The Center for Humanitarian Aid is a registered Moscow charity. It
operates a daily feeding program for the city's homeless and publishes a
monthly Russian-language "street" newspaper, Yest' Vykhod, designed to
empower and employ the poor.
Started three years ago by a group of unpaid Western and Russian
volunteers, the Center now has 11 employees and dozens of volunteers. We
have an urgent need for a creative, compassionate and capable Director to
lead the Center through the challenge posed by the current crisis.
Aside from managing the daily operations of the Center, the Director will
be responsible for fundraising, relations with city authorities and the
public, as well as working closely with the Center's board of directors.
Applicants must have at least 2 years' broad-based management experience -
including financial management - and be fluent in English and Russian. The

RUSSIAN-AMERICAN CINEMA CLUB STARTS WORKING IN Washington, DC
Russian Art Center (Washington DC) jointly with the Russian Cultural
Center, finally established the first Russian-American Cinema Club in the
USA. This club will work as a non-profit organization, promoting Russian
films, culture and art in the US and American films in Russian provinces.
The club plans to provide interested companies and individuals with the
latest or the most well known and famous Russian movies.
The Club has direct access to over 15,000 Soviet, Russian and foreign
movies and other films in Russian. In addition to modern music the Club
has a unique collection of operas, ballet and theatrical performances as
well as documentaries, studying films, films about Russian regions and
CD-ROMs.
Currently all movies, films and studying programs are available on VHS
tapes and CD-ROMs. In the nearest future many movies will be available in
a DVD format.
The Club is also planning to translate movies in English using direct
voice recording technique for the interested libraries, universities and

filtration, interpolation, smoothing and spline-approximation.
2) The course "Mathematical and Programmed Principles of Computer
Tomography" includes: X-ray tomography (history, Baire law, Radon
equation, integral equation of the first kind, solving by FT method
without and with regularization, numerical illustrations, 5 generations of
X-ray tomographers, application fields of XT, algorithms and programs) and
NMR tomography (NMR effect, Larmor equation, ensemble of protons, Bloch
equations, FID or echo-signal, \pi/2 and \pi pulses, gradient fields,
influence of nonhomogeneity of magnetic fields on the tomogram's
resolution, reconstruction of NMR images and magnetic field synthesis on a
coil axis with use of Tikhonov regularization method, algorithms and
programs).

Starr Fellows Program for Mid-Career Professionals
The George Washington University's Elliott School of International Affairs
will be awarding fellowships to allow a small number of mid-career
professionals from Eastern Europe, Russia, the former Soviet Republics,
South Asia, Latin America and Africa to pursue the Master of International
Policy and Practice program during the 1999-2000 academic year. The
fellowships, made possible by a generous grant from the Starr Foundation,
will range from half- to full-tuition awards. Recipients must be able to
cover their own living and travel expenses.
Criteria for Admission
Candidates must have a B.A. plus either eight years of professional work
experience or an advanced degree to be eligible for the fellowship. GREs
are recommended but not required. A TOEFL score of 600 is usually required
for admission. The competition for both the fellowships and admission to
the M.I.P.P. program is extremely competitive.
The M.I.P.P.
The M.I.P.P. is an intensive, one-year degree program for mid-career
professionals. It prepares international affairs professionals to
understand complex global trends, make informed decisions about their
organizations' future, analyze and forecast international events, and
think and plan strategically in a global environment. M.I.P.P. candidates
take three core courses: one in international politics, one in
international economics, and one exclusive seminar that engages
participants in discussions with prominent guest speakers from
international business, the policy community, the international media, and
the nonprofit sector. Remaining coursework is tailored to participants'
individual needs. M.I.P.P. candidates can concentrate on a wide range of
related subjects including international business, economics, politics,

After undergoing the examinations in the USMLE formats, successfully
passing Steps 1 & 2; ECFMG English Test; CSA Study, and TOEFL I have
realized the immense improvement of my medical knowledge. It would be a
great benefit to Russia's Health Care system to adopt many of extremely
useful parts of mentioned above examinations. Especially now, when most of
them are becoming computer based (CBT, CCS). There are positive results in
this area in Ukraine, less - in Russia. I do want to find a partner, which
will be able to assist in financial or technical aspects as well as
possible joint research on this matter.
