Dear Friends: The New York Times had a big article covering Yeltsin
and Chubais crack-down on illegal vodka...Public radio (NPR) had a
feature on the sale of blood ($20.00 per pint). I recall a wonderful
interpreter at the 1995 Moscow Conference, Addiction in the Modern World,
tell me that Russians stand on a thousand years of blood...she wanted
me to have a deep sense of Russian pain and longing for a future.

These stories coming out of Russia are saddening and also very
important....alcohol and blood....the future of Russia will
probably deepen into addiction and HIV/AIDS if the social and
economic policies are not changed quickly.

I am an attorney who represents a national of Azerbaijan who is seeking
political asylum in the United States.  I am unfamiliar with Azerbaijan, and
I was hoping that you could help me find resources for researching the
following two issues:

1.  My client arrived in the United States before independence on a Soviet
passport that has now expired.  I need to determine whether my client would
even be allowed back into Azerbaijan if he is deported there.  If so, what
status would he have?

2.  My client is Jewish, and I would like to investigate the human rights
situation for Jews in Azerbaijan.  Are Jews subject to persecution on the
basis of their Jewish religion and nationality?

Any assistance you could provide in investigating these issues would be
greatly appreciated.

First Light Partners - "Zarya", a US nonprofit organization is looking for a
couple of individuals to be involved in a very exciting project.

Throughout Ukraine, nearly 100% of the people seeking relief from the ravages
of mistreated and untreated alcoholism show up at the doors of existing
treatment centers.  Sadly, archaic ideas and a lack of 12-step based
self-help treatment methods means that virtually none of the tens of
thousands who seek treatment each year can ever hope to recover. To be an
alcoholic in Ukraine today is to die. Today, professionals and the country
itself stand at a turning point.  The motivation is there and the
infrastructure is in place, yet they lack the basic resources and information
that could change the situation forever.

In cooperation with the Ministry of Health of Ukraine, Academy of Sciences
and others,  we have designed a modern, relevant training program and
accompanying treatment model.  We are about to implement a series a intensive
hands-on training programs for health care professionals working to confront
the disease of alcoholism.  The change is systemic--the project finite--the
results permanent.

The first of these programs will begin in June of 1997, and will last
approximately four months.  We are looking for a couple of well qualified
people who can convey the essentials of our well-designed, culturally
applicable training and treatment model.  They will be instructing
approximately 20 dedicated and very well educated health care professionals
whose lives are dedicated to treating the disease of alcoholism.

Our "volunteers" will receive airfare, visas (they need to secure a
passport), housing, and a stipend for food and pleasure.  They need not speak
Russian or Ukrainian but it might be a plus if they are otherwise the best
available.  We would prefer that they be in recovery personally for several
very good reasons, not the least of which is we must continuously make an
effort to humanize the disease and to provide some "living" proof  as it
were.   Volunteers will receive one week of specific training about our model
and Ukraine.  It is essential that they understand the nature of the project,
and the vital importance of consistency in our training approach and model.

Productivity Enhancement Program

The  Productivity Enhancement Program is a variation of the  his-
toric Marshall Plan Technical Assistance program that was carried

rebuilding  production, PEP brings non-English  speaking  Russian
and Ukrainian business people and municipal leaders to the US for
intensive  study in multiple US production sites for  one  month.

A member of the list (and three colleagues) plans to visit Russia
in  March,  to conduct research related to academic work  at  the
University  of  Chicago.  Below I  have  provided  the  essential
features of his project. Perhaps some list members would like  to
contact him, to see if there is some opportunity to cooperate.

Four students from the University of Chicago (3 MBA students  and
one  candidate for an MA in International Relations) will  be  in
Russia for approximately 10 days at the end of March, to  conduct
field research for a course on the economic and political stabil-
ity of Emerging Market countries.

Our  team  is now arranging interviews with  Russian  and  ex-pat
American business people, government officials, industry special-
ists, professors and students, and journalists as background  for
a paper we will prepare for the University of Chicago and General
Electric Investment Management on the risks of foreign investment
in Russia.

We  are actively seeking additional contacts, and would  be  very
grateful  for the assistance of any members of this mailing  list
in helping us find interesting people to speak with.  Though  one
member  of  our team speaks Russian, we intend to  work  with  an
interpreter,  so  we will have as few limits as possible  on  our

(FSASSP), a US government-sponsored exchange program.  Participants in this
program study in US high schools and live with American host families for
one year.  Our alumni office works with the returnees of this program, over
4000 total from all over the NIS. The alumni are fluent in English, highly
motivated, and eager to gain professional experience.  An internship at
