On January 30 and 31, the Center for International Development
Research (CIDR) at Duke University will co-host an international
conference on "Tax Reform in Russia: Critical Issues for American
Businesses and Investors." The conference, to be held at Duke's
Sanford Institute of Public Policy, will feature keynote address-
es by the two principal authors of Russia's new tax legislation
and sessions with experts from business and academia.
Sergei Shatalov, the Deputy Minister of Finance of Russia, and
Alexander Pochinok, chairman of the Subcommittee on Budget and
Taxation of the State Duma, will kick off the first day of the
conference, focusing on Russian tax policy and reform after the
election. The second day of sessions will deal with taxation of
investment in Russia, international capital transfers, and other
practical issues.
The goal of the conference is to provide a comprehensive view of
the Russian tax system as it exists today and as it is likely to
exist in the future. Registration is open to policy analysts,
government officials, executives who are doing business in Rus-
sia, lawyers and accountants who are advising them, and others
who are concerned with economic policy in Russia.
Discussions will include not only senior Russian officials, but
also representatives of the international organizations who are
advising the Russian government and playing an active role in
shaping future tax policy. Featured speakers will include:
* Julia Mozharenko, a legal advisor to the U.S. Government Tax
Assistance Project now based at the Sanford Institute of Public
Policy;
* Mark Degler, a tax policy advisor to the Russian Federation
from the U.S. Department of the Treasury;
* Joel McDonald, Moscow Resident Director of the Russian Tax
Reform Project of the Harvard Institute for International
Development;
* Charles McPherson, who is Senior Energy Advisor at the World
Bank; and
* Victoria Summers and Emil Sunley of the Fiscal Affairs Depart-
ment, International Monetary Fund.
Observers of the Russian economic reform process who are based at
various universities will also speak. Academic presenters will
include:
* Michael Newcity and William Ascher from Duke;
* Charles E. McLure, a Senior Fellow at Stanford University's
Hoover Institution;
* Jorge Martinez-Vazquez, Associate Director of the Policy Re-
search Center at Georgia State University; and
* Paul Stephan of the University of Virginia School of Law.

I have written before that a study trip to Paris-Brussels can be organized
from 6-22 June to examine political & economic changes in the European
Community. The tentative program is below. It is open to all adults.
Many institutions have agreed to cooperate: University of Paris VIII, the
OECD, the European Union, an educational farm in the Jura mountains, etc.
HOWEVER, this is one of the busiest times of the year. These institutions
need confirmation that a group will really come. This is of special
concern for the places we would live. In particular, the residence in
Brussels where we'd spend four nights will only hold an option on space
until the end of December.
If the idea is attractive to you, please contact me without delay BY E-MAIL
for details.
(It is possible to attend Moscow study trip before or after in order to
compare the transition in Russia.)

Draft Paris Study Trip Schedule
Saturday: Arrive in Brussels, TGV to Paris. (People on the May Russia trip
arrive in Brussels from Moscow. Those participating in the Paris program
joint the others. UK participants could go directly to Paris.)
Sunday: Get acquainted with each other, the city and public transport.
Monday-Friday mornings: Sessions with invited speakers. Topics include the
political and economic situation (especially the unemployment crisis) in
France, immigrant labor and nationalism, urbanism and the future of Paris,
the social "fracture," etc.
Monday-Friday afternoons: Free afternoons to visit Paris sites and two
afternoons with planned field activities. At least one pre-reserved
evening cultural event. If possible, an evening meeting with immigrant
workers (African/North African).
Saturday free.
Sunday: TGV to the Jura mountains near the Swiss border. Installation at
the"educational farm," Le Souleret. Visit the farm, meet the staff, dinner
and mutual introductions. The farm raises goats for cheese and produces
other food for its own consumption. It brings children, youth groups and
adults for recreational visits (skiing in winter) and to participate in the
farm's life. It also organizes seminars on political and economic
subjects, sets up international study trips and has helped establish
similar centers in Africa and Spain (plus an attempt in Russia...).
Monday-Tuesday: Program presenting rural, industrial and touristic aspects
of the region (visits, meet with farmers, and so on), time to participate
in farm work, ride horseback and other recreation, etc.
Wednesday: TGV to Paris. Afternoon seminar at OECD. TGV to Brussels.
Thursday-Friday: Seminars at European Union and NATO. Other visits and free
time in Brussels.
Saturday: part free, train trip to Bruges in the afternoon.
Sunday departure for home or, for those going on the June Russia study
trip, to Moscow.

than 30 countries in the former-Soviet Union and Eastern and Central
Europe. Members represent all strata of society -- writers, students,
journalists, parliamentarians, professors, lawyers, artists, union organizers,
and feminist activists.
NEWW's overarching goal is to support the formation of
independent women's movements. Its primary objective is to increase the
capability of women and women's NGOs to intervene effectively on policy
regarding women's lives. NEWW's members have agreed to a set of common
principles emphasizing the importance of women's full participation in
all aspects of public life; their right to reproductive choice; and
their rights to be free from discrimination, violence, racial and ethnic
hatred, and censorship.
NEWW coordinates projects, ad hoc committees, training
workshops, consultations, conferences, and informational exchanges that
reflect the programmatic areas its members have identified. At present, the
program areas are:

*conflict in ex-Yugoslavia
*gender scholarship
*reproductive rights
*violence against women
*health & environment
Our current projects include:
NEWW On-Line is an electronic communications network that
links women's NGOs in the former Soviet Union, East and Central Europe,
Western Europe and the United States in an effort to maximize
informational exchange, develop technical and institutional building skills,
coordinate research and activist projects, and influence policy decisions.
The East-East Legal Coalition (EELC) examines and monitors the
legal impact of the post-communist transition on women's lives. Women's
rights lawyers from fourteen countries in the former Soviet Union and
Central and Eastern Europe organized this legal reform, advocacy, and
outreach network in an effort to articulate and enforce laws and policies
that strengthen women's legislative status and sense of citizenship in their
respective countries.
The On-Line Legal Resource Service (OLLRS) provides women's
NGOs with electronic, informational resources on a variety of topics
pertinent to rule of law in FSU and CEE, including feminist legal theory,
media, labor issues and violence against women.
The Self-Defense Instructor Training Program provides Russian
women self-defense instructors with advanced trainings to improve their
physical demonstration skills, to organize self-defense workshops for
women in cities and towns throughout Russia, and to empower women
physically and psychologically.
The "Best of the Season" Electronic Bulletin, published both
electronically and in hard copy, in English and Russian, summarizes the
information and discussions on NEWW's electronic conferences and is
distributed quarterly by On-Line participants and via Internet.
Trainings and Consultations -- NEWW provides trainings and
consultations in e-mail (technical and resource oriented), NGO
management (membership and constituency building), fundraising
(proposal writing, locating domestic sources of funding, etc.), advocacy
(how to use international activism in national work, working with
government authorities), networking with other NGOs.
We invite students to participate in a one- or two-semester
internship to assist in the implementation of NEWW's various projects.

Subject: election observation in Belarus and Russia
Dear fellow listreaders!
Since 1993 the International Discussion Club runs a programme of
international election observation.
The observers mission of the International Discussion Club have been in
Minsk during the famous referendum on November 20 - 25, 1996. We were
concentrated at the issues of the election procedure and technique, not at
the political affairs.
We had a chance to visit polling stations, to talk to local politicians,
juornalists, NGO activists.
We notice the following:
* the present electoral legislation do not allow the domestic observers
to receive the copy of polling stations final protocols.
* the local and regional protocols will not be published in press.
This makes the presence of the local observers at the polling
stations during the voting day useless and do not allow to make a
parallel vote counting. Hence, the presence of both local and
international observers at the polling places is just a decatration
and has nothing to do with transparancy of the election procedure.
We have noticed that the governmental media have supported the
proposals of Mr. Lukashenko and do not give the equal opportunity for
the agitation for the Parliament's draft. We have noticed the total
lack of information and awareness of the Parliament by-elections.
The general conclusion is: the voting in Minsk was made in
accordance with the present electoral legislation (On Referendum, of
June 13, 1991, On Deputy Elections, of October 27, 1989, corr.
September 7, 1995), but these laws itself are not good enough.
Unfortunately IDC observers did not work in other places, but we
were informed about serious irregulations in province.

and Duma by-elections in Tula Oblast, Russia on February 9, 1997.
