Digest for 96-12-19

Dear Friends,

We are introducing a slight change in this issue of the digest. We have
added a "Guestbook" section highlighting some notes added to the Friends
and Partners Guestbook. There are so many good comments, suggestions, and
requests for help that come through the F&P Guestbook and we would like to
begin bringing these to the attention of the general F&P community.

Subject: Russian Life Wall Calendar

The 1997 Russian Life Wall Calendar is out!

(Actually, it's been out since November, but we have been so busy filling
back orders there hasn't been time to get the word out...)

The 1997 calendar is even bigger and better than last year's, measuring
over 11x11 inches.

The months and days of the week are in both english and Russian. There are
14 great color photos of everything from wooden huts in Buryatia, to Lake
Baikal, to the crisp green pines of Karelia to the swollen Volga river.

All Russian and American holidays and important dates are shown on the
calendar. Plus, important dates in Russian history are also shown!

Makes a great Russian Christmas, New Years or overdue Christmas, Hannukah
or other gift.

You can order your copy ($9.95 plus $3 s&h in the US, $8 s&h to Europe) by
calling 800-639-4301 (or 802-223-4955), faxing all info (order address, cc
info) to 802-223-6105, or sending all order info to us by email at

We look forward to hearing from you!

The listserv RUBEZH is intended to discuss all aspects of the Russian

Hi Friends in Russia. Did you know that Russian/Jewish immigrants played an
important part in creating Rock and Roll at Maxwell Street in Chicago.

When my grandparents migrated to the U.S from Russia at the turn of the
centrury, they came to Maxwell Street in Chicago -- a big market area. We
are trying to save parts of the old Maxwell Street area as a historic
preservation district to honor Russian, Jewish, African-American, and
Hispanic immigrants since the area was an important port-of-entry for all
three groups. We are getting support for this from Hillel houses, American
Jewish Archive, Center for the Study of Southern Culture, Delta Blues
Museum, and many other places all over the world.

We invite you to visit our web site
(http://www.openair.org/maxwell/preserve.html) to learn about us.

We would appreciate it if you would send a letter of concern to Chancellor
Broski and send us a copy (mar@interaccess.com). Also, send copies of the
message below to your friends and colleagues. Messages from Russia will have
big impact. Thanks.

- Professor Steve Balkin, Roosevelt University

Please help prevent a world famous Chicago Russian/Jewish and Blues landmark

welcome mat during the Great Migration from the Southern U.S.. Electrified

Subject: Check out "NEW MARKETS" newsletter - Special Offer to F & P

Dear Friends & Partners,

A few weeks ago I mentioned that NEW MARKETS, the newsletter for those
wanting to have successful businesses in Russia and the NIS, was offering a
discount to Friends & Partners readers as a way to introduce you to this
useful publication. This is just a reminder that the offer still stands,
but time is getting short for the special discount. I have reprinted the
original offer below, and you can feel free to e-mail direct to the
publisher at:

ibcwdc@aol.com or you can e-mail to me at:
mfgman@cts.com and I will forward your request.

If you are still unsure, just request a sample from a previous issue and I
am sure that the publisher will be more than happy to oblige. This offer is
only being presented to F & P readers.

======================================================================

As a consultant dealing with International business, and particularly
manufacturing, I am always looking for information to help me and my
clients to achieve more success in developing their businesses. This is
particularly true with Russian and NIS businesses. One resource that has
proven very useful over the last year is a monthly newletter called "NEW
MARKETS".

If you are interested in doing any kind of business in Russia or the NIS,
and you aren't already an expert, are having difficulty knowing how to get
started or knowing what is needed once you get started, its time to check
out NEW MARKETS. This is not an internet location, but a real printed
newsletter that is published monthly by International Business Creative,
Inc. in Washington, D.C. The stated goal of the newsletter is to "make it
easier for American, Russian, and other CIS companies to develop seccussful
commercial relationships". Although NEW MARKETS covers all kinds of
business, its special focus is on small and mid-sized companies.

What is truly unique about this newsletter is that it tries to approach
business subjects in a positive and creative way, avoiding dry "business
language" making the newsletter easy to read and comprehend. You will
rarely see any second hand articles or info. You also won't see any of the
typical "downer" articles commonly seen elsewhere these days. Most articles
are written by those actually doing successful business with the Russian or
East European regions, and the writers names and addresses are given so
they can be contacted for more in depth discussion if necessary.

Recent issues covered subjects like starting a contracting business in
Russia, what is needed for market entry, the business of religion, Russian
advertising, how to get along socially, food traditions, negotiating, the
internet in Russia, Russian accounting oddities, a popcorn business,
choosing the right kind of business for Russia, transportation, and regular
columns covering many first hand experiences and advice from experts.

This is a serious publication put together by professionals. The editor,
Keith Collins, President of IBCI, is a former editor with The Christian
Science Monitor. The Associate Editor is Irina Smetannikov, who was a
reporter for Izvestia and other Russian publications as well as a Moscow
Television newsmagazine co-host. NEW MARKETS is written with a network of
correspondents and business practitioners in the U.S., Russia and other
countries. IBCI's international contacts and relations with Russian and
other embassies in Washington has enabled it to keep on top of the latest
international business developments and provide first rate info to its
readers.

SPECIAL OFFER!!
===============

Mr. Collins has authorized me to offer a special discount on this
newsletter to my acquaintances on the internet. I strongly believe this
publication can be of use to many of you folks, and so I have agreed to
pass this info on as a courtesy. Mr. Collins has offered to give a $5.00
DISCOUNT on the normal annual subscription rate to anyone who requests a
subscription BEFORE THE END OF 1996, as long as you mention my name
[Douglas Keene], and the location where you read this [Friends & Partners].
Back issues are also available upon request. I have heard that there are
many new features coming in 1997 to make this publication even more
interesting, so my advice is to sign up now so you don't miss a single issue.

You can contact NEW MARKETS at:

USIA--OCE--NIS Secondary School Initiative School Linkages Program

SPONSOR: United States Information Agency

SYNOPSIS: Support is provided for public and private non-profit organizations
to conduct exchanges through school linkage programs to include an exchange
of students and an exchange of teachers and administrators with countries
of the Newly Independent States (NIS) of the former Soviet Union. The maximum
award will be $400,000. Cost sharing is required.

DEADLINES: 01-31-1997

OBJECTIVES: The sponsor provides support to conduct exchanges through the
multiple secondary school linkage program with countries of the Newly
Independent States of the former Soviet Union. The countries are Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia,
Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.

The short-term goal of the school linkage program is to provide partial
funding for linkages between U.S. and NIS schools featuring student and
educator exchanges for the purpose of collaborative substantive projects.
Grant funded exchanges must have a thematic focus and have tangible
outcomes (e.g. educational materials). The long term goals are to:
advance mutual understanding between the U.S. and the NIS; develop lasting
institutional ties between U.S. and NIS schools and communities; and
promote U.S. government/private sector cooperation by supporting linkages
which hold promise for sustainability beyond the grant term and serve the
needs and interests of the schools. The linkages between networks of
secondary schools in the U.S. with networks of schools in the NIS must
establish ties between the schools in the network through two sets of
exchange program; the exchange of secondary school educators between the
U.S. and NIS countries; and the exchange of secondary school students, from
14 to 18 years of age, between the U.S. and participating NIS countries.

The recipient of the grant is responsible for recruiting / selecting /
organizing a minimum of three U.S. secondary schools to form the U.S.
network, strengthening an existing working relationship with an
organizations or agency of government in the NIS responsible for a network
of schools there, and linking the two networks through substantive exchange
activities.

RESTRICTIONS: Eligible applicants are public and private nonprofit
organizations. Proposals that successfully address the following factors
will receive priority consideration: all school linkages must clearly
describe and define substantive thematically based projects that are the
focus of the exchange for both students and educators; significant
cost-sharing (mandatory for all proposals); and proposals that clearly
present independent educator programs for teachers/administrators.

The maximum grant award will be $400,000. Awards to organizations with
less than four years of experience conducting international exchange
programs will be limited to $60,000. In Russia, priority will be given to
exchanges outside of the cities of Moscow and St. Petersburg regions.
Programs in Ukraine must have a Ukranian partner organization that has its
base of operation in Ukraine and not in another country. Cost sharing is
mandatory. Individual schools that have received sponsor funding under the
NIS Secondary School Initiative for a total of three years are not eligible
for sponsor funding for participant travel costs, per diem, or allowances
under this program.

Application forms and guidelines are available. Please refer to program
