The International Research & Exchanges Board (IREX) is seeking a graduate
student to research, analyze, and report on prospective foundation and
individual donors.

Internship duration:  Unlimited and open to discussion with successful
applicant
after a three-month trial period.

Location:  Off-site, with weekly meetings at IREX (1616 H Street, NW).

Number of hours per week:  The job is primarily task oriented and the
completion
of the tasks is the goal.  Applicants will be expected to work 15 hours per
week.  Because this position will not be located at IREX, the successful
applicant must be readily and easily reachable by phone during specified
working hours (these hours will be determined by the successful candidate with
IREXís Foundation Relations Officer).

Internship Stipend:  $600/month (IREX will also pay Lexis-Nexis or other

Responsibilities:
1.      Meet weekly with the Foundation Relations Officer to receive research
assignments and guidance.  Regularly communicate by phone and email with the
Foundation Relations Officer to report on progress.
2.      Learn about IREX and its programs.
3.      Find out relevant details about prospective donors.
4.      Search for and locate prospective donors.
5.      Provide relevant information and a basic analysis of the likelihood of
the prospect funding IREX or specific IREX programs.  A reporting format will
be supplied.

Requirements:
1.      Personal knowledge and experience in the Slavic social sciences and
humanities fields (examples: international studies, history, language, and
literature).
2.      Excellent research and analytical skills, including either working
knowledge of Web searching, Lexis-Nexis, and published resources (The
Foundation
Directory, Whoís Who, etc.) or strong ability to learn to use these resources
quickly, accurately, and efficiently.
3.      After receiving basic training from IREXís Foundation Relations
Officer,
the successful applicant must be able to work independently.
4.      The successful applicant must also demonstrate a high level of
attention
to detail.
5.      Applicants must have their own access to the World Wide Web and e-mail,
and be able and willing to take advantage of available resources in the
Washington, DC area, including the Foundation Center and professional prospect
research listservs.
6.      IREX will be looking carefully for an applicantís eagerness to
learn and

RUSSIAN-AMERICAN CINEMA CLUB STARTS WORKING IN Washington, DC

Russian Art Center (Washington DC) jointly with the Russian Cultural
Center, finally established the first Russian-American Cinema Club in the
USA.  This club will work as a non-profit organization, promoting Russian
films, culture and art in the US and American films in Russian provinces.
The club plans to provide interested companies and individuals with the
latest or the most well known and famous Russian movies.

The Club has direct access to over 15,000 Soviet, Russian and foreign
movies and other films in Russian. In addition to modern music the Club has
a unique collection of operas, ballet and theatrical performances as well
as documentaries, studying films, films about Russian regions and CD-ROMs.

Currently all movies, films and studying programs are available on VHS
tapes and CD-ROMs.  In the nearest future many movies will be available in
a DVD format.

The Club is also planning to translate movies in English using direct voice
recording technique for the interested libraries, universities and
individuals.

International Visitor Program

SPONSOR:  United States Information Agency

SYNOPSIS: The United States Information Agency provides support for two
assistance awards, Award A (to program between 100 and 250 participants)
and Award B (to program between 750 and 1,000 participants). International
Visitor (IV) program participants are current or potential foreign leaders.
Each award is to develop and implement IV programs over the course of fiscal
year 2000 (October 1, 1999--September 30, 2000). The intent of this program
is to provide the opportunity for two organizations to develop and implement
a variety of IV program models. The winning applicants will function as
national program agencies (NPA)* and work closely with USIA staff, who
will guide the applicants through the variety of procedural, budgetary
and/or programmatic issues that arise.

DEADLINES:  04-01-1999

OBJECTIVES: International visitor program objectives are based on U.S.
foreign policy and are designed to: (1) increase mutual understanding
between the people of the U.S. and the people of other countries; and (2)
provide substantive professional exchange between the foreign participants
and their U.S. counterparts.  Participants are current or potential foreign
leaders in government, politics, media, education, science, labor
relations, and other key fields.  They are selected by officers of U.S.
embassies overseas and approved by USIA staff in Washington, DC. Each
program will focus on a substantive theme.  Some broad international
visitor program themes include: U.S. government systems; U.S. political
system; U.S. foreign policy; economic development; education and training;
media; information technology; and U.S. social concerns.  Applicants should
demonstrate the potential to develop the type of programs described below:
(1) programs must contain substantive meetings that focus on foreign policy
goals and program objectives and are presented by experts.  Meetings, site
visits, and other program activities should promote dialogue between
participants and their U.S. professional counterparts.  Programs must be
balanced to show different sides of an issue; (2) most programs are 21 days
in length and begin in Washington, DC, with an orientation and overview of
the issues and a central examination of federal policies regarding these
issues; (3) well-paced program itineraries usually include visits to four
or five other communities.  Program itineraries ideally include urban and
rural communities in diverse geographical and cultural regions of the U.S.,
as appropriate to the program theme; (4) programs should provide
opportunities for participants to experience the diversity of American
society and culture.  Depending on the size and theme of a large group
program, the NPA can divide the participants into smaller sub-groups for
simultaneous visits to different communities, with subsequent opportunities
to share their experiences with the full group once it is reunited; (5)
programs may provide opportunities for the participants to share a meal or
similar experience (home hospitality) in the homes of Americans of diverse
occupational, age, gender and ethnic groups.  Some individual and group
programs might include an opportunity for an overnight stay (home stay) in
an American home; (6) programs should provide opportunities for
participants to address student, civic and professional groups in relaxed
and informal settings; (7) participants should have appropriate
opportunities for site visits and hands-on experiences that are relevant to
program themes.  The NPA may propose ``shadowing'' experiences with U.S.
professional colleagues for some programs; (8) programs should also allow
time for participants to reflect on their experiences and, in group
programs, to share observations with program colleagues.  Participants
should have opportunities to visit cultural and tourist sites; and (9) the
NPA must make arrangements for community visits through affiliates of the
NCIV. In cities where there is no such Council, the applicant organizations
will arrange for coordination of local programs.  The applicants are
expected to have a Washington, D.C. presence, e- mail capability, and
access to Internet resources.  USIA will provide close coordination and
guidance throughout the duration of the awards.

RESTRICTIONS: Eligible applicants are public and private nonprofit
organizations that are not already in communication with USIA regarding an
FY-2000 assistance award from E/V. All applicants must have four years of
experience.  An organization can only win one award.  The administrative
and indirect cost components of the proposal, including salaries, should be
kept as low as possible.  Consideration will be given to proposed
cost-sharing through other private sector support as well as institutional
direct funding contributions.
