Dear Friends,
I need to find someone who lives relatively close to me who can
translate a hand-written letter I received from a woman I met in a
village in Siberia this summer. I am an American woman from the
Philadelphia, Pennsylvania area who spent a month in Russia last summer
visiting possible relatives I had found through the internet. I also
took 30 hours of video during the trip with the hope of producing a
documentary film on the experience.

This woman was the neighbor of a boyhood friend of my cousin. We had a
spirited discussion through an interpretor) and she gave me and my
companion a poem she had written. A couple of months ago I received a
long handwritten letter from her, but even my friends who speak some
Russian have trouble with handwritten Russian. I want so much to respond
to this woman, (my cousin, who lives in Moscow, has written to his
friend to let the neighbor know we have gotten her letter). I would also
like to use the interchange as part of my video. However, I am on a very
limited budget and can't really afford to pay for translation services.
If anyone is willing to help in exchange for an eventual film credit,
please let me know via private email.

I adopted a wonderful baby girl from Kaliningrad, Russia in May of 1997.

I am trying to obtain a copy of a Russian newspaper from the date she
was born, November 27, 1996.  I would like to add this to a "life book"
I am creating for her.  As she gets older it would be wonderful for her
to have a record of the important events in the news in Russia on the
day she was born.

I've tried searching a few places on your website but have been
unsuccessful.

Any help you could offer would be greatly appreciated.

                     SUMMER IN SIBERIA!
A People to People Project of REAP International at Lake Baikal, Russia
                 June 26 to July 24, 1999


The Program: REAP International is organizing a group to travel to
Buryatia in southern Siberia at Lake Baikal. Participate in a Green Walk.
Includes one week in local situation working with school children and
village residents on their environmental problems; and about 10 days in a
group walk with Russians between Ulan-Ude and the shore of Lake Baikal.
The program ends with a youth conference on the shores of Baikal, where we
will come up with some action plans and commitments for the future.  We
expect Russian participants to include persons from Irkutsk.  Each day of
the walk will be from 8 to 22 kilometers, carrying a day pack and visiting
villages and viewing local environmental problems and discussing the
situation with local people.  Evenings will be camping and some home
stays.  Camping gear is to be supplied by the participants.  The gear will
be transported by truck.  There will also be a chuck wagon kitchen for
morning and evening meals.  For those who can commit by February 28th the
prices are as follows:  Chicago departure $1,800, $1,860 NYC & $2,125 LA..

Why Lake Baikal?  Lake Baikal in southeastern Siberia is the world's
largest and most unique lake. The Baikal watershed is the size of France,
and Buryatia is the size of united Germany.  Buryatia includes rolling
'steppe' prairie; taiga forest, long valleys and rugged mountain ranges
which bracket the republic.  The area resembles parts of Northern
Minnesota and North Dakota.

_ Construction projects, such as building a caf,, vegetable stands, 
waste receptacles
_ Language camps to teach English to youth

SYNOPSIS: The United States Information Agency announces an open competition
for an assistance award to host between two and five Bosnian students in
a one-year, non-degree undergraduate program for the academic year 1999-2000.

DEADLINES:  03-05-1999

OBJECTIVES: The USIA Bosnia and Herzegovina Undergraduate Development Program
is designed to allow Bosnian students an opportunity to obtain insight,
knowledge and cultural enrichment through their academic studies at American
colleges and universities. The USIA strongly encourages institutions to
guide students to courses in American studies, or other courses which emphasize
democracy, market economy, and civic society per the intent of the funding
initiative. The sponsor gives preference to those with the following strengths:
demonstrated experience in hosting Bosnian students, partnerships with
Bosnian higher education institutions, or expertise and interest in the
region; strong international student advising offices with experience dealing
with cultural, educational and adjustment issued for foreign students;
accessibility to and opportunities for cultural and social activities;
and diverse, multi-ethnic student populations. Fields of study include:
agriculture, business administration, civic education, criminal justice,
economics, education, environmental resource management, journalism/mass
communications, political science, and public administration.

RESTRICTIONS: Eligible applicants are four-year colleges and universities.
Preference will be given to those that have demonstrated experience in
hosting Bosnian students, partnerships with Bosnian higher education 
institutions,
or expertise and interest in the region.

MONETARY: Funding will support one year of academic study in a U.S. 
institution.
Preference will be given to institutions that can provide cost-sharing
toward tuition, fees, room and board expenses and/or other direct participant
expenses. Cost-sharing may also be in the form of direct administrative
and program costs. The grant will support round-trip travel of students,
the housing of students on campus or with host families, a four to twelve
week internship in the student's field of specialization, culturally enriching
activities, and additional activities such as an orientation program. Grants
awarded to eligible organizations with less than four years experience
in conducting international exchange programs will be limited to $60,000.
Subject to the availability of funds, the sponsor may invite institutions
to submit proposals for renewal of awards.

CALL FOR CONTRIBUTIONS

Profound transformations are occurring in rural Europe - Western, Central
and Eastern.  New policies around the environment, social security and
equal opportunity are provoking profound economic, social and environmental
adjustment in rural areas.  They are deeply affecting the identities as
well as working and living conditions of rural people.  At the same time,
these changes are stimulating important initiatives resulting in new forms
of pluriactivity, means to protect nature, food supplies, and the
landscape, and changing social relations.

Considering existing gender inequalities in rural communities and
households, it is certain that past and current developments are
gender-differentiated.  Rural women throughout Europe continue to have
limited access to all kinds of resources - economic, political and
cultural.  The risks of increasing gender inequalities is great, and rural
women may have relatively less chance to benefit from the opportunities and
to influence these processes according to their own visions.

At the Conference, scholars and special invitees throughout Western and
Central and Eastern Europe will present and discuss gender research from
various disciplinary and regional perspectives.  They will exchange views
among themselves and with others who will be invited to hear, discuss and
critique the findings as well as their practical and political
implications.

The conference will be structured around two major themes, with three
sub-themes each.

Theme I: Gender in rural households, livelihoods and economies

Theme II: Gender and rural environments, cultures and living spaces

Abstracts for papers should be about 300 words in length.  Proposals for
other types of contributions are also encouraged.  For further information,
see the circular.  The deadline for abstracts and other proposals of 15
February, 1999 is extended to 1 April, 1999 but please pre-register and
mention your preliminary title as soon as possible!

Dear Friends,

I wrote for information on Raduzhny because I am very interested in a
beautiful and young women who lives there. I am totally in love with her
and want to meet her so badly. She is so nice and kind and
unusually attracive in so many ways.  The only problem is that she lives
in Siberia and I nknow nothing about he area. I was planning on visiting
her in late March and early April but I don't know what the conditions
are like there now and thayt time of the year. There is,also, alanguage
barrier between us but love transcends alll barriers. We have spoken on
the phone many times but always with a translator to
 help bridge the language barrier. I want to meet her so much ,as a bond
has grown betweeen us,yet I would like to know what to expet when I get
there as far as weather,travel conditions,safety,and anything else you
can tell me. If you would have any alernate methods of meeting her and
her son I would be most grateful!
I would like to thank the two people who have respnded to me already and

A Weekly Checklist Of Events Affecting Civil Societies
In Eastern Europe And The Post-Soviet States

A $10 MILLION PLANK. In a speech to civil rights activists in
Moscow on Jan. 25, Secretary of State Madeleine Albright
promised $10 million in 1999 to help independent media in
Russia. The figure is four times the U.S. contribution in
1998 and is part of the U.S. aid package to help various
aspects of civil society. "Ten million dollars is a plank in
the lifeboat that Russian media needs," says Bill Maynes of
the Washington-based Eurasia Foundation. "Other governments
and NGOs need to provide more planks. If we have enough
planks the lifeboat may float, but to reach shore the Russian
economic climate must change."

HUMAN RIGHTS REPORT SCORES ARMENIAä The independent U.S.-
based Human Rights Watch has sharply criticized Armenia's
government for violations including "rampant physical abuse"
of conscripts leading to "numerous deaths," police abuse of
detainees, detention of journalists, laws codifying religious
intolerance, and failure to prosecute cases of ballot-
tampering and violent incidents during the March presidential
elections. HRW says its recent investigation suggests that
the Council of Europe should reject Armenia's application for
membership. "We take any report on human rights violations
very seriously," Ambassador Rouben Shugarian told RFE/RL in
Washington. "We are ready to investigate the cases together
with HRW."

äARMENIANS APPEAL TO REOPEN CHURCH IN TURKMENISTAN. Turkmen
citizens of Armenian origin are asking the government to
reopen their church in Turkmenbashi (Krasnovodsk)
expropriated during the Soviet era. While Armenia's
ambassador, Aram Grigoryan, urges the reopening, under a 1996
law Turkmen authorities registered only Islam and Russian
Orthodoxy, rejecting all other faiths.

RUSSIAN LINE ON RELIGION HARDENS. The Russian provinces least
hospitable to religious freedom are Ulyanovsk, Voronezh,
Krasnodar, and Mordovia, says Lyudmila Alekseyeva, head of
the Moscow Helsinki Group. She warned about a Russian trend
to harden the 1997 law on religion and a return to the norms
of the Soviet era.

BAN SOUGHT ON NAZI BOOK. On Jan 21, the U.S.-based Union of
Councils for Soviet Jews urged the Latvian government to ban
a 1942 Nazi propaganda book recently reprinted and
distributed by the Homeland and Freedom Party, the far-right
member of the ruling coalition. In Riga, the Foreign Ministry
asked the Prosecutor General to review the book which charges
that after Soviet occupation Jews joined the Soviet secret
police to repress Latvians and used their victims' blood in
rituals.

BACK TO THE ETHNIC I.D.? Deputies in Georgia introduced a
bill to restore the entry "ethnicity" or "nationality" in
identity documents, which was dropped after the Soviet
Union's collapse. Antti Korkaakivi of the Council of Europe's
Human Rights Division told RFE/RL that no West European
democracy follows such a practice, as a 1998 Framework
Convention states that a person belonging to an ethnic group
has the right to choose whether or not to be so listed. In a
radio speech, Georgian President Eduard Shevardnadze favored
the entry, arguing that it is "not right to follow the West
blindly in the matter."

CONVICTION IN DEPORTATION CASE. On Jan. 22 an Estonian court
convicted Johannes Klaassepp, a former Soviet security
official now 77, for ordering the deportation of more than 20
people in 1949. He received an eight-year suspended sentence.
His is the first conviction in Estonia for involvement in
Stalin-era deportations.

CIVIL RIGHTS LAWYER THREATENED. The New York-based
International League for Human Rights reports two recent
threats by Belarusian authorities to bring criminal charges
against civil rights lawyer Vera Stremkovskaya. The
threatened charges against her have to do with her statements
during a visit to the U.S. last year and her work as an
attorney for Vasily Starovoitov, a former collective farm
director accused of embezzlement.

INSULTING THE PRESIDENT. A Baku court opened the trial of
Abulfaz Elchibey on Jan. 25, the first president of
Azerbaijan ousted in a military coup in 1993 and now an
opposition leader. He is accused of insulting President
Heidar Aliev last year when he stated that Aliev, as a KGB
official, had been involved in setting up the Kurdistan
Workers Party (PKK), which is outlawed in Turkey as a
terrorist organization. Elchibey says he can prove his
charge. If found guilty, he faces up to six years in prison.
