administered Internet programs since 1991 and began
administration of the USIA-sponsored Internet Access and Training Program
(IATP) in 1995.  In the next stage of IATP, IREX will continue program
administration in 10 countries of the NIS.  The Regional Coordinators will
be responsible for program management and coordination of IATP operations
in Western NIS, Central Asia, and the Caucasus with positions based in
Ukraine, Uzbekistan, and Azerbaijan respectively.  IREX seeks a two-year

Qualifications include two-three years of management experience;
well-organized, skilled at handling multiple tasks, detail-oriented;
fluency in Russian and/or local language; and extensive experience in

The Higher Education Support Program of the Open Society Institute
announces a call for proposals to develop university courses. The
competition is intended to encourage the introduction of new courses
innovative in both content and methodology, and the dissemination of new
curricula across the region (defined as Central and Eastern Europe and
the former Soviet Union). The program also aims to provide incentives
and means for interdisciplinary and international co-operation among
academics from the region.

Applicants are invited to develop and teach a one- or two-semester-long
course (introductory, survey or research level) on an important topic
from a new perspective. The competition is open to individuals and
groups for 10-month grants for preparation and introduction of the new
course. Group grants will be awarded to promote innovative,
collaborative projects and priority will be given to groups of academics
from at least two countries or cities of the region who aim to design a
course with an international perspective. All applicants are strongly
recommended to base their courses on their original research in the
given field and apply new approaches to delivering the course. In making
awards for group projects, preference will be given to courses that will
be delivered at all universities represented by the group.

Grants for both individual and group projects will consist of monthly
individual stipends for the preparation and teaching period (max. 10
months), and an allowance for legitimate additional expenses (book
purchase, teaching materials, photocopying, slides, and additional,
justified travel costs and administrative expenses in case of the group
grants). In the case of projects where a course developed by a group
will be taught at only one institution, the stipends for the teaching
period will be calculated from the amount of a full stipend in
proportion to the degree of involvement of each participant (involvement
should be expressed clearly as a percentage in the course plan). Group
leaders will receive a small group leaderís fee in addition for their
extra responsibilities. Grants will not cover the costs of study in
countries outside the region. Group project proposals should include
budget requests for meetings during the preparation period and further
visits to teach the course. HESP plans to organize a methodology seminar
together with Central European Universityís Curriculum Resource Center
at the end of the grant period for the grantees who will continue
teaching the course for the next years.

Evaluation: In order to ensure quality of new courses, applications will
be evaluated by a special selection committee set up by HESP. Members of
the committee will be respected scholars with sufficient knowledge of
the higher education needs of the region. The new courses will also be
evaluated by experts in the field, and by students of the given course
during or at the end of the grant period.



Academic Subjects:
Based on our experience with institutions of higher education and
programs in the region, HESP invites applications in the following
subject areas:

Ethnography and Anthropology:
We encourage individuals or teams to design new courses that:
1. explore the concept of 'culture' as used by the Anglo-Saxon and
French anthropological traditions, contemporary European ethnology and
the emerging anthropological-ethnological schools in the region OR
2. deal with the epistemological and moral problems of the production of
ethnographic knowledge about distant others and contemporary modern
societies OR
3. are based on original ethnographic investigations in topics relevant
to current social changes and processes in the region, such as the rise
of capitalisms, the formation of public and private histories, new forms
of political mobilization, transnational production of knowledge and
culture, and novel classifications of groups in society.
Research seminars involving students in focused and short-term fieldwork
will be preferred.
(Please submit a clear and detailed budget request for students'
fieldwork.)

Sociology:
HESP welcomes courses built on empirically grounded, comparative
projects that engage issues of institutional change at the micro and/or
macro levels. (Comparisons do not have to be multinational.) We
especially encourage projects with creative research designs and
rigorous, state-of-the-art methodology, that engage on-going theoretical
debates in the regional and international literature, and carry clear
and important policy implications. Areas of interest include, but are
not restricted to, economic sociology; sociology of culture, minorities,
inequalities, religion, family, ageing, demography, deviance, gender,
science, media studies, popular culture, globalization and nationalism;
political sociology; historical sociology; and urban sociology.

Political Economy:
We welcome applications for courses on contemporary political economy in
the region. Political economy is a complex field, and it cannot be said
that there is consensus among its practitioners about its most
fundamental methods or objectives. Therefore we encourage the submission
of applications from researchers working in various academic areas:
economics, political science, law, sociology, history, philosophy. We
especially welcome proposals for courses examining the relationship
between political science and economics; the place of economics among
the social sciences; or the status of formal-mathematical theories in
political philosophy. We would like to emphasize the importance of
developing curricula for the study of the experience of  'transition'
from a political economy point of view.

Public Sector Analysis:
Courses should cover both quantitative and qualitative methods, and
assist in developing empirical and theoretical skills with the purpose
of conducting systematic analysis of policy, politics, and institutional
structures within the public sector. Methods and subjects may be drawn
from the disciplines of political science, sociology, comparative law,
statistics, economics, etc. Possible course topics include comparative
approaches to reform in education, health care, housing policy, and
social security.

Art History and Theory:
We are inviting applicants from humanities programs and art academies to
design innovative courses around topics such as:
1. the history of national/state and private collections; museum studies
(the political functions of museums, changing principles of art
conservation and restoration); the interaction of high and low art;
connoisseurship and criticism: history of art history;
2. the power and changing function of images (in illiterate and literate
cultures); new forms of visuality; analysis and interpretation of new
art forms related to technology; art and science: interdisciplinarity
and networking in the frame of media tools.



Eligibility:  Academics from the region may apply as individuals or in
groups if they teach at a higher education institution in the region.
Experts from research institutes may also apply to design and teach
courses based on their own work. In the case of group grants, HESP will
not support projects carried out exclusively by faculty from a single
institution. Project proposals should demonstrate the following:

? compatibility with the curriculum reform endeavours
? innovative character and approach (also to course design)
? relevance to regional issues
? scientific quality in the selected field
? feasibility

 Priority will also be given to curricula in comparative and
interdisciplinary studies and course development from an international
perspective, particularly with group grants. Applicants are strongly
advised to base their programs on their original research.

Previous CDC grantees and HESP/RSS Course Development Competition
Fellows are not eligible for 5 years.

Applications must be presented in English on HESP application forms.
For individual proposals, the application form must be accompanied by a
description of the proposed course and preliminary bibliography of
materials to be used in preparation and teaching, a presentation plan, a
curriculum vitae (also highlighting research activity), a letter of
reference and a letter of endorsement from the host university.
For group proposals, the application should be submitted by the project
leader. In addition to the above it should contain a list of the
individuals involved in the project, their CVs, institutional
affiliations and contact information. For group projects letters of
endorsement must be submitted from all the institutions that will host
the course. (Please feel free to duplicate the letter of endorsement
form if necessary.)
Application forms can be obtained from the local Soros foundations free
of charge, from International HESP or from our website,
(www.osi.hu/hesp), at the announcements section. Applications must
arrive to International HESP by 22 April 1999 (see the address on the
letterhead of the application form). The applicants will be informed in
mid-May. Preparation should begin in May-June 1999 and courses  should
be taught during the first and/or second semester of the 1999/2000
academic year.
