I would greatly appreciate if you could post my message in your
newsgroup.
I wonder if anyone has recent experience with the American Embassy in
Moscow. Seems to me they have completely changed their policy regarding
all visas but especially tourist ones starting Jan., 99. Now they have
10-14 days wating period and interviews, and it is not just formality.
For the last 3 years my family has been visiting me several times
without any problems. I am familiar with regular requirements and know
that a visitor has to show any possible proof of "binding" to his/her
home country.
Now they obviously made it much harder. My mom had a solid case with a
good reason to visit me (to help me with a newborn) and bunch of
evidence of her coming back to Russia (son, sick mother, owned apartment
and a job). She had the 1st interview 2 weeks after she submitted an
application. They just asked her formal questions from an application
form and did not express any doubts. And without any explanations except
formal "we need more time to get some information about you" they
invited her for the 2nd interview..in a week. She was not asked to bring
any additional documents or letters and surely was not told what they
are looking for or want to hear. Plus which, my mom said that most of
the people simply got rejected.
I would greatly appreciate if somebody could explain me what is going
on or give me a piece of advice. Tank you, Marina.

I. Summary
AIHA and USAID are pleased to announce a grants competition in support of
establishing new partnerships between US health-related institutions and
their counterparts in the New Independent States (NIS) of the former Soviet
Union, as part of the NIS Health Partnerships Program. AIHA is soliciting
applications from qualified US health-related institutions willing to devote
substantial in-kind resources, mainly in the form of human resources
committed on a volunteer basis, to a 3 to 4-year partnership with
counterparts in one of the NIS countries. Under the program, AIHA will
award up to 4 partnerships through this solicitation, in accordance with the
strategic direction of the USAID Mission in the Russian Federation. These
new partnerships will focus on improving primary care through the
development of community-based models that show meaningful results locally
and are replicable nationally.
The four Russia partnerships being solicited through this RFA are described
in more detail below.
Sakhalin Oblast, Far East Region, Russian Federation
Proposed NIS Partners: Sakhhalin Oblast Health Department, Dolinsk Rayon
Hospital and Polyclinic
Focus of Partnership: AIHA will establish a new partnership to implement a
model, community-based primary care service delivery system in the city of
Dolinsk, situated approximately a one hour drive northwest from the regional
capital of Yuzhno-Sakhalinsk. The partnership will focus on the development
of quality services in one or more model sites to meet community needs and
improve access to services with an emphasis on disease prevention and health
promotion for adults and children. Initial workplan activities will be
directed toward developing local community involvement, conducting a needs
assessment, and building consensus around community issues and problems to
be addressed. Subsequently the partnership will assist in the reorganization
of the primary care network and the replication of additional sites within
the oblast. Training and retraining of staff in the area of preventive
services, clinical care, and management will be a major focus of partnership
activities. Health promotion and disease prevention activities will be
developed according to community needs. Development of a referral system to
track client outcomes is also anticipated. Organizations with expertise in
primary prevention programs, maternal and child health, chronic disease
management, and other primary care services are urged to apply. Partners
should anticipate collaboration with other international donor agencies
working in the region.
Khabarovsk Krai, Far East Region, Russian Federation
Proposed NIS Partners: Khabarovsk Krai Health Department, Pereyaslavka Rayon
Hospital and Polyclinic
Focus of Partnership: AIHA will establish a new partnership to implement a
model, community-based primary care service delivery system in the city of
Pereyaslavka, situated approximately a one-and-a-half hour drive southeast
from the regional capital of Khabarovsk. The partnership will focus on the
development of quality services in one or more model sites to meet community
needs and improve access to services with an emphasis on disease prevention
and health promotion for adults and children. Initial workplan activities
will be directed toward developing local community involvement, conducting a
needs assessment, and building consensus around community issues and
problems to be addressed. Subsequently the partnership will assist in the
reorganization of the primary care network and the replication of additional
sites within the oblast. Training and retraining of staff in the area of
preventive services, clinical care, and management will be a major focus of
partnership activities. Health promotion and disease prevention activities
will be developed according to community needs. Development of a referral
system to track client outcomes is also anticipated. Organizations with

Kurgan, and Schuche (Schuche is situated approximately a two-and-a-half hour
drive northwest from the regional capital of Kurgan). The partnership will
focus on the development of quality services in one or more model sites to
meet community needs and improve access to services with an emphasis on
disease prevention and health promotion for adults and children. Initial

Project Harmony, a not-for-profit professional and educational
exchange organization with offices in the US, Russia and Ukraine currently
seeks a qualified professional to fill the position of Program Manager for
Internet-related educational programs conducted throughout Russia. This is
not a position for a technical specialist, but rather for a manager who
understands the ways in which Internet technology can assist professionals
and educators throughout the NIS. The position is based in Moscow, with
extensive field travel throughout Russia.
Project Harmony has expanded its Internet-related program work in
recent years. Project Harmony now seeks a management-level staff person to
coordinate efforts for several programs that include Internet training and

The Program Manager will work closely with other Project Harmony
program managers to coordinate technology components and training for a wide
variety of program participants in the NIS, including, but not limited to:
* Internet Access and Training Program (funded by the US Information
Agency)
* Internet School Linkage Program (funded by the Soros Open Society
Institute)
* Community Connections Program (funded by the US Information Agency)
* Law Enforcement Exchange Programs (funded by the US State
Department)
* Domestic Violence Community Partnership Program (funded by the US
State Department)
* Baikal Women's Leadership Program (funded by the US Information
Agency)
* Children's Rights Web Development Project (funded by the Eurasia
Foundation)
* School Linkages Program (funded by the US Information Agency)
Responsibilities include:
* Primary oversight and management of staff of the Internet Access and
Training Program, including Technical, Education, Network and Alumni
Coordinators
* Work closely with US Technology Programs Director to create new
initiatives and enhance current programs through the targeted use of online
resources, the Internet, E-mail and application of other new information
technologies to the benefit of program participants and alumni
* Implementation of extensive small grants competitions throughout
Russia
* Oversight and management of field staff and Internet site
coordinators
* Overall responsibility for program reporting, financial management
and program evaluation
* Development of Internet resources, end-user training curricula and
technology-focused alumni services for NIS program participants
* Oversight and management of web site and electronic resource
development
* Assist with the expansion of the Project Harmony web sites (in
English and Russian)
Qualifications:
* Management experience, in particular management of foreign nationals
* Well organized, ability to manage multiple projects at once,
attention to detail, ability to work independently
* People-oriented, enthusiastic, a good negotiator, strong
intercultural communication skills, team player
* Fiscal responsibility and experience with working with budgets
* Strong background in Russia/NIS area studies, in particular language
and culture
* Extensive experience with Internet use and development, in
particular for professional development, education and research
* Professional level spoken and written Russian language skills
* No less than one year living and/or working experience in Russia
* Background in the information technology field; experience with web
site development and use of interactive technologies such as video
conferencing and distance education

Subject: Where to get CAA (Civil Aviation Athority) A&P licence???
Let me introduce myself.
I'm Dmitry, Russian national. In '92 graduated from Moscow
Civil Aviation College (A&P maintenance, equals to BS in air
transport).
I worked only 1.5 years by the profession and then had my own small
business not related to aviation.
Now I'm much eager to get back into the profession and get
oversees position.
A year ago I requested and got booklet from an aviation college
in Scotland, Perth). Name of the college was
AST. It offers BS in air transport and (what I was interested in)
short preparation courses for CAA A&P technical exams.
The booklet is back in Moscow and I'm in Sofia, Bulgaria.
Does anyone have heard about the college or any other
establishment offering similar preparation courses and where
I can get type rating.
Any advise would be much appreciated. If anybody knows more
approprite mail lists, please forward my question.
