ADDENDUM TO SPAN RFP DATED OCTOBER 14, 1997

On October 14, 1997, the United States Agency for International
Development (USAID) and the International Research and Exchanges
Board (IREX) issued a request for proposals to strengthen existing
partnerships between U.S. and Russian organizations under the
Sustaining Partnerships into the Next Century (SPAN) program.

The United States Information Agency (USIA) will shortly announce a
request for proposals intended exclusively for university and college
partnerships throughout the NIS-the NIS College and University
Partnership Program-in the following academic fields: law,
business/economics, education, public administration/public policy,
and journalism/communications.

In order to effectively distribute assistance funding and avoid
duplication of your efforts, we ask that American universities and
colleges interested in partnerships in the above fields apply for
funding under the USIA program.

Russian and American University partnerships interested in other
fields, and all other relevant partnerships, should apply to the SPAN
program administered by USAID and IREX. USIA and USAID missions will
jointly review proposals from universities and colleges.

We hope this clarification will help as you apply for these programs.

1998 ACUNS/ASIL Summer Workshop on International Organization Studies
Yale University, 26 July - 7 August 1998

"Globalization and Global Governance:  Changing Roles for State and
Non-State Actors"

*Program*

The Academic Council on the United Nations System (ACUNS) and the American
Society of International Law (ASIL) are jointly sponsoring the eighth in a
series of summer workshops on international organization studies to be held
at Yale University from 26 July to 7 August 1998.  This workshop is
designed specifically for advanced graduate students, post-doctoral
scholars, and younger faculty.  The purposes of this workshop are to:

* enhance professional development in international organization
studies;
* encourage new directions in international organization research;
* establish and strengthen contacts amongst legal and international
relations scholars and UN practitioners; and
* stimulate teaching in international organization studies.

The 1998 workshop will be directed by Keith Krause of the Graduate
Institute of International Studies, Geneva and Linda Reif of the University
of Alberta Law School.

The focus for this year's workshop is "Globalization and Global Governance:
Changing Roles for State and Non-State Actors." It will serve as a forum
for multidisciplinary exchange related to the roles of globalization and
global governance.  Sessions will be structured to help stimulate interest
and guide: advanced graduate students in the research and writing of their
dissertations; post-doctoral scholars in turning their dissertations into
books and articles; and younger faculty members in developing new research
agendas.

The workshop will consist of presentations made by lecturers and experts in
the field, exercises and discussions focusing on research methodologies, a
seminar on teaching international organization, and panel presentations
made by participants.

The subject matter is open to participants whose analytical perspectives
are multilateral-to those who are trying to focus on the role of state and
non-state actors in the complex task of global governance and
globalization.  The United Nations system is crucial in this effort; but
key insights result from how non-UN institutions can complement UN ones in
a better division of labor.

*Participants*

Participants are selected by a joint ACUNS/ASIL committee.  Those selected
will be expected to submit a ten-page research draft to an assigned
workshop director in early May.  Workshop directors will subsequently make
suggestions about alternative readings, data, or arguments in order for
participants to bring a more polished version of their research to the
workshop.  Participants will also submit a brief abstract prior to the
workshop and make an oral presentation during the two-week conference.  It
is hoped that this workshop will provide valuable guidance in the final
development of a dissertation and/or subsequent publication.  Selected
participants receive the following:

* travel stipend based on the geographic location of the institution from
which the participant applies: $1,500 for Asia or Africa; $1,000 for
Western/Eastern/Central Europe or Central/South America; $750 for the
western provinces of Canada or the western U.S.; $500 for the
central/eastern provinces of Canada or the mid-western or
south/southwestern U.S.; and $300 for participants from the mid-Atlantic
U.S.  or New England;

* lodging in dormitory suites and conference meals; and
* access to computing, library, and athletic facilities.

Due to the nature of this workshop, spouses and dependents may not
accompany participants.  This is not negotiable.

*Application Procedure*

International relations and legal students and scholars from institutions
in all countries are encouraged to apply.  The selection committee
encourages applications from advanced graduate students and younger legal
and international relations scholars whose research interests will inform a
debate about the role of state and non-state actors in globalization and
global governance.

There is no standard application form.  Applicants are required to submit
one copy of a brief (no more than 3-4 typewritten pages) dissertation
abstract or research proposal and a full curriculum vitae.  Independent
evaluation is crucial for the selection committee; therefore applicants
should arrange to have at least two letters of recommendation sent directly
to the address listed below.

Completed applications must be postmarked no later than January 30, 1998.
Twenty to twenty-five participants will be selected on a competitive basis.
Applicants will be notified in the spring of 1998.  Please send completed

I have just discovered Friends and Partners, and then came across your
name.  It is vaguely familiar as I believe you helped me with getting
cyrillic fonts for PC about 3 years ago (when I was on AOL and the PC which
I am still using had not become a dinasaur).  I found the Friends and
Partners site a bit overwhelming in that there are two many choices as to
where to go next:)

I am trying to promote links between schools in the NE of England with
school number 435 in Sestroretz, which is to the north west of St.
Petersburg (the one in Russia:)) and wondered whether you or others know of
any similar links already established.

St. Petersburg  School Link

Background
My wife's cousin, Vera teaches English at a school in a St. Petersburg. Prior
to our recent holiday for Xmas and the New Year Vera asked by telephone if
we could bring some English text books suitable for her pupils, and a wall
chart to illustrate the English alphabet.

Thanks to the help of a North Tyneside Councillor, a variety of books surplus
to the North Tyneside schools library service was supplied to us and these
were packed with wall charts from local book shops and taken with our usual
luggage to St. Petersburg.

St. Petersburg School
The school is located in the north west of St. Petersburg, in the town of
Sestroretsk, by the Gulf of Finland. It is a comprehensive school with over
1000 pupils in the age range 7-17 years. Within the last year the school has
decided to intensify its teaching of 2 foreign languages, English and German.
These languages are  being taught to children in the age range of 8 to 17
years.

School Visit
We visited Vera and her family on the Sunday before Xmas. I asked to either
visit the school or at least to have  some photographs taken of the school
during a normal working day. Vera arranged for our visit on the normal
working day of 25th December! We took part in two English lessons led by
Vera for her pupils of 8-11 years of age. They had been learning English
since September '96 only, so their ability was limited, but each pupil was able
to introduce him/herself and was able to answer simple questions from a
prepared text about how English children prepared for Father Xmas. All of the
children in the two classes had prepared Xmas greeting cards and presented
them to us one by one! The second lesson was attended by the schools'
Deputy Director (deputy head), the head of English and a third English
teacher.

We took several photographs of pupils and teachers which show clearly how
they enjoyed the occasion.

Later we were entertained for lunch and visited the school's Director in the
company of the Deputy Director. The Director told us that the school held an
annual concert, involving some 600 of the pupils and that visitors from North
Tyneside would be welcome to the next concert in April '97. Photographs of
singing/dance groups were shown to us, including some that had travelled
abroad for festivals in Italy, Germany and Belgium. The school has been
invited to sent a group to Portugal next year ('97).


On our farewell we were presented with a bottle of champagne for the
Councillor  and I kissed both the Director and Deputy Director 'goodbye' -
both female - we did not see any male teachers - teaching of school children
is still primarily the task of women in Russia.

After leaving the school Vera left us at the 7th floor flat of a 17 year
old pupil, Elena, who lives with her grand parents.  She is largely
confined to a wheelchair, being disabled since birth (spina bifide?), but
she is keen to develop her English.  She gave us a letter written in
English and asked us to try to find a pen friend in England.

Postscript
There is a clear interest in developing links with N Tyneside schools and I
had to dampen some of the enthusiasm by explaining that N Tyneside
schools had problems of resources similar to those of the schools in St.
Petersburg. One obvious deficiency in the teaching of English (apparent from
visits to Russia over 15 years) is the limited amount of audio and visual
material aids. I am pursuing the idea of exchanging material electronically
(e.g. via the Internet) and capitalising on the encouragement in this
country to
develop similar links via 'new technology'.

My name is Mara Kamen and I am on the national (US) board of Families for
Russian & Ukrainian Adoption (FRUA).  We are the only international support
group for families connected through adoption from the former Soviet Union.
We are a not-for-profit group and have 501(c)(3) status.

Our mission is to support families and the children of the former Soviet
Union.

This past year, we have sent cases of over-the-counter medicines to
orphanages in Novgorod, Russia and Zaporoshye, Ukraine.  The orphanage in
Tver now has repaired plumbing and heating systems thanks to FRUA's
fundraising efforts.  50 large boxes of supplies were hand delivered to
orphanages by traveling families going to meet their children.  We are
currently working with doctors to upgrade a baby hospital in Saratov.

We also assist families in keeping the Soviet culture as part of their
children's lives.

Dear sirs!

I'm very glad to find your site and I hope also to find here friends and
may be partners.  I'm former director of Association of the artists of
decorative and applied art in Moscow.From within I'm familiar with problems
of artists and production.  I think, they are indential all over the world.
It is not only my experience but it convinceds me by my "desktop" book by
Gerge Nelson "Problems of design".  We all have a treasures, wich lay on a
surface and significance of which is only possible to guess.  These
treasures are ideas of our artists and designers, which never were embodied
and are stored in museum's assemblies.  Just only one example of that -
suprematists (Malevitch is known all over the world).  This group of
artists made a lot of design projects for porcelain, but it was never
produced and just stored in museums.  It is so many of such examples!
Today, it becomes obvious, that the production can successfully develop
only when it bases on artists and designer's ideas.  Infortunately many
obvious facts of successful business , where production and artist are
connected is not accessible for understanding by many chiefs of production.
One more fact - our art formation.Russia is one of few contries where
traditions of realistic art were saved, where students have classical art
formation.  Therefore I was always amazed how mutch interesting ideas of
artists and designers was possible to see on exhibitions, and how grey and
primitive was our production.  Now we see, that many productions, which did
not attend to design, did not develop own art and design ideas, are
breaked, are closed in situatuion where we have now on our market
production of European and American manufacturers.  I could wright so much
on this theme, but it was necessary to state the main reasons for creating
of design centre.  This centre after first help will be in the position to
earn money independently.  And now I try to explane my offer.  Design
centre is a creative laboratory ( generator of new ideas), it is also
working with manufacturers (production, where we can embody ideas), gallery
(sale of items, marketing).  I can organize the work of studients in
museums's funds, master-classes with our artists.  Our centre could
organize work of small enterprises, to distribute the information about the
newst "know-how", about computer programs ect.  We could organize thematic
exhibitions for attracting of attention to the given problem of
manufacturers and sponsors as in Russia and in USA.  I shall name only one
example how it is possible to earn money for our design centre.  Many
contries of Asia and Africa owe to Russia, but have not enough many and
would like to pay back with goods.  There are also many handicraft
productions (for example India), but they produce not good designed things,
not adapted to tastes of the American and European buyers.  Our centre
would develope collections and manufacture them in this contries with
subsequent to sale in Russia, USA and Europe.  Excuse me for the extensive
letter.  I traslated it with the help of computer and excuse me for my weak
English.  I'm very interested to find partners ore organisations to support
