Dear friends,

I have just returned from 11 weeks of travel through China, Russia,
Czech Republic and Romania where we have been working on some
interesting new developments with Friends and Partners.  This new work
will be described in an upcoming "trip report" -- to be posted in the
next week or two on the F&P Web site.  Natasha and I are also finishing
a 'planning' web site in which we describe hopeful future direction of our
work - particularly as it relates to "community networking".  We will be
discussing this with you in an upcoming digest.=20

more than one, but he pointed it out to us when we visited an area where

i have found some help pages which relate specifically to netscape
navigator and i have downloaded some zip files - all with no success

microsoft sites seem to be crammed full of self promotion and free
downloads of internet explorer. the only support they offer would
appear to be 'how to purchase microsoft products', not 'how to make
our products work properly once you have them'.

i have already e-mailed somebody on the internet who replied rather
curtly that his organization only supports netscape navigator.

can you guys help me?  MNYE NUZHNO POMOSHCH!!

OUR HISTORY

=A5In September 21, 1988 after a three week of hunger strike by Khachik
Stamboltsyan, one of the leaders of All Armenian Movement, Gtutiun Armenian
Charitable Union, was officially allowed to become Armenia's first
non-governmental organization since Stalin's closing of such charities in
the Soviet Union. In December 14 1988 Stamboltsyan was arrested. Gtutiun
was re-activated in June 1989 when Stamboltsyan was discharged from prison
in Moscow and was allowed  to return his homeland.
=A5Gtutiun is a Christian organization. Our members are believers of Armeni=
an
Apostolic Church.
=A5Previously, Gtutiun was primarily funded through contributions. Nowadays=

the organization  is mostly self financing.

RUSSIA--(1) Implementation of Intellectual Property Rights--the sponsor is=

interested in proposals that: (a) assist the Russian legal community to=20
examine how an IPR case would be handled within the Russian court system;=
=20
(b) expose Russian legal experts and others associated with IPR issues=20
(such as officials of state copyright agencies) to the practical side of=20
enforcement of IPR in the United States; (c) establish specialized training=
=20
for judges who will try IPR cases; (d) contain a public education dimension=
=20
effort to reach Russians who will have to deal with IPR issues=20
professionally; (2) US-based Internships for Russian Journalists and Media=
=20
Managers--the sponsor is interested in proposals for journalistic training=
=20
and management for Russian regional media organizations (Moscow and St. =20
Petersburg are excluded).  Journalistic training in basic skills and=20
concepts could include: effective writing, investigative reporting,=20
objectivity, the clear labeling of editorials and opinion pieces,=20
intellectual property issues and ethics.  Media management training (both=
=20
print and electronic) should focus on management of media as a business:=20
management techniques, desk top publishing, advertising, marketing,=20
distribution, personnel, public relations, and the financial benefits and=
=20
pitfalls of journalistic advocacy.

RUSSIA AND UKRAINE--(1) Staff Exchange between the United States Congress=
=20
and the Russian Parliament (Duma) and Federal Assembly and the Ukrainian=20
Parliament (Rada)--the sponsor is interested in proposals from American=20
organizations to provide organizational support in Washington, DC for an=20
annual exchange of congressional and parliamentary staff between the US and=
=20
Russia and between the US and Ukraine, based on the Congress-Bundestag=20
model developed by Germany and the US. The program would provide an annual=
=20
opportunity for two congressional staff delegation visits to Russia and=20
Ukraine and one delegation visit each for Russian and Ukraine.  Each=20
delegation would number 5-10 staff members who would have a chance to=20
observe and learn about the workings of the other's political institutions=
=20
and convey the views of members on both sides on issues of mutual concern. =
=20
Russians and Ukrainians will be programmed separately (i.e., no mixed=20
groups).  The length of each exchange would be approximately two weeks.

UKRAINE--(1) Constitutional Project--the sponsor is particularly interested=
=20
in proposals to support the new Constitutional Court in Ukraine, which was=
=20
created under the new constitution.  Priority will be given to proposals=20
that establish a dialogue with policy makers, government officials, and=20
educators on the meaning of a constitutional form of government and its=20
practical ramifications for governing at national and local levels.  The=20
sponsor encourages proposals for organizations to develop specific=20
materials in Ukrainian and conduct in-country seminars in partnership with=
=20
Ukrainian institutions to promote public understanding of the new=20
constitution and its implications for Ukrainian society.

UZBEKISTAN--(1) Exchanges and Training for Working Journalists-- priority=
=20
consideration will go to proposals for working journalists, particularly=20
those covering economic issues.  Acquisition of news gathering and=20
reporting skills should be emphasized, along with other important skills=20
such as effective writing, investigative reporting, objectivity, the clear=
=20
labeling editorials and opinion pieces, intellectual property issues and=20
ethics.  US-based practical internships for journalists with a working=20
knowledge of English are encouraged.

RESTRICTIONS: Eligible applicants are public or private non-profit=20
organizations.

MONETARY: USIA will give preference to applications that request less than=
=20
$80,000 and include cost-sharing.  Organizations with less than four years'=
=20
experience in conducting international exchange programs may request up to=
=20
$60,000.

SYNOPSIS: The United States Information Agency is inviting applications to=

develop partnerships with foreign higher education institutions in=20
designated fields and themes in the humanities, arts and social sciences.

DEADLINES:  1997-01-17  =20

OBJECTIVES: Projects are solicited which promote democracy building and=20
human rights and reinforce U.S. interests overseas.  U.S. interests are=20
most secure in a world where accountable governments and rule of law=20
strengthen stability and project both political rights and free market=20
economies.  Within this context, Affiliation projects under Theme I should=
=20
help build democratic institutions, promote civic education, and increase=
=20
expertise in the rule of law and the administration of justice through=20
faculty and curriculum development, teaching and lecturing, and outreach. =
=20
It is anticipated that college and university faculty, administrators, and=
=20
students involved in cross-cultural democracy-building partnerships will=20
generate ideas and projects which will contribute to modernization and=20
reform in the university community, public policy arena, NGO's, and the=20
private sector.  A sub theme falls under this program: Civics Education --=
=20
USIA has a particular interest in reviewing proposals whose goal is to=20
nurture the culture of democracy by focusing on the role of civics=20
education in a democratic society.  A linkage project incorporating a focus=
=20
on civics education might include topics and issues such as the philosophy=
=20
of democratic institutions; the philosophy and goals of public and private=
=20
education; the role of citizen behavior and social responsibility in a=20
democracy; the role of volunteerism, public interest groups, and major=20
players such as public and private schools, government, religious=20
institutions, public libraries, private organizations, and parents.  A=20
civics education linkage might also address political practices such as the=
=20
balance of individual rights and group rights; reconciliation and=20
compromise within the demoncratic process; and the philosophy of majority=
=20
rule and minority rights.  Projects in civic education may combine one or=
=20
more of the following academic disciplines in order to pursue an=20
affiliation whose objectives are those of the overall College and=20
University Affiliations Program, namely teaching, lecturing, faculty=20
development, curriculum development (e.g., for teacher training),=20
collaborative research, and outreach (e.g., community outreach).  The=20
academic disciplines are as follows: law (including conflict resolution,=20
intellectual property rights); political science, government, public=20
policy, public administration, journalism, and communitcations; higher=20
education, higher education administration, U.S./ area, ethnic, and=20
cultural studies (in combination with one or more of the academic=20
disciplines).

RESTRICTIONS: Accredited two- and four-year higher education institutions,=

including graduate schools.  Secondary partners may include nonprofit=20
