Officer to head its Vladivostok, Russia office. The position is available

Responsible to: FSAFLEX Alumni Coordinator, ACTR/ACCELS Moscow
ACTR/ACCELS administers the USIA-sponsored Freedom Support Act
Future Leaders Exchange (FSAFLEX), a program for high school
students. Participants of the program live in American host
families and study in U.S. high schools for one academic year.
The FSAFLEX Alumni Office works with these students when they
return to their home countries. As the program is in its
fifth year, over 5,000 alumni have returned to the NIS. The
alumni office is looking for assistance in supporting this
dynamic program.
Job Summary
An assistant is needed to help edit the monthly reports to
USIA about alumni activities and successes; to help edit the
alumni newsletter The Bradley Herald; to maintain
correspondence with 21 ACTR/ACCELS field offices; and to
assist in planning and implementing activities for the alumni
in Moscow. The position offers a chance to improve writing
and editing skills, to learn various computer programs, and to
work with energetic young people from all over the NIS.
Travel is not required, but may occasionally be an option for
a volunteer who is interested. While Russian language
knowledge is not required, it is helpful, and the alumni
office is a great place brush up on conversational skills.
We are looking for a native English speaker with strong
writing and editing skills and the ability to work
independently. Previous experience working with high school
and/or college students is desirable. The intern must be
based in Moscow.
While preference will be given to an intern who can make a
commitment for one year, we will also consider candidates who
will be in Moscow for an entire semester. FSAFLEX Alumni
Office hours are 9:30-6:00, Monday-Friday; the intern's time
can be scheduled flexibly within that time period for a total
of 10-20 hours per week.
At this time the only compensation we can make is a free
lunch. If the intern is a student who can receive credit for
work in Moscow, we will be happy to fill out any necessary
documents. We promise a job with real responsibility, a
chance to improve Russian skills and work with great young
Russians, and a well-written letter of recommendation for an
intern who works hard.

FUNDING FOR JOINT APPLIED SCIENCE PROJECTS
SCIENCE FOR PEACE A NEW COOPERATIVE PROGRAM WITH PARTNERS (*)
The NATO Science Committee announces the Science for Peace Program (SfP), a
cooperative initiative between NATO members and Partners (*). This new
program aims at assisting Partner countries in their transition towards a
market-oriented and environmentally-sound economy and will give a new
dimension to the Science Committee's ongoing cooperative activities by
enabling Partner scientists to engage in applied R&D projects jointly with
NATO counterparts. In helping to strengthen the socioeconomic
infrastructure of the Partner countries, it is expected that the program
will contribute to overall stability and peace.
The objectives of the Program are:
1. To support applied science and technology projects that relate to
industrial, environmental or security related problems;
2. To help Partner scientists to increase contacts in the NATO science
community, while building a stronger science infrastructure in their home
countries.
SfP projects will be of a cooperative nature, jointly carried out among
NATO and Partner countries. Projects involving more than one Partner
country will be encouraged. Projects will have a duration of three to five
years.
NATO funding to participants in research institutions in Partner countries,
as well as in Greece and Turkey, will be provided for experts, scientific
equipment, computers, software, travel, training of project personnel and
project-specific consumables. For all projects, NATO funds for Partners
must be complemented with a national contribution which will, as a minimum,
include salaries of personnel working on the project.
(*) Partner countries eligible for SfP funding: Albania, Armenia,
Azerbaijan, Belarus, Bulgaria, Czech Republic, Estonia, Georgia, Hungary,
Kazakstan, Kyrgyz Republic, Latvia, Lithuania, Moldova, Poland, Romania,
Russian Federation, Slovak Republic, Slovenia, Tajikistan, the former
Yugoslav Republic of Macedonia(1), Turkmenistan, Ukraine, Uzbekistan.
Partner countries not eligible for SfP funding: Austria, Finland, Sweden,
Switzerland.
(1) Turkey recognizes the Republic of Macedonia with its constitutional
name.
Proposals should be submitted to the NATO SfP Program Office on a
four-page standard application form which is available from the address

CEE/NIS researchers in attending seminars, conferences, colloquiums and

Open Competition for Fellowships in the USA
The Government of the United States of America announces an open
competition for fellowships in the United States through the United States
Information Agency Regional Scholar Exchange Program. The Regional Scholar
Exchange Program is developed, funded and supervised by the United States
Information Agency with funds allocated by the Congress of the United
States, and administered by the International Research & Exchanges Board
(IREX) and the Kennan Institute for Advanced Russian Studies.
The Regional Scholar Exchange Program selects highly qualified university
faculty and scholars at the early stages of their careers, advanced
graduate students pursuing dissertation research, and mid-level faculty
(associate professors) in designated fields of the social sciences and
humanities who are citizens of the New Independent States and are residing
in their home country at the time of application and interview for
fellowships at institutions in the United States. All applicants must
demonstrate a long-term commitment to the field of higher education and
scholarship in their home countries in the social sciences and humanities
and either possess or be working toward a Kandidat or Doctor degree at the
time of application. Applicants should have published several articles in
their field or presented papers at scholarly conferences and must have had
few or no opportunities to conduct research in the United States. One
hundred (100) Regional Scholar Exchange Program Fellowships will be
awarded. IREX and the Kennan Institute will determine the appropriate
length of all fellowships.
The application deadline for the Regional Scholar Exchange Program is
October 31, 1997. Successful applicants will begin their fellowships in
the United States in August 1998.

Ukraine FAQ Plus site! This is an exclusive regular feature each week
containing timely and the most up to date information on Ukraine and the
Ukrainian Diaspora available on Internet.
The Ukrainian Weekly is the largest weekly newspaper (in English) extant in
the Western world covering Ukrainian issues both in Ukraine and in the
Ukrainian Diaspora. The preview is available on Internet at the address of

order to read the complete articles when you visit the web-site. The
Ukrainian Weekly is funded by the Ukrainian National Association and your
