Greetings & Felicitations!

     I am new to this list and have finally mustered the courage to post a
request for pen-friends.

     My name is James Corveddu. I am an American. I was born in New York and
now live in Albuquerque, New Mexico (an American state between Arizona and
Texas in the Southwestern region). I have lived in 15 American states but
have not traveled overseas.
     I like to learn about other countries from the people who live there
instead of through the bias of the press and in outdated 'history' books.

     Ironically, I am a publisher. I used to be the editor-in-chief of my
college's student newspaper (and I had a bias in favor of students) and
recently became a partner in forming an independent publishing company to
produce a newsmagazine about the city's music and arts scene.

     My true love is filmmaking and writing (mostly fiction) and the
publishing business is just a stepping stone toward building my own film
studio.
     I like to spend my leisure time reading books, listening to music and
discussing politics, culture, history and philosophy on the Internet. I also
like to vacation in the mountains and spend my time in the "wilderness"
areas, to camp in the most primitive manner. I build my own shelter and
tools (even out of stone with ancient 'flintknapping' methods) and obtain
great peace of mind from my intimate relationship with nature.

     I am looking for pen pals from any Russian state. I am sure, like
America, people and customs vary from region to region in the former
Republic and I would like to learn about the bigger picture by assembling
all the smaller ones.

                     Request for Proposals
               Civic Education Internship Program

The American Councils for International Education (ACTR/ACCELS) invites
proposals from U.S. school systems, universities, and secondary school
teachers, international visitor boards, and other civic/educational
organizations to develop and host a five-week civic education internship
program, including five days of professional development workshops for
K*12 school teachers, administrators, and teacher trainers from Russia or
Ukraine.  Internship programs will take place from approximately October
8, 1999 through November 15, 1999.  The host sites, as they henceforth
will be called, should have strong involvement in local K*12 schools
(public or private).

Each program will be attended by eight to ten Russian or Ukrainian
educators:  approximately eight social science teachers, one school
administrator, and one teacher trainer, all from one region of either
Russia or Ukraine.  All participants will be proficient in English, though
their abilities will vary from 400 to 650 on the Institutional TOEFL.  A
few will have a background in civic education per se.  They will be
teachers from a variety of fields that can make use of civics themes in
the classroom, e.g. history, literature, etc.  Likewise, the U.S. host
need not have a separate civic education program in its schools, as long
as it is qualified to work with Russian and Ukrainian educators in
exploring and developing curriculum materials to prepare good citizens in
these two countries.

The internships will be organized under the aegis of the Partners in
Education Program (PiE), funded by the United States Information Agency
(USIA) and administered by the American Councils.

Zdrastvutie!I am a computer illiterate who is without a computer or

and am told repeatedly nothing in printed form exists because everything

reserving seats for the Summer program in Siberia.

Response to the trip has been good.  We have approximately 30 persons from

SYNOPSIS: Grants support basic research to provide a foundation for 
designing high information-capacity wireless communication systems for full 
mobility will require synergistic, multidisciplinary research efforts 
encompassing a breadth of communications functions from the physical 
through application layers.  Such research would be expected to lead to 
breakthroughs enabling future wireless networks to be flexible, scalable to 
large numbers of users, able to provide location information of mobile 
users on a global scale, eavesdropper proof, coordinated with wireline and 
other networks, dynamically adaptable with demand, and able to provide 
guaranteed service while accommodating mixed traffic representing varied 
applications.

DEADLINES:  04-30-1999

OBJECTIVES: Research proposals that promote a unifying framework and 
overall systems approach are encouraged.  System Design and Applications at 
the Physical and Upper Layers--Proposals for research to investigate system 
design approaches and principles addressing the unique requirements and 
characteristics of future high throughput, mixed traffic, highly mobile 
communication systems are encouraged.  Wireless Electronics and 
Devices--Research may be proposed on the following areas: novel low 
energy/low cost, high gain and high frequency devices; new device 
development technologies including mixed RF analog/MEMs/ and digital mixed 
signal technologies, nanodevices, optical interconnects, new high frequency 
analog-to-digital converters, and new materials and design procedures for 
high frequency - high power devices; CAD tools for integrative design 
environments including electromagnetic, thermal, and mechanical stress 
analyses, circuit simulators, design, and modeling tools, and new CAD 
environments that provide ability to change granularity from networks to 
devices, and develop self-consistent and optimized systems; advanced 
channel characterization and propagation models; optimized integrated 
electronics and device designs that incorporate network protocols and 
communications algorithms and provide dynamic matches to channel 
conditions, traffic loads, and spectrum availability; innovative techniques 
for integrating research results from this effort into education.  
Integrative and Multidisciplinary Research--Possible topics for research 
include: development of fully adaptive mobile wireless communications and 
information systems including coordination of adaptation between 
information, networks, multiple access links and physical layers; design of 
wideband mobile communications and information systems, including wideband 
devices, antennas, wideband channel characterization and propagation 
models, and consideration of the theoretical and systems design issues in 
the modulation, coding and transmission of wideband information; design of 
low-power wireless communications and information systems; development of 
secure wireless communications and information systems including security 
and privacy across all layers from physical through applications; 
development of high-performance and low-cost wireless systems including 
adaptive antennas and algorithms for temporally and spatially varying 
channels, use of new low-loss materials, advanced electromagnetics 
packaging techniques for high frequency devices, photonic band gap 
structures to enhance performance, and new giga-sampling A/D converters for 
digital receivers; systems design approaches for ubiquitous information 
management systems, including information organization, storage, location 
and query optimization in highly mobile environments, virtual collaboration 
and visualization, system adaptability to channel condition and network 
bandwidth variability, power limitation management, security and seamless 
environment for remote sensing, e.g., utilizing the Global Positioning and 
the Geographic Information Systems.

RESTRICTIONS: Proposals may be submitted by individual investigators or 
small groups from academic institutions.  Synergistic collaboration among 
researchers and collaboration or partnerships with industry or government 
are encouraged when appropriate.

MONETARY: It is expected that ten to fifteen awards will be made typically 
ranging from $100,000 to $300,000 per year for periods of up to three 
years.  In exceptional cases, awards for up to five years or up to $500,000 
per year may be made if the justification and promise are compelling.  The 
standard, one-percent minimum institutional cost-sharing requirement 
applies.

Now you can see the first Russian online magazine devoted to fluorine 
chemistry in Russia.  "Fluorine notes" ("Ftornie zametki" in Russian) was 
created by private persons, working in the field of organofluorine 
chemistry.  In September 1998 magazine was registered with full accordance 
of Russian law of press by North-West Regional department of State 
Committee of press.

States. This Listserv is one element of that service.

To subscribe to FRIENDS (if someone has passed you a copy of this

consisting of *one line* of the following format:

SUBSCRIBE FRIENDS firstname lastname

and substitute your first and last names for 'firstname lastname'
