I am looking for an expat in Moscow who has competed in debates in high
school or college and would be willing to coach a team of Russian students
who have studied in the US for one year.  

The Freedom Support Act Secondary School Program (FSASSP) sends students
from all over the NIS to study in US high schools and live in
American families for one year.  The American Council of Teachers of Russian
(ACTR) which administers this program also provides follow-
on services to the students when they return.  The Moscow FSA "Alumni Club"
is very interested in competing in debate tournaments with
similar clubs in other cities, and the alumni  would like assistance from
someone with experience. 

The time commitment can be as little as once a month or as much as once a
week, depending on the person who wants to help. If interested, please

Please,  help me to spread among interested  audience  especially
among Central Asian countries - Kazakstan, Kyrgyzstan,  Mongolia,
Tajikistan,  Turkmenistan, Uzbekistan - the  following  announce-
ment:

A  new  project that I hope is offering some good  prospects  for
joint work, is already to be put on-line.

Its  basic idea is that with the Internet, there has come a  pro-
liferation  of  information. The problem is there is  still  very
little  credible analysis and condification. Now you  can  easily
tap  into news sources around the world, but you can hardly  find
what are the in depth reasons behind the headlines. And that  is,
namely, what we want to provide.

At  present,  we are trying to put together a list  of  potential
experts from around the world who specialize in some topic relat-
ed  to international affairs and national security. These can  be
regional or country analysts, as well as experts on some particu-
lar  topic such as terrorism. Once we have this database  of  ex-
perts in place we will attach it to our web site.

Analysts  will be asked to provide news stories (not reported  in
the  Western Press), as well as analytical pieces on a  topic  of
their choosing. The Web Site will provide a venue for  displaying
their  scholarship.  Their  information, however,  will  only  be
accessible for a fee, part of which will be given to the  expert.
Therefore, if a major news event unfolds, such as the bombing  of
the  US  base in Saudi Arabia, we will have an expert  either  in
country or within the region who can provide more detailed infor-
mation,  as  well  as background analysis.  In  this  case,  that
expert  could expect to make a good profit from his work  because
it is a hot topic and will be accessed extensively by newspapers,
companies doing business in the region and other analysts.

In addition, this database of experts could be used as the  basis
of a worldwide consultancy company. There will be a request  form
on  the Web Site where a user can request expert assistance on  a
topic. For a fee, we will put that user in touch with an  expert.
The expert then could negotiate a fee for his services. This  has
enormous  potential because it would give multinational  corpora-
tions, who have capital, a central location to seek out  in-coun-
try  assistance.   We  have already talked to a  number  of  such
corporations  (banks, investment and development  firms,  etc...)
and  they  all agree that such a service would be  invaluable  to
their business and used extensively.

One  thing that will help sell this idea to investors will be  an
established data-base of experts committed to providing the above
mentioned  services.  At this stage I am getting  in  touch  with
colleagues throughout Eastern Europe (or anywhere else),  letting
them  know the idea, and that I would like to hear from  them  if
they  would be interested in being a part of this  database.  Our
goal is to have an expert in every country. This will most likely
take  at  least two years, but you have to start  somewhere.   Of
course,  the Web Site will start when we get the money, not  when
we have all the experts on board. This will be, for at least  two
years, a work in progress.

We  dispose  already  of some financial support to  help  us  get
started,  and  we already have several  companies  interested  in
subscribing to our service when we get established. This means we
will be looking for contacts around the world who can do contract
work.  This means that the institute we are proposing  to  create
(tentatively called "The Center for Current International Politi-
cal Analysis") could possibly be up and running by the  beginning
of  next year. This being the case, we need all involved to  work
as  hard as possible in gathering potential scholars and  experts
from around the world who could make up the database of worldwide
contacts, which will form the basis of the company. We are  look-
ing for people to fill the following roles:

1) Correspondents:   will be in touch with the company on a  con-
   stant  basis. Will report on the politico-military affairs  in
   their  country on a regular (at least weekly) basis.  Will  be
   responsible for keeping directory information up to date.

2) Experts:  occasional contributors, who will lend their  exper-
   tise when needed.

If  you  are interested in this project, please, let me  know  as
soon as possible, and we'll go forward with the details. I can be

LISTSERV_) maintained for those interested
in_detailed_and_extensive_information_ about Belarus.

This list is intended to go alongside with other Former Soviet Union and
Eastern Europe related lists and groups that provide general information
about that region. MAGIC NEWS disseminates _more_in-depth,_ and_ specific_
information, commentaries, and briefs on political, economic, Human Rights
situation, or any other issues in Belarus, which can be of interest to its
members. The list provides timely and up-to-date coverage of events in
Belarus.

This information comes from western, Belarusian, and Russian news sources.
Most of them cannot be found otherwise or available only through tedious
search on the NET or in mass media. Members of the list _share_ information
with each other as on any other list for _personal_non-commercial_ use_.

BELARUS MAGIC NEWS is _a_high_volume list_ (2-3 bulletins a day) and many
of the issues may have _considerable_size_(around 30 kB) due to detailed
nature of the list. No discussions take place on it, since it _only_
distributes_ information. Belarus related discussions take place on BELARUS

Hello, everyone!  This message is extremely important.  It
is about a very highly intelligent virus that is being
spread nationwide called "Good Times". Once you have read
this message, please forward to anyone you care about.

SUBJECT: [Very Important  !!! ]

There is a computer virus that is being sent across the
Internet. If you receive an e-mail message with the subject
line "Good Times", DO NOT read  the message, DELETE it
immediately.  Please read the messages below. Some
miscreant is sending  e-mail under the title "Good Times"
nationwide, if you get anything like this, DON'T DOWN LOAD
THE FILE! It has a virus that rewrites your hard drive,
obliterating anything on it.

Please be careful and forward this mail to anyone you care
about.

The FCC released a warning last Wednesday concerning a
matter of major importance to any regular user  of the
Internet. Apparently a new computer virus has been
engineered by a user of AMERICA ON LINE that is
unparalleled in its destructive capability. Other more
well-known  viruses such as "Stoned", "Airwolf" and
"Michaelangelo" pale in comparison to the prospects of this
newest creation by a warped mentality. What makes this
virus so terrifying, said the FCC, is the fact that no
program needs to be exchanged for a new computer to be
infected. It can be spread through the existing e-mail
systems of the Internet.  Once a Computer is infected, one
of  several things can  happen. If the computer contains a
hard drive, that  will most likely be destroyed. If the
program is not stopped, the computer's processor will be
placed in an nth-complexity infinite binary loop -which can
severely damage the processor if left running that way too
long.


Unfortunately, most novice computer users will not realize
what is happening until it is far too late. Luckily, there
is one sure means of detecting what is now known as the
"Good Times" virus. It always travels to new computers the
same way in a text e-mail message with the subject line
reading  "Good Times". Avoiding infection is easy once the
file has been received simply by NOT READING IT! The act of
loading the file into the mail server's ASCII buffer causes
the "Good Times" mainline program to initialize and
execute.

The program is highly intelligent- it will  send copies of
itself to everyone whose e-mail address is contained in a
receive-mail file or a sent-mail file, if it can find one.
It will then proceed to trash the computer it is running
on.

The bottom line is:  - if you receive a file with the
subject line "Good Times", delete it  immediately! Do not
read it"  Rest assured that whoever's name was on the
"From" line was surely struck by the virus. Warn your
friends and  local system users of this newest threat to
the Internet! It could save them a lot of time and money.

The purpose of our forthcoming scientific mission in USA is
to develop joint research projects on epidemiology of aging and
longevity and to submit them for funding.

We would like to use this lucky chance and to visit some other
gerontological, epidemiological  and demographic centers in USA after the
workshop, to present our new scientific results and to discuss the
opportunities for scientific collaboration.

The annual VladiROCKstok International Music Festival made its successful debut
last month in Vladivostok, Russia.
Vladivostok is on the rock and roll map.After more than a year of planning,
the dreams of the VladiROCKstok organizers became a reality last month when
Russian legends DDT and Aquarium joined Seattle stars Goodness and Supersuckers
and seven of the Far East's hottest acts for a memorable 11-hour music festival
at Vladivostok's Dinamo Stadium.
)From the first notes of Vladivostok's own Voskresnaya Ploshadka in the morning,
the concert spirit was in the air.It grew throughout the local performances,
and then reached a daytime high when Aquarium closed out the first set of the
concert with one of it's strongest performances in recent history.
Thousands of young front-row fans then donned foam hands and threw their fists
in the air to the music of the Supersuckers, debuting as the first U.S. rock
band in history to play at a msuc festival before a Russian Far East audience.
Goodness, which has gained a significant amount of popularity among
Vladivostok's music lovers, continued with a memorable ninety minutes of power
pop, anchored by the searing vocals of lead singer Carrie Akre.
Perhaps the entire essence of the concert was felt best during the 2-hour
performance of DDT as the sun set in the background of the Sea of Japan.After
rousing renditions of "Homeland" and "That's All", Yuri Shevchuk, lead singer of
DDT, addressed the crowd with the words we had all been hoping to hear: "See you
all at VladiROCKstok '97!"

Feature Stories:
"Come on down to the stage when you can hear us better."Having received the on
stage blessing ofVladivostok mayor Konstantin Tolstoshein, Boris Grebenshikov
invited the grandstand audience to the area in front of the stage.Fans
immediately began streaming towards the front stage area ans soon settled in
comfortably in the "front rows". Actually the "open the floodgates" decision was
made after the joint efforts of DDT, Aquarium, the concert organizers and local
political leaders to convince the security forces to allow it. The fans of
Vladivostok proved their worthiness by enjoying the festival without a single
major incident.

To the utter delight and surprise of Vladivostok's music fans, all four visiting
groups made appearances at the BSB Club, the only live-music rock club in the
city, at different times throughout the weekend. Yuri Shevchuk of DDT relaxed
with a cup of coffee and talked it up with the fans.The Seattle-based
Supersuckers made their debut appearance of Friday evening, after the official
festival banquet, and Goodness followed suit with another strong performance.
After the VladiROCKstok concert, Aquarium's Boris Grebenshikov made a surprise
appearance and performed an inspired set in front of hundreds of adoring fans.
The BSB atmosphere was a perfect example of how accessible all the visiting
groups made themselves throughout the festival.

Concert News Briefs:
-While the audience size varied through the 11-hour festival, the crowd peaked
at approximately 7,500 during the DDT concert set.The weather could not of
been more ideal for the event with sunny skies and a warm gentle breeze coming
in from the sea.
-Journalists representing CBS, MTV Europe, Rolling Stone and Spin were on hand
to witness and cover this historic event.Coverage of the event spanned across
the continents from Russia, the U.S., Korea, Japan and Western Europe.
-The Vladivostok branch of the worldwide Hari Krishnas provided exquisite
catering services for the bands and sponsors during the event and even baked a
100-kg "Peace Cake" which they presented to the bands at the farewell gathering
on Sunday night.
-A Bolshoye Spasibo goes out to the Friends of the Earth team who arranged tours
for the bands and sponsors to enjoy the scenic beauty of the Primorye with trips
to the surrounding taiga and to Rikkord Island Nature Preserve on the day after
the event.
-Two winners of the KNDD ("The End") Seattle radio giveaway received free trip
packages to join the Seattle entourage for the event.
-SubPop records founder Bruce Pavitt and his team enjoyed their visit to the
capital of the Primorye, possibly discovering the talents of the thriving music
scene of the Far East.
-Illustrating the international significance of the festival, Primorye Governor
Evgeni Nazdretenko received a congratulatory letter in honor of the festival
from Washington State Governor Mike Lowry and his representatives present during
the event.
-VladiROCKstok '96 was proud to have strong corporate sponsorship from over 15
international companies including the presenting sponsors, Washington Apple
Commission and Alaska Airlines.
-The Primorski Children's Fund played the roles of organizer, sponsor and
beneficiary. In addition to participating in festival fund raising efforts, the
Fund's leaders saw to it that more than 200 children from the local orphanages
received tickets for the event. The Washington Apple Commission and the U.S.
Pear Bureau also donated several cartons of fruit to the orphanages supported by
the Children's Fund.

For the past several years, the Open Society Institute andSoros
Foundationhasbeen sponsoring the publication of anumberof
textbooks for schoolchildren in Russia.

In1995and 1996 we have published a total of36titles.The
specific aim of this project is to take steps towardsovercoming
thehuge shortage of textbooks in this country - a numberesti-
mated to be at least in the tens of millions - as well as encour-
agingthe publication of books that speak to thenewsituation
here in Russia.

As you know, many of the books still used in Russia are very old,
both physically and in outlook. The new title for the projectis
"UchebnayaLiteratura Novovo Pokoleniya," which accuratelysums
up the purpose (the old title was "Novie Knigi - RossiskimScho-
lam").Manyofthese books are of the typethatwerenever
beforepublished here, and are designed to fill in crucialgaps
in available educational materials in:

* history * psychology
* political theory * the arts
* philosophy * literature (prose and poetry)
* economics* civics
* ecology

Themajority of the books are for higher classes, but thereare
alsoa number for younger students, and several forveryyoung
children.Their publication was carried out in associationwith
theRussian Ministry of Education.Several of them areonthe
Federalnyi Komplekt.The books are all in Russian and written by
Russian experts - with one exception - and they are all published
by Russian publishing houses.

Anothergoal of the project is to support publishinghousesin
Russiasothat eventually they won't need our helptopublish
thesekinds of books.We want to turn the books into a"backl-
ist" and get them into the schools year after year, withupdates
andreissues as necessary. But first it's necessary to getthem
out to the schools.

Book distribution systems are haphazard at best here, and weare
working to find other ways of getting the books into the schools.
First,weneed to get the information hat they existintothe
hands of teachers, parents, and school administrators.

Thisis where your expertise might be able to help. Iwouldbe
veryappreciativeof any insight, information, andadviceyou
mightbe able to offer on ways to get the booksdistributedin
your area.Also, if you know of places -schools, institutes,or
other organizations that are involved in education - that maybe
interested in buying the books, I would also be glad if you could
pass that on.
