Dear Friends:
We want to apologize for the absence of any "friends" digests for the past
week. We have been quite involved in a major system upgrade of the U.S.
Friends and Partners Internet server. The upgrade is complete as of
Thursday (Feb. 20) (although we are still fixing some minor probems) and
"solar" is back on-line with all services. We are now running a much faster
and more stable and secure operating system and can already see a healthy
speed improvement for Web access.
Although the significance of this change is largely transparent to end
users, one change that you will notice is that the server is now known on
our local network as "solar.cini.utk.edu". While "solar.rtd.utk.edu" will
continue to work for the next several weeks, some software (such as the
listserver) will not work properly with the old name. Of course, the
"www.friends-partners.org" address continues to be the preferred Internet
name for WWW access as it remains independent of any specific machine.
As many of you know, this upgrade has come at a big cost of interrupted
service over the last several days. We had some unusual problems with
email and listserver software which were only resolved Thursday morning
(2/20/97).
We really regret the inconvenience this has presented for many of you and so
appreciate your patience with us during this transition time. If you do
see any remaining problems, please don't hesitate to let us know. And if
you have already pointed out a problem that has not been corrected yet,
please know that we will be working to correct any remaining problems
today (Friday) and during the upcoming weekend.

Dear Friends and Partners list members:
I work for Rodale Institute, a nonprofit organization based in Kutztown,
Pennsylvania, that has educated the public about and researched
ecologically sound farming methods for the past fifty years. In June 1994
we began a joint project with the Foundation for Agrarian Development
Research (FADR), a Moscow-based nonprofit organization founded in 1993
by a group of Russian citizens who wanted to influence positive
agricultural reforms in their country. The focus of our joint project is to
facilitate the sharing and exchange of information between farmers and
other agricultural professionals throughout Russia. We feel that
information is the key to helping people make changes in their
communities. Our project has been generously supported by World
Learning, Inc., but that funding will soon come to an end and we have had
difficulty securing additional support. I am thus writing to inquire
whether list members have any ideas of funding sources to approach.
Much has been achieved during the course of our project. We have:
--created an electronic listserver called FADRnews that distributes
bulletins about agricultural, environmental and communications issues to
nearly 500 subscribers;
--published a quarterly electronic journal called Agrarian Development
that contains in-depth articles about agricultural reforms in Russia and
relevant information about similar experience in other countries;
--conducted the first-ever electronic conference in Russia on the
Privatization of Russian Agriculture: Social, Economic and Ecological
Aspects. The conference took place in English and Russian with over 150
participants from more than ten countries;
--published a Guide to Electronic Communications in Russia for Russian
NGOs;
--helped reform and strengthen the Soil Conservation Act of the Russian
Federation;
--established information centers in four oblasti (Tver, Orel, Volgograd
and Novosibirsk) that disseminate information to an average of 20
partners in each region and help partners connect with one another and
with colleagues in other countries;
--created a homepage on the World Wide Web (www.fadr.msu.ru) that
contains links to information about the organizations FADR serves.
This is only a summary of our accomplishments over the past two and a
half years. As we grow and progress we will continue the activities listed
above and will work with our regional centers to help them become more
active conduits of information and consultation in their communities.
Additional plans for the future include conducting training classes for NGOs
on accessing electronic communication resources; introducing money-
saving organic farming techniques to food producers through workshops in
the four regions; and starting a project to publicize the dangers of and
alternatives to pesticide use.
We would greatly appreciate any suggestions list members have about
funding opportunities for projects like ours. We have contacted numerous
foundations already but many have told us that they do not fund
agricultural projects. Thanks in advance for any help you can provide.

Professor Sergei Parinov has provided information about the
above-noted project he heads, which is a component of the "Inter-
net Resources for Social Science Research in Siberian Branch of
Russian Academy of Science" project. The project commenced this
month at the Institute of Economics and Industrial Engineering
(Novosibirsk, Russia). The project is funded by the Russian Fund
for Social Science (Rossijskii Gummanitarnyi Nauchnyi Fond).
Below I have presented the information provided by Professor
Parinov. He has indicated that this project may provide a collab-
orative opportunity for some list members in the recently-an-
nounced "IREX 1997 Competition for Special Projects in Library
and Information Science with Central and Eastern Europe and
Eurasia." Perhaps some list members would like to contact him
directly. Here is the information that he provided.
The main goal of the project is the design of an interactive
medium on the Internet, to create more efficient academic and
research activity and links in the Siberian social science com-
munity, and with Western colleagues.
The project envisions:
a) creation of the Internet version of the main Siberian informa-
tion sources (publications and other results of social science
research of Siberia's economists) in cooperation with the
Siberian Branch of the State Scientific Library (the biggest
library organization on Asia part of Russia);
b) building of interactive tools for creating and developing a
navigation system to all Internet resources for Siberia's
economists;
c) organizing on the Internet a permanent public forum and regu-
lar experts' discussions about key topics of economic theory,
Russian and Siberian economic transition and business develop-
ment problems;
d) design automated collaboration tools for experts links' crea-
tion.
To realize these goals we plan to open on the Internet following
public services: electronic library; working paper archive;
newsgroups and mailing lists; Internet Relay Chat (IRC) server;
and other interactive tools.
To make the potential results of this project more convenient and
efficient for the local and international academic communities,
we would like to contact all interested parties. We are ready to
coordinate our activity with similar Internet services used in
the Western academic organizations.
