of Russian people music, art, and culture.Ja gavaritiparuski nie menoge, 
prastiti, ja dyrak.I performed with Ice Capades for pls years before being 
unceremoniously fired with the bulk of the cast.I am trying by myself to 
produce my own show and make jobs for 30 of us,and to that end I am sitting 
at a sewing machine 7 days a week cutting out and ewing up 700 costumes.I 
am attempting to use archive photos from the Last Imperial Ball of the 
Romanovs in 1903.I recieved from a friends mother a translation of the 
Ball's invitation she hastily copied on the back of a grocery list while 
shopping in Mockba when she spotted it in a window display, he called her 
son who in turn called me with an english translation.Is there a 
possibility someone could reverse the english text back into russian for me 
so I can find copies of cyrillic text and cut and paste together all the 
letter to form the words of the text?I have no computer, am a computer 
illiterate, and have no printer.  I manged once to get the invitation on my 
tv screen and was mart enough to tape a sheet of plastic over the screen 
and trace all the patterns and flourishes as I want to start my productio 
number with a recreation that can be projected on a screen 20ft tall as I 
think it would set the mood and wake up an audience quickly.I have yet to 
get that picture back on my tv in 20 plus attempts.I am therfore liking at 
doing it all the hard way as I kniw f no one wth a computer or Russian 
translation skill or cyrillic printer.I have stumbled across your site and 
apologize for the Tolstoy length of my inquiry,but as Isee to be battling a 
lot of obstacles, I wondered if just possibly someone at Fand P might be 
able to offer a suggetion.I am spending part of my day with a magnifying 
glass studying 100 year old banknotes from Russia to try and teach my hands 
to draw the cyrillic title at the top of the invitation..and frankly, it i 
a bit difficult.I grew up with the Russian proverb:Lookshaya rooka 
pomoshi,katoorooya ya nashol,Na kontse imyeh povezlo..ja imyeh dve.I hope I 
remembered it right, one of my showgirl friends named Yelena, used to said, 
"craigor, you are not smart...but you area good parrot!"  With hope you 
might have a suggestion, I offer my balshoie spacibos in advance.  well, 
back to\th sewing machine as I have to try duplicating the Imperial Horse 
Cavalry uniforms for the boys before starting the 17th century showgirls

Don't look for a ticket from Novosibirsk.  Let her fly to Moscow.
It costs about $40 for her.
Get a price from Moscow to LA on aeroflot.
If you give them a three month window of when she can fly, you can
get a ticket for about $250 on their lottery system.
Just tell them she can fly anytime in March April or May and
they will get back to you with the dates at that price.
Sometimes you have to really INSIST that youKNOW this
lottery exists.  Lots of Russian journalists use it and some of the
folks who work form ehere in Moscow have used it.
One young man just flew from Moscow to San Fran for $250 + taxes.

The Department of Russian Language & Literature at Dartmouth College seeks 
applications for a one-year visitor with a strong possibility of renewal.  
Applicants should hold a Ph.D. or be advanced graduate students near 
completion (ABD) and have near-native or native command of Russian, along 
with experience in Russia.

The visitor will be expected to oversee approximately 15 Dartmouth 
undergraduates at St.  Petersburg University for the fall term 
(mid-September-early December) and will be housed in the university 
dormitory.  The visitor will teach two additional courses, one during the 
winter, one in the spring.  At least one of these will be a 
Russian-language class; the other a course on Russian culture or 
literature, depending upon the visitor's area of expertise.

Salary commensurate with experience and qualifications.

As our principal representative in the country, you will hold an 
influential management position.  Leading a small team of staff and based 
in Moscow, you will develop programme strategy, assess placement requests,

POST-SOCIALIST GEOGRAPHIES
(Limited Life Working Party)

The RGS-IBG Post-Socialist Geographies research group (formerly the Limited 
Life Working Party on Post Socialist Areas) has undergone some changes.  
Following the election of a new committee (details below) the group is now 
also reformulating its aims to incorporate a much wider range of studies in 
post-socialist geography.

The group seeks to foster the study of all aspects of geographical research 
on post-socialist areas including geographical areas within and without 
Europe e.g.  social and cultural geographies (identity, gender, new social 
movements, empowerment); political geographies (e.g.  territorial 
restructuring, urban and regional government and governance, nationalism); 
economic geographies (e.g.  geographies of production, consumption and 
commodities); regional approaches; geographies of transformation; 
theoretical approaches to change.

In particular, the group seeks to establish a common platform for what are 
otherwise often separate debates (empirical and theoretical) and 
geographical foci.  Geographically the groupís interest focuses on the 
post-socialist countries of SE Asia, China, Cuba, the former Soviet Union 
and Central and Eastern Europe.

If anyone is interested in becoming a member of the group, contributing to 
its objectives and activities, and keeping in touch with other geographers 
(and those in other disciplines) the information below may be of use 
(membership is free and post-graduates are particularly welcome).

1) We are seeking to establish a membership list.  If you would like to be

post-socialist geographies in SE Asia, and one on post-graduate research.  
Suggestions of themes for the other two modules are welcomed - to the 
groupís Chair Dr Tassilo Herrschel at Westminster Uni (UoW) 
(herrsct@wmin.ac.uk, full details below).  A call for papers will follow in 
due course.  We will explore with publishers an avenue for publication of 
presentations, either as a special edition of a journal or an edited book.

I ventured to take self-study of Java.  I had no previous experience with 
C++, but when I was student I had worked much with FORTRAN (it was related 
to aerodynamics).  So Java is totally new for me and still I find it 
thrilling and make healthy progress.

I'd like to hear some advises:
is it a must to know C++ or Java will soon make other languages obsolete.  
What other languages and computer skills are in demand, chances of 
employment.  Any experience, thoughts, advise will be much appreciated.

This is a blatant attempt to make personal contact with people in Russia, 
specifically in Kaliningrad Oblast, St.  Petersburg, Russian Karelia, 
Novgorod, and places around or in between.  My reasons for doing so are 
purely selfish; I am planning an informal (i.e.  unorganized but not 
necessarily disorganized) tour of these areas and the Baltic States in 
September.  In spite of my academic, high-technology background, I will be 
just another stupid (but loveable) tourist, unable to speak Russian 
(although fluent in English, German and Dutch, and dangerous in French).

Knowing that, if I am to succeed in fulfilling this traveller's dream, I am 
going to need a lot of help from those who appreciate my motives at least, 
and can straighten me out on the facts, I have been encouraged to post 
myself here.  I need allies in the battle against my own ignorance.  I also 
need cheap but interesting lodgings, people who enjoy discussing politics, 
economics, railways, energy efficiency, history, and a lot of other things, 
some of which could be helpful in planning my trip (notice I didn't mention 
sex; I believe that sex should be practiced, not discussed).

I can offer a number of things in return, material and otherwise, and I am 
quite prepared to do so.  En fin, if you feel something for joining this 
(prpbably unholy) alliance, please let me know and we can carry on from

selected exchange programs at the individual and/or institutional level.  
Offeror may identify a subcontractor to assist with the project, subject to 
approval of the Authorized Representative of the Contracting Office 
(AR/CO).  USIA will identify and define evaluation projects as needs 
develop.  Under this IDIQ contract, a minimum of $5,000 and maximum of 
$800,000 is anticipated for a two (2) year period from February 1999 to 
January 2001.  The government may make multiple awards.  The work at a 
minimum may include the following: 1) On a periodic basis for the period 
February 1999 through January 2001, the contractor shall be responsible for 
conducting evaluations of selected USIA programs in Russia, the Newly 
Independent States (NIS) and Eastern Europe, while working in close 
coordination with the Office of Evaluation and Policy, Bureau for 
Educational and Cultural Affairs, USIA. Activities at a minimum, may 
include: A. Developing an evaluation plan detailing data collection 
procedures, schedule of activities, subcontractor (if desired) and project 
budget; B. Developing data collection procedures, including written 
questionnaires and focus group questions.  The questionnaires should be 
primarily closed, although a few open-ended questions may be desirable.  It 
is anticipated that questionnaires may include between 50 and 175 questions 
and will take no longer than 45 minutes to administer; C. Administering 
written questionnaires either through individual interviews, e-mails or 
mail.  This could include updating participant addresses if necessary.  
Proposals should include budgets for all forms of data collection noted in 
these specifications.  D. Coding survey questionnaires; E. Entering data 
from questionnaires; F. Analyzing questionnaire data; G. In consultation 
with USIA, the Contractor shall determine number and location of focus 
groups.  All focus groups shall be video tapedand transcribed.  Copies of 
tapes and transcriptions shall be made available to USIA. Offerors shall 
include a budget in the Price Proposal for focus groups.  H. Submit a final 
report(s) of findings to USIA. Note: Final Report(s) shall include: 
synopsis of findings; detailed explanation and analysis of the data and 
summary of what they imply for assessment of program impact; data book; 
codebook; and any other materials necessary for utilization of data.  2.  
Coded data shall be submitted in English in hard copy and on computer disk 
in SPSS and Excel format; written report(s) shall be submitted in both hard 
copy and on disk in a word processing format to be outlined in the 
evaluation plan.  2) Contractor shall deliver to USIA a draft report(s), 
including all materials indicated in 1.H), within thirty (30) workdays of 
the completed data collection phase.  3) Contractor shall deliver to USIA a 
final report(s) within thirty (30) workdays after receipt of comments on 
the draft from USIA. 4) Contractor shall be responsible for translating the 
written questionnaire into all necessary languages.  USIA will be 
responsible for translating focus group transcripts into English, if 
necessary.  5) USIA will provide the contractor with all background and 
program information necessary to create and analyze data collection 
instruments in correct context.  6) USIA and the contractor will note in 
the evaluation plan how questionnaires and other documentation will be 
handled upon the completion of the evaluation.  7) The contractor may be 
requested to give oral presentations to audiences identified by USIA. 8) 
The authorized representative of contracting officer (AR/CO) will review 
with the contractor specific requirements for each project.  9) Orders 
within the threshold for Simplified Acquisition Procedures may be placed by 
phone to the Contractor by the AR/CO. However, such orders must be 
negotiated as a FFP within thirty (30) calendar days after date of placed 
order.  Proposals will be evaluated based on criteria cited below and 
submissionof completed sample project.  Proposals shall include budget and 
work plan for the following sample project.  Sample Evaluation Project: 
Evaluation Goal: Summative evaluation to determine if program achieved 
goals outlined by USIA; Program: Masters level degree program providing 
scholarships to candidates from Eastern Europe; Population size: 2,000 
returned participants; Project tasks: 1.  Evaluation design; 2.  Data 
collection: a.  Written survey to be administered by individual interview 
and/or mail.  (Please provide budget for both forms of survey 
administration).  Survey will be given in native language of participant; 
b.  Focus groups in the country of the participants; 3.  Data analysis; and 
4.  Final report, including written and oral presentation of findings.  The 
Evaluation Criteria in the order of importance is as follows: 1.  Quality 
of services offered; 2.  Knowledge of Russia; the NIS and/or Eastern 
Europe; 3.  Past Performance; 4.  Cost-effectiveness; 5.  Ability to travel 
to sites in Russia, the NIS and Eastern Europe; 6.  Ability to travel to 
Washington, DC on short notice; 7.  Ability to travel to sites across the 
United States; and 8.  Ability to provide deliverables to USIA on schedule.  
Delivery terms and point: Washington, DC. Interested offerors who are 
capable of performing these services should submit a proposal, which shall 
include narrative detailing experience, understanding of requirement, 
references and price.  Contract performance period: date of award through 
September 30, 1999 with option to extend two (2) 1-year periods.  The 
provision at FAR 52.212-1, Instruction to Offerors -- Commercial Items and 
FAR Provision 52.212-2, Evaluation of Commercial Items applicable to this 
acquisition.  The following clauses apply to this acquisition: FAR 
52.212-4, Contract Terms and Conditions -- Commercial Items; FAR 52.212-5,

contracts.  The Government will award a firm-fixed price (FFP) contract
