Dear Friends,
We are introducing a slight change in this issue of the digest. We have

centrury, they came to Maxwell Street in Chicago -- a big market area. We
are trying to save parts of the old Maxwell Street area as a historic
preservation district to honor Russian, Jewish, African-American, and
Hispanic immigrants since the area was an important port-of-entry for all
three groups. We are getting support for this from Hillel houses, American
Jewish Archive, Center for the Study of Southern Culture, Delta Blues
Museum, and many other places all over the world.

SYNOPSIS: Support is provided for public and private non-profit organizations
to conduct exchanges through school linkage programs to include an exchange
of students and an exchange of teachers and administrators with countries
of the Newly Independent States (NIS) of the former Soviet Union. The maximum
award will be $400,000. Cost sharing is required.
DEADLINES: 01-31-1997
OBJECTIVES: The sponsor provides support to conduct exchanges through the
multiple secondary school linkage program with countries of the Newly
Independent States of the former Soviet Union. The countries are Armenia,
Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia,
Tajikistan, Turkmenistan, Ukraine, and Uzbekistan.
The short-term goal of the school linkage program is to provide partial
funding for linkages between U.S. and NIS schools featuring student and
educator exchanges for the purpose of collaborative substantive projects.
Grant funded exchanges must have a thematic focus and have tangible
outcomes (e.g. educational materials). The long term goals are to:
advance mutual understanding between the U.S. and the NIS; develop lasting
institutional ties between U.S. and NIS schools and communities; and
promote U.S. government/private sector cooperation by supporting linkages
which hold promise for sustainability beyond the grant term and serve the
needs and interests of the schools. The linkages between networks of
secondary schools in the U.S. with networks of schools in the NIS must
establish ties between the schools in the network through two sets of
exchange program; the exchange of secondary school educators between the
U.S. and NIS countries; and the exchange of secondary school students, from
14 to 18 years of age, between the U.S. and participating NIS countries.
The recipient of the grant is responsible for recruiting / selecting /
organizing a minimum of three U.S. secondary schools to form the U.S.
network, strengthening an existing working relationship with an
organizations or agency of government in the NIS responsible for a network
of schools there, and linking the two networks through substantive exchange
activities.
RESTRICTIONS: Eligible applicants are public and private nonprofit
organizations. Proposals that successfully address the following factors
will receive priority consideration: all school linkages must clearly
describe and define substantive thematically based projects that are the
focus of the exchange for both students and educators; significant
cost-sharing (mandatory for all proposals); and proposals that clearly
present independent educator programs for teachers/administrators.
The maximum grant award will be $400,000. Awards to organizations with
less than four years of experience conducting international exchange
programs will be limited to $60,000. In Russia, priority will be given to
exchanges outside of the cities of Moscow and St. Petersburg regions.
Programs in Ukraine must have a Ukranian partner organization that has its
base of operation in Ukraine and not in another country. Cost sharing is
mandatory. Individual schools that have received sponsor funding under the
NIS Secondary School Initiative for a total of three years are not eligible
for sponsor funding for participant travel costs, per diem, or allowances
under this program.
