AIHA and USAID are pleased to announce a grants competition in support of
establishing new partnerships between US health-related institutions and
their counterparts in the New Independent States (NIS) of the former Soviet
Union, as part of the NIS Health Partnerships Program. AIHA is soliciting
applications from qualified US health-related institutions willing to devote
substantial in-kind resources, mainly in the form of human resources
committed on a volunteer basis, to a 3 to 4-year partnership with
counterparts in one of the NIS countries. Under the program, AIHA will award
up to 11 partnerships through this solicitation, in accordance with the
strategic direction of the USAID Missions in the region, in the following
countries: Belarus, Ukraine, Kazakstan, Kyrgyzstan, Turkmenistan, and
Uzbekistan. The majority of these new partnerships will focus on improving
primary care through the development of community-based models that show
meaningful results locally and are replicable nationally. One partnership
will address the development of a health management education program. One

list members for information about opportunities for studying
Computer Science at universities in Australia. Althouth I cannot
provide guidance on Computer Science opportunities, I can point
to an excellent web-based resource with hotlinks to most
Australian universities - to most universities in other countries
around the world. When visiting the web pages of the univers-
ities, Mr. Fyodorov can then seek the home pages of Computer
Science departments at the universities, if they exist. Also,
more general information can be requested from the universities
contacted.
The site is known as Braintrack University Index. The address:

Whenever I need to locate a univesity on the net, I first go to
the Braintrack site - and most times I find what I am seeking.
The site has hotlinks to most universities in most countries

Privyet! Czes'c'! Vitajcie! Vitayu! Hello!
Friends, I've long been interested in the cultures of Russia and Eastern
Europe. Unfortunately I only speak/write English, but hope those of you
with better educations will pity me and read my query :-)
I am a published writer working on a story involving the old Slavic
pagan faith. The story takes place in America, but incorporates the
customs of an imaginary village somewhere in Belarus/Poland/the
Ukraine/the northwestern regions/oblast'of Russia. I'm being vague
deliberately because I want a blend of specific ways from different
cultures, which after all don't obey borders on the map. There's even a
bit of Lithuanian in the story, as well as Rusyn, Prussian, and
Galician.
The story is almost finished. I have no guarantee it will be published,
but want it to be the best possible before I submit it. I'm asking your
help in putting in some final details. Though the story is fiction, it
must be based on facts to be believable. I've done lots of research,
but would like some help from natives of the area.
(There may be some current or historical tensions between people of
these countries, as all over the world. I'm not implying that the
people of these countries are all alike, or all different, for that
matter. I don't want to offend anyone; I realize that every Slavic
person is not interchangeable with another. That is exactly why I want
specific information about the ways of different countries.)
If you would like to help me --
-- Are you fluent in any languages or dialects spoken in these areas?
My imaginary language, too, is a hybrid. I'm using a few non-English
words and short phrases in the story, adapted from print and online
dictionaries, but I'd like some real, live people to tell me how they
would say them.
-- My story involves a linden tree spirit connected with protection and
fertility. Do you know any pre-Christian practices or customs relating
to these things, or want to share any other Slavic pagan information?
Again, I've done plenty of reading, but would welcome your input.
Now I must drive my large car home, eat fast food hamburgers and peanut

Let me ask for your advice and recommendation.
I am writing you on behalf of the President of the Ukrainian National
Committee of Sports for the Disabled (Ukrainian National Paralympic
Committee). Currently I am working in the Office of the International
Paralympic Committee President, Dr. R.D.Steadward. My task is to obtain
necessary experience, which might be helpful in the Paralympic sports
promotion in my country.
As you know, the economical and political situation in Ukraine is very
hard. The most vulnerable members of our society - disabled, elderly, and
veterans - are socially unprotected. And government predict that situation
might be even worse in the nearest future.
However, despite all economical hardships Ukraine achieved considerable
results on the international Championships for the disabled and Paralympic
Games. But what is more important, sport is the most effective means of
social and physical rehabilitation of the disabled. Under conditions of
our country this is the only possible way for such people to overcome
social deprivation and physical problems.
We do need help as the financial conditions cause enormous difficulties for
our work. In this regard, I would like to ask for your help and advice.
Would it be possible to find some Ukrainian organisations or companies in
the USA, (Canada, etc.), which could co-operate with us, and might help -
in ANY way - in our activity. From our side we can guarantee support on
the Parliamentary level, as the NPC President is the member of the
Parliament and is the Chairman of the Parliamentary Committee on the
Affairs if the Disabled.
Also we would like to ask for your recommendation in the following mater.
In 1995 we started the construction of the Rehabilitation Centre for people
of all disability groups (those with physical, visual, hearing and mental
impairments). This Centre was supposed to be the unique one not only for
Ukraine, but also for all ex-Soviet countries. The site is in downtown (in
the centre of Dnipropetrovsk), all the legal aspects had been arranged,
foundations and communicational works completed. However due to the
crisis, state financing was stopped and we are unable to proceed with it.
Is it possible to contact a US (Canadian, etc.) company, which might
invest the funds in this construction? Or is it possible for a US
(Canadian, etc.) company to apply for the grant (on developmental activity
in the Eastern Europe) and to complete this construction? Or is it any
other possible way to help us?

etc)

I am Maxim Sitnikov, an Advisor of the President of the
Republic of Mari El on issues of the disabled, a member of a
regional legislative body (assembly of Medvedevo region, Mari
El), chairman of Society of the Disabled "Worthy Life".
My brother Konstantin and I have Duchenne's Muscular Dystrophy
and are wheel-chair users.
We plan to make a trip to the USA which aims:
1. Discovering how the US provides access to differently abled
people and how independent living is possible for the disabled.
2. Making a film about the disabled in the USA which will be shown
on TV of Mari El.
3. Writing a series of articles about life in the USA for newspapers
in Mari El.
4. Establishing personal and business contacts with US organizations
of the disabled.
5. Lecturing about my work at a local legislative body and dating
business in Russia.
We will arrive in Miami in March 14, We will spend a few days
in Hollywood, Fl and Winter Haven, Fl. Then we will fly to San Diego
(March 22), from there we will drive to Los Angeles (March 25).
We'll fly to Moscow from LA in April 13-14.

AWARDS and PRIZES
The winners of Olympiad are awarded with the diplomas of Russian
Education Academy and traditional Russian souvenirs.
PARTICIPATION IN OLYMPIAD
Individual students or school groups can apply for the Olympiad (though
no more than 10 students for all age groups). Individual applicants and
local coordinators of the organized groups of students send their
application forms to eidos@accessnet.ru no later than March 1, 1999.

OLYMPIAD REGULATIONS:
1. The Organization of International Distance Heuristic Olympiad is
provided by Institute of Secondary Education (REA) and Distance
Education Center "Eidos", Moscow, Russia. The local organization of
Olympiad is provided by local coordinators and schools - participants.
2. The Olympiad is carried out among the registered participants in
three age groups, following the next schedule:
10 March - senior group: 9-11 graders (14-17 y.o.),
11 March - middle group: 5-8 graders (10-14 y.o.),
12 March - junior group: 1-4 graders (6-10 y.o.).
3. The Olympiad consists of five Nominations with heuristic tasks. The
Nomination tasks are open - they don't have beforehand known answers. To
do the tasks you should think of your versions, give your own opinions,
and carry out your research, but not to send the already known
information. The main criteria of students' works estimation are
non-typical answers, creative efficiency, and depth of world-view. The
Olympiad Judges chooses the best works in each Nomination separately.
The winners of Olympiad are those participants, who will be able to
collect the biggest amount of scores in all the Nominations in their age
group.
4. It is recommended for the participants to carry out the Olympiad
tasks during 2 hours (for the senior group - 3 hours) with breaks to
rest. The beginning and ending of the local event is determined by the
local coordinator according to the local conditions.
The additional time is given for sending and transferring the works. The
works of the participants of Olympiad are sent to the Olympiad Committee
at the day of their fulfillment no later than 24.00 by local time.
5. The participants can do the Olympiad tasks in "paper", and then type
their works on the computer without any changes. The local coordinators
can help the children to type the answers, however, editing and changing
of the works is not allowed. It is recommended to include the file
"readme" with comments re students' work (what kind of help was
rendered). The senior participants do their works by themselves.
WORKS SRUCTURE
The work of each registered participant of Olympiad is made out
separately and has the following structure:
- Age Group (senior, middle, junior)
- Name, Surname of the participant.
- Grade, School, City, Country.
- Name, Surname, E-mail, Contact E-mail of the local coordinator
(teacher, parent).
- The answers to the Nomination tasks (are written on the same page):

TECHNICAL REQUIREMENTS
1. The participants' works should be done in hypertext (htm, html), Win
1251 or in gif (jpg) format. If you don't have html-program, send your
works in txt. or doc.
2. The html-files names should include author's surname in small Latin
letters no more than 8, e.g. bosh.htm. If you have more than one file
include numbers,
e.g. bosh 1.htm, bosh 2.htm, etc.
3. The photos (jpg) and pictures (gif) should not exceed 30 KB for one
separately. Their names also include author's name and picture number,
e.g. bosh 1.gif or
bosh 2.jpg. Html-pages should be in the same directory with their
pictures. It is desirable to put the author's photo on the title page of
the work
WORKS TRANSFERRING
1. The participants' works should be sent in zip.or arj. files, the size
of each zip or arj. file must not exceed 70 KB! One work can be sent in
several letters in zip.or arj. files.
2. The participants' works should be sent by the separate letter to:
eidos@accessnet.ru. In Subject of the letter should be written in Latin
letters: Age Group (1-4 or 5-8 or 9-11), City and Surname of the
participant, for example: " 1-4 Michigan, Bosh ".
3. The participants' works should be sent no later than 24 hours by
local time at the day of their fulfillment.

In Eastern Europe And The Post-Soviet States
KAZAKH DEPORTATION OF UIGHURS VIOLATES UN TREATY. Kazakhstan
has deported to China three young Uighurs who fled across the
border and sought political asylum late last year, according
to Kazakh television. Amnesty International (AI) says that
China wanted the three men -- Hemit Memet, Kasim Mahpir, and
Ilyas Zordun -- as suspected Muslim separatists. AI protests
their forcible return as a violation of Kazakhstan's
obligations under a UN treaty which prohibits a refugee's
deportation to a country where he or she may face human
rights violations. AI adds that the deportation heightens
concerns that Kazakhstan may be complying with China's
request to Central Asian republics to help fight what it
calls "ethnic separatism" in the Xinjiang Uighur Autonomous
Region.
ALIEV DROPS SLANDER CHARGE... After a two-week trial,
President Heidar Aliev halted the lawsuit against Abulfaz
Elchibey, elected in 1992 as independent Azerbaijan's first
president but ousted in a military coup a year later. The
charge, which could have sent him to jail for six years, was
that opposition leader Elchibey had "insulted" Aliev by
asserting that as the Communist boss in the 1970s, Aliev
helped set up the Kurdistan Workers Party that is outlawed in
Turkey. An unidentified Western diplomat told Reuters that
international protest prompted Aliev's turnaround.
.BUT SEVEN PROTESTERS GET PRISON TERMS. Two days before the
Elchibey slander case was dropped, seven supporters of the
opposition Party for National Independence of Azerbaijan were
sentenced to suspended prison terms and hard labor of two to
three years. The charges were "hooliganism" and "insulting"
President Aliev. Last November in Baku the seven men took
part in an unlicensed demonstration to protest cheating in
the presidential elections, criticized around the world as
seriously flawed.
ATTACKED FROM ALL SIDES. The extraordinary difficulty of
developing free and unbiased media in countries where all
groups appear to expect the press to reflect only their views
was highlighted this week by twin attacks on RFE/RL's
Azerbaijani service. On Feb. 13, an opposition newspaper,
"Muhalefet," sharply criticized RFE/RL for not supporting its
position, and then, on Feb. 16, a pro-government paper,
"Nakhichevan," denounced the Azerbaijani service for its pro-
opposition, anti-government line.
PACE HEAD: ARMENIANS, AZERBAIJANIS NOT READY TO JOIN EUROPE.
At a briefing in Tbilisi, Lord Russell-Johnston, chairman of
the Parliamentary Assembly of the Council of Europe (PACE),
said that it is hard to say when Armenia and Azerbaijan might
be admitted to PACE as the two countries did not meet
European standards, ITAR-TASS and Interfax reported. Russell-
Johnston explained that in its admission policies, PACE pays
special attention to human rights.
GEORGIAN LEADER RULES OUT REPATRIATION. Lord Russell-Johnston
cautioned Georgia, the first country in the southern Caucasus
to be invited to join the Council of Europe, that it will
need to address itself to the repatriation demands of
Meshketian Turks deported by Stalin if it hopes to remain in
the Council. Such repatriation is "unacceptable," declared
Nino Burdjanadze, chairman of the Georgian parliamentary
Committee on Law and Justice, because with 300,000 refugees
in the country, such a task is beyond Georgia's power.
MOSCOW COURT CASE THREATENS RELIGIOUS FREEDOM. All faiths
other than the four recognized as "traditional" -- Orthodoxy,
Islam, Judaism, and Buddhism -- will suffer in Russia if a
Moscow district court rules against the Jehovah's Witnesses,
says Human Rights Watch and the Keston Institute, the
British-based monitor of religious freedom. Under a
controversial 1997 statute, the prosecutor is seeking to curb
the Jehovah's Witnesses for things such as promoting itself
as the only true faith and "insulting" others, and for
encouraging suicides by forbidding its members to accept
blood transfusions.
RUSSIAN OFFICIAL TARGETS BAPTIST CHURCH. American Baptist
Pastor Dan Pollard is fighting local authorities to keep the
church he built in Vanino, a town 5,000 miles east of Moscow,
according to the Keston News Service, an organization
monitoring religious freedom. Viktor Nikulnikov, an official
dealing with cults in Khabarovsk Province, argues that
Pollard, who registered as a Baptist in 1996, should
reregister because he recently joined a Pentacostal umbrella
group in Moscow. Pollard fears that Nikulnikov is delaying
the review of his registration in order to force the church
out of existence after the original registration deadline
runs out on Dec. 31, 1999.
VLADIVOSTOK JOURNALIST TRIED IN SECRET. In a closed trial, a
Vladivostok military court indicted a Russian journalist,
former naval officer Grigorii Pasko, for high treason,
according to news agency reports. His lawyers deny charges by
the Federal Security Service that he handed military secrets
to Japanese television, including details on the dumping of
radioactive waste. But the judges are outraged that someone
put his eight-page indictment on the Internet, and military
counterintelligence is investigating. Pasko, 34, has been
under arrest since 1997 and faces up to 20 years in prison if
convicted. Amnesty International declared Pasko "a prisoner
of conscience."
