Sakhalin neurological hardship case? Here's the extract:
Viktoria Malinova, age 9. By tomographic analysis located an irregular
tumor 4.8 by 4.4 cm, located centrally in the left hemisphere of the brain.
All tomographs and descriptions are available for viewing on the internet
at
http://www.vmmc.org/radiology/consult/image25.htm.
Viktoria has increasing lack of coordination and loss of feeling in
extremities on the right side. Her mother has been advised in Moscow that
it is inoperable. Only a hospital in Los Angeles has replied that they
have an experimental surgical method which could be applied, costing some
$27-30,000 medical expenses only). This is easily twice what the mother
can raise from her own sources or in the community, at least within the
time left.
Please advise of (1) any other hospitals or research centers you know that
might accept Viktoria as a research patient, or on a charitable basis at
some cost within reach of the (single) mother. (2) Any funds or sources of
donation that might be able to help raise funds for this operation.
Viktoria had another checkup in Moscow; they think the tumor is benign, as
it has not enlarged since the last exam. However, her motor coordination is
worsening. The Moscow doctors have suggested operating, but Viktoria's
mother is concerned to get a second opinion.
Basically, a very complex situation in which it's hard to know what to do.
If you have any suggestions, let me know.

Volunteers needed at Lake Baikal
The Baikal Institute for Ecology and nature Resources Use invites
volunteers to participate in a children summer camp. Aims of the project
are: environmental education of teenagers, development of their social
skills through role games and to make volunteers acquainted with the
unique nature of lake Baikal. The volunteers will deal with groups of
children (age 10-15 years, a group of 10-14 people) and organize various
activities for children such as hiking, sport competitions and
ecological studies. The camp will be located at the warmest place of
lake Baikal (accommodation in a wooden house, a room for three persons).
There will be an opportunity to have some excursions.

I. Summary
AIHA and USAID are pleased to announce a grants competition in support of
establishing new partnerships between US health-related institutions and
their counterparts in the New Independent States (NIS) of the former Soviet
Union, as part of the NIS Health Partnerships Program. AIHA is soliciting
applications from qualified US health-related institutions willing to
devote substantial in-kind resources, mainly in the form of human resources
committed on a volunteer basis, to a 3 to 4-year partnership with
counterparts in the Caucasus region, in accordance with the strategic
direction of USAID. Through this solicitation AIHA will award up to three
partnerships in the Republic of Georgia. Two of these new partnerships
will focus on improving primary care through the development of
community-based models that show meaningful results locally and are
replicable nationally. One partnership will address the development of a
health management education program. Up to four partnerships in Armenia
and additional partnerships in Azerbaijan will be established through
subsequent solicitations.
IX. Partnership Descriptions
Background: In the final years of the Soviet Union, the economies and
social structures of Armenia, Azerbaijan, and Georgia all experienced
growing difficulties. The breakup of the former Soviet Union significantly
exacerbated these problems. For example, gross domestic product of
Georgia, the most severely affected of the three countries, fell by
approximately 90 percent between 1991 and 1994. In large part, the
economic disruptions reflected the often artificial economic relationships
developed by the Soviet Union. When those relationships dissolved, the
underlying inefficiencies became apparent. The resulting macroeconomic
shock led to massive closure of plants, rampant unemployment, and the
ruinous decline in government services such as public utilities and in
social welfare programs such as health delivery.
In addition, all three countries have experienced costly civil and military
strife, most notably in the regions of Nagorny-Karabakh, South Ossetia, and
Abkhazia. Finally, natural disasters, especially in Armenia, have
aggravated the already enormous burden faced by the three nations.
As noted by the USAID Health Assessment Team that conducted assessments in
Armenia, Georgia and Azerbaijan in 1998, "the health delivery systems of
all three countries are characterized by massive excess capacity and an
absence of patients. The Caucasus nations have too many hospitals, too
many beds, and too many hospital-based medical specialists". Virtually all
facilities are now in disrepair; lack necessary medical equipment, drugs,
and supplies; and cannot afford the energy necessary to provide heat and
light and to power the minimal medical equipment available. Many
facilities now lack running water, effective sanitation or sterilization,
continuous electricity or telephone systems.
Overwhelmingly, physicians and related health personnel are hospital-based
specialists, too many of whom are inadequately trained. Moreover, because
of the economic collapse, the official salaries paid to virtually all
physicians and other care providers are inadequate to meet basic living
needs, leading to the creation of incentives that have affected provider
behaviors in undesirable ways. Despite the overall surplus of physicians,
all three countries suffer from an inadequate supply of appropriately
trained primary care physicians and primary care service.
Although the incidence of some infectious diseases such as tuberculosis and
STDs has increased in the last several years, epidemiological profiles
indicate that cardiovascular diseases, cancers, and other "life-style"
diseases are the leading causes of morbidity and mortality in the three
Caucasus nations. Nevertheless, the medical establishment devotes little
attention to disease prevention, health promotion, and lifestyle
modification programs, which, in the long run, have the greatest effect on
reducing a population's disease burden. Mental health disorders and
injuries (including automobile accidents) appear to be seriously
underreported and are undoubtedly high. Serious reproductive and maternal
and child health concerns remain in pockets of each of the three republics."
AIHA Partnership Strategy: In support of USAID's strategy to improve
primary health care outside of the capital, and at the recommendation of
the Ministry of Health of Georgia, AIHA will establish two new partnerships
to implement model, community-oriented primary care service delivery
systems in the Mtskheta-Mtsianeti and Imereti regions. The regions chosen
are intended by the Ministry of Health to serve as model demonstration
sites and will be coordinated with the World Bank investments in Georgia.
In addition, AIHA will develop a Health Management Education partnership to
support the development of programs in health services management and
health policy development and administration at a national level.
In addition to the partner travel and exchanges, equipment and shipping,
AIHA will support the orientation of both US and NIS partners, provision of
a health professionals learning resources center (LRC) and establishment of
improved communications and telemedicine components if applicable. AIHA
will also support the partnerships' participation in workshops, training
sessions, and conferences, including the AIHA annual conference and
Caucasus and NIS-wide primary care working groups, receipt of and
participation in AIHA publications, and other AIHA support services
Each of the partnerships is described in more detail below.
Imereti Region
Type of Partnership: Community-Based Primary Health Care
Proposed NIS partner: Regional Health Administration
Partnership Focus: The Imereti partnership will be a healthy community
partnership focusing on women's health issues and the establishment of the
women's wellness center in Kutaisi. Kutaisi is the capital of the Imereti
region and lies approximately a four-hour drive from Tbilisi, the nation's
capital. The region consists of twelve districts and has an overall
population of 737,000 inhabitants. Kutaisi has traditionally served as an
economic, industrial and cultural center of Western Georgia, although the
current economic crisis has greatly affected all sectors of society.
Initial workplan activities will be directed toward developing local
community involvement, conducting a needs assessment, and building
consensus around community issues and problems to be addressed. The
partnership will then focus on the development of quality services to meet
these community needs and improve access to services with an emphasis on
disease prevention and health promotion. The partnerships are also
expected to develop programs for the retraining of health professionals in
support of the primary care sites and other donor efforts that promote
primary care. The results of the partnerships including the healthy
community's process of community development and primary care practice and
administrative guidelines will be disseminated nationally with the support
of the Ministry of Health.
As part of orientation process for the Imereti partnership AIHA anticipates
that two representatives from Kutaisi will attend the training workshop in
women's health clinical guidelines development to take place at AIHA's
Women's Wellness Center in St. Petersburg (March, 1999). AIHA also
anticipates the partnership to be involved in ongoing meetings of the
Clinical Practice Guidelines Advisory Committee as part of AIHA's
initiative aimed at monitoring progress in the implementation of the
clinical practice guidelines in participating AIHA Women's Wellness and
Primary Care Centers.
Mtskheta-Mtianeti Region
Type of Partnership: Community-Based Primary Health Care
Proposed NIS Partner: Regional Health Administration
Partnership Focus: The Mtskheta-Mtsianeti partnership will focus on
enhancement of primary health care services through the development of
primary health care both in the regional center and also through the
development of referral networks in all five districts of the region.
Mtskheta, the regional capital is located approximately a 20 minutes drive
from Tbilisi, the nation's capital. The region is comprised of five
districts and has a population of 139,000 inhabitants. The region is
situated in a vast rural mountain range, with a low population density and
significant problems associated with travel and communications. The
traditional economy of the region is agriculture and cattle breeding.
Initial workplan activities will be directed toward developing local
community involvement, conducting a needs assessment, and building
consensus around community issues and problems to be addressed. The
partnership will focus on the development of quality services to meet these

Focus of Partnership: The AIHA partnership will support the development of
the NHMC's programs in health services management and health policy
development and administration. The NHMC partnership will be expanded in
years two and three to include the development of the
graduate/undergraduate programs in health administration. The long-term
goal of the partnership is the creation of an ongoing training capacity in
health services management and health policy development and administration.
Applicants with demonstrated experience in working closely with the
practitioner community, providing practical, short-courses, in-service
training and/or with expertise in establishing new programs or schools are
encouraged to apply.

IN JOURNALISM, LAW, AND TRANSLATION STUDIES

The International Institute of Russian Language and Culture (IIRLC),
together with several public and private partner organizations, proudly
announce the opening of enrollment for the 1999 Professional Programs in
Journalism, Law, and Translation Studies. These programs are intended
for students of various aspects of Russian, Slavic, and social studies,
as well as professionals who would like to gain greater insight into
their fields through intensive study of current practices and
developments in Russia. Each four-week program offers participants the
opportunity to study and participate in several aspects of a vibrant
field while sharpening their language skills or learning introductory
conversational Russian. The programs also offer a unique chance to make
connections and share experiences with both Russian and foreign
colleagues.
The Journalism, Political Science, and Societal Studies Practicum:
Although it is tailored primarily for professional journalists and
political analysts, the Practicum can accommodate anyone interested in
Russian life, language, and culture. College students majoring in
Russian, journalism, political science, and sociology are encouraged to
participate. The 1999 Practicum will focus on three issues in current
Russian politics: economic change in the provinces, privatization and
its influence on Russian life, and Russia's information policy as
reflected in the media. The Practicum offers the perfect balance of
classroom instruction and field work: participants will take Russian
language classes while attending seminars in mass communications,
political science, and sociology. They will also take trips and
excursions and meet with experts, professionals, and colleagues.
The Summer School of Russian Legal Studies: Unlike most legal study
abroad programs, which emphasize study of established legal systems,
participants in the Summer School of Russian Legal Studies will observe
the birth of the rule of law, studying it as it evolves and analyzing
developments which have already occurred. The Russian legal system
offers a fascinating array of aspects for study. New laws governing the
federal executive, legislative, and judicial branches have continuously
modified the Federal Constitution, which was framed in 1993. The current
dichotomy of the Communist Party's resurgent domination in the State
Duma and the democrats' tenuous hold on the Presidency and the
Ministers' Council, with the Constitutional Court caught in the middle,
foreshadow continued changes in the months and years to come. Come and
observe the governing system as it struggles to adapt itself to the rule
of law. Attend court trials, which after 80 years are reviving the
system of trial by jury. Learn the language of law used in courts and in
international business law. This is a fascinating time, and we offer you
the chance to both study and experience it first hand.
The Russian Translation and Communication Studies Program: The third
annual Translation and Communication Studies Program will be conducted
by two of Tver's leading educational institutions: the International
Institute of Russian Language and Culture under the auspices of the Tver
InterContact Group and Tver State University. The Program is intended
for professionals and students in departments of Slavic Languages and
Studies, and offers extensive opportunities for linguistic and
professional enrichment. It includes language proficiency courses,
practical translation classes, seminars on the theory of communication
and text interpretation, and a comprehensive cultural enrichment

Since no one was able to help on my request for information on the
history and retinue of Nicholas II.
I have another question i recently found that the Moldovian(Roma) fictional
authory as late as 1996 was naming characters in his novels "SANDAU", some
of the works of Rodzher ZHelyazny have been translated into Russian. Can
anyone provide information on this author.

The Network Scholarship Programs of the Open Society Institute is
pleased to offer supplementary grants to students from selected
countries (see list below) of Eastern and Central Europe and the former
Soviet Union. The purpose of the program is to enable
qualified students to pursue Doctoral studies in Humanities and Social
Sciences at accredited universities in Western Europe,
Asia, Australia and North America. Global SGP grants will be awarded on
the basis of academic excellence and financial need.
The grants will provide supplemental funding for up to one year of study
with the option to apply for a second year. Reapplication
procedures will be outlined in 2000/2001 application form.
Only students who have been accepted into a full-time doctoral (Ph.D.)
program at an accredited university are eligible to apply.
In no case may an applicant request grant assistance for the support of
an accompanying child or spouse.
Grants are provided to help cover costs in the following categories:
1. Tuition and fees - not to exceed 50% of tuition and fees per academic
year;
2. Living expenses - students who have succeeded in funding their
tuition, either through scholarships or other financial support, are
eligible for housing and living funds;
3. Other - students who have secured all necessary funds but cannot
afford additional expenses, such as travel to/from their host
country, books, materials, health insurance, etc., are eligible for
additional funds.
Eligibility Criteria:
1. ONLY those students who have already been awarded partial or full
tuition, room and board stipends, or other types of financial aid
may apply. (All applicants will be asked to provide the fullest possible
account of their actual financial situation, including copies of
financial aid requests to the host university, and any award documents
from any source of support.)
2. Candidates must be nationals of one of the following countries:
Albania, Azerbaijan, Belarus, Croatia, Kazakhstan,
Kyrgyzstan, Macedonia, Moldova, Slovakia or Uzbekistan.
3. Candidates must be under 40 years of age at the time of application.
4. Candidates must demonstrate proficiency in the spoken and written
language of their host country.
5. Candidates must have resided in their home country for a minimum of 2
years at the time of application.
These awards support doctoral studies in the Social Sciences/Humanities

Dear Colleagues
In the past you may have come across our information regarding the Inter-
national MA in Russian Studies (IMARS) program at the European University
at St. Petersburg. If you already had an opportunity to draw the
attention of any of your students to the IMARS program, we would like to
remind them that the officially posted application deadline is March 31,
1999.
All our applicants should allow at least three weeks delivery time to
Russia using regular mail. It is advisable, however, that being this
close in time to the deadline applicants chose FedEx or another express
carrier that ensures timely delivery; or send us a letter of intent via
email addressed to imars@eu.spb.ru stating that the application was mailed
prior to March 31.
If you hear about the IMARS program for the first time, it is still not
too late to recommend it to your students even now, provided they use DHL
or FedEx for application submission.
With this letter we considered appropriate to include a piece of IMARS
current information.
IMARS NEWS IN BRIEF
* The program is successfully approaching the conclusion of its first
academic year. IMARS students are still working through their midterms,
but the Faculty is confident that the first scope of MA degrees in
Political Science and Sociology will be awarded at the Commencement
Ceremony on June 25, 1999.
* IMARS international students along with their Russian counterparts
have organized a Student Conference, ready to launch on March 13, 1999.
During this event MA students of the European University as well as
several other schools in the region will present their academic work in
progress and exchange opinions on current Russian politics. The two
issues are posted as the main themes for the Conference: Anti-crisis
Policy of the Russian Government and Results of St. Petersburg Local
Elections. European University has offered its support in publishing
participants' abstracts. The publication is scheduled to come out by
Graduation '99.
* The practical side of life in Russia has never been so invitingly
easy for an international scholar since foreign currencies are gaining
weight. Luxury apartments in St. Petersburg are becoming affordable
even at the graduate student budget; the list of the "student diners"
also expands to include more and more fashionable places.
IMARS PROSPECTIVE FOR 1999-2000
* 1999-2000 academic year at IMARS promises to be indeed fascinating.
The program offers a wider variety of courses in the fields of Political
Sciences and Sociology. In addition to this, courses will be offered in
History, Economics, Literature, Ethnology, and Art History.
* Spending the school year of 1999-2000 IMARS students will have a
unique opportunity to follow the changes of the Russian democracy
through the 1999 parliamentary elections and witness the first post-
Perestroika Russian President elected in 2000. The distinguished
faculty will offer the first-hand expert analysis of the on-going social
and political developments in Russia.
* IMARS is broadening its geography. The program currently has students
from the US, Sweden, and Finland. In 1999-2000 students from Canada,
Germany, and France are also expected to join the program.
* 1999-2000 will be the first year when IMARS will admit advanced
undergraduate students to the specially designed Certificate program.
* IMARS Administration reached an agreement with the American Medical
Center at St. Petersburg, according to which all international students
will continue to receive the first-class AMC medical coverage at a new
discount rate.
Once again, we consider IMARS program to be is an excellent way to spend
a semester or a year in St. Petersburg studying social sciences in
conjunction with intensive Russian language classes. IMARS Administration
continues to ensure that the program is academically beneficial as well
as personally enjoyable to all of our international participants. We

Ed A. Hewett Policy Fellowship program - NCEEER

Background
The National Council for Eurasian and East European Research (NCEEER)
announces the creation of the Ed A. Hewett Policy Fellowship Program.
This fellowship provides a maximum award of $69,000 for research on
the countries of the New Independent States (NIS) of the Former
Soviet Union and/or Central and Eastern Europe, (CEE) conducted under
the auspices of and placement in a U.S. government agency with
responsibility for the administration of some aspect of U.S. foreign
policy toward the NIS and CEE. To qualify, applicants must be U.S.-
based scholars or researchers holding a Ph.D in any discipline of the
humanities and social sciences, with a concentration and considerable
background in some aspect of the history, culture, politics, and
economics of the countries of the NIS and CEE.
Requirements
Grants can be made in the form of an institutional award or directly
with NCEEER, but not more than $1,000 will be permitted for grant
administration by the sponsoring institution. The deadline for
submission of applications is March 15, 1999. NCEEER's Board of
Directors will judge the competition and applicants will be notified
of the outcome by April 15, 1999. Placement of the successful
applicant will occur on or around June 1, 1999.
In seeking the Hewett Fellowship, applicants should emphasize in no
more than ten pages, double-spaced, 12-point font, the following
information:
The nature of the research to be conducted, including its direct
relevance to contemporary concerns of U.S. policy makers responsible
for the formation of implementation of U.S. foreign policy toward one
or more countries of the region;
A written agreement with a U.S. government agency, that such agency
is willing to provide placement and suitable office space and related
equipment for the scholar or researcher:
Cost-sharing to be provided by the sponsoring institution or U.S.
government agency.
The stipend to be provided can be used for salary support and
benefits or travel to the region, so long as such travel is
consistent with the needs and interests of the sponsoring U.S.
government agency.
Successful applicants will also be required to provide two letters of
recommendation (in addition to the written agreement with a U.S.
government agency regarding placement), and submit a mid-term and
final report to NCEEER, as well as present the results of research
and other programmatic experiences in a public forum sponsored by
NCEEER and the Department of State.
About NCEEER and the Hewett Policy Fellowship
NCEEER was created in 1978 to develop and sustain long-term, high-
quality programs for postdoctoral research on the social, political,
economic, environmental, and historical development of the NIS and
CEE. From broad, cross-cultural analyses to more focused studies of
particular economic problems that warrant attention, NCEEER supports
research projects that facilitate an exchange of information between
the scholarly and governmental communities that is mutually-
beneficial. No one personified the vitally important nexus between
scholarly research and effective policy making than the late Ed A.
Hewett, an eminent economist, past Chairman of the NCEEER Board,
senior staff member of the Brookings Institution, and former member
of the National Security Council staff.
Funding
Funding under the Ed A. Hewett Fellowship ptrogram is subjecct to the
provision of federal funds under the Program of Research and Training
for Eastern Europe and the Independent States of the Former Soviet
Union (Title VIII), which is administered by the Department of State.
Accordingly, fellowships are subject to Federal laws, and
regulations, including the Intergovernmental Personnel Act, and OMB
Circulars A-21, A-110, A-122, A-128, and A-133.

Project Harmony has expanded its Internet-related program work in

coordinate efforts for several programs that include Internet training and
