Dear Listreaders:

I would like to draw your attention to the issue of upcoming political
events in Belarus. Briefly, there is a treat of changing the
Constitution without any voting. Or, if the voting will take place
there is a treat of frauds and falsifications.

I apply to all who it may be concern, to support the democracy in
Belarus and to join the international electoral observers team on the
voting day (November 7th, or/and November 24th).

The Belarusian electoral legislation allows "the observers from other
states and international organizations" to attend the polling stations
and electoral commission sessions. (See Article 7, Decree on Deputies
Elections from 27/10/1989). So, the election observation is absolutely 
legal, non-partizan action.

International Discussion Club (IDC) will carry out a political seminar
before the elections, will provide the proper accreditation and other
support (visa, etc.). The IDC has a good experience in international
election observation in Russia (1993, 95, 96) and we want to invite as
many participants as possible to join the observation in Belarus.

Briefly, the current political situation is:
Parliamentary by-elections are scheduled at November 24.
President Lukashenko wants to carry out a referendum on changing the
Constitution on November 7. Parliament stands for the referendum and
by-elections on November 24. Recently Mr. Viktor Gonchar, chairman of
the Central Election Commission of Belarus said, that the Central
Election Commission is not able to carry out the referendum in
November (neither on 7th, nor on 24th) "as the executive power
sabotaged the preparation and do not give money for it".

Nevertheless, I guess, that the elections will definitely take place
soon or later. We should be "Standby".

P.S. We also invite International observers to attend Regional
elections in Russia this winter.

In my Friday mail I've announced an international political seminar
devoted to the elections in Belarus to be held in Minsk on November
16-26. The participants of the seminar will get a unique chance to
became official international observers at the by-elections and
Constitutional Referendum.

President of Belarus Lukashenko agreed Saturday to present
his referendum and version of the Constitution on the same day as
Parliament by-elections, on November 24.

So, the date of voting is fixed. First applications for accrediting of
the IDC international observers were delivered to the Central Commission
on Elections of Republic of Belarus. Join us!

Hello F&P,

SPL WorldGroup, the company I work for, is looking for algorithms/programs
for Russian text analysis. We are especially interested in replies from 
Moscow and SPb universities, Poushkin's House, and similar institutions.

SPL has developed a sophisticated text retrieval system called InterText: 

http://www.spl.co.il/tql/tqlmain.html 

The system performs full text analysis and retrieval using TQL - Text 
Query Language. It finds not only exact matches of strings and substrings 
but also all occurrences of words with the same root, and synonyms. 
Moreover, it recognizes commonly misspelled words. 

Supported text formats include ASCII, HTML, RTF, MsWord, and a few more.

Currently, InterText works with English and Hebrew languages, and is being 
ported to Thai. 

We plan to write InterText version for Russian texts. Therefore, we are 
looking for any algorithms and/or programs that can perform sophisticated 
text analysis in Russian. At this stage, we do not care whether the 
programs are Web oriented or standalone. Computer platform and language 
are not important either.

We would greatly appreciate any hints as to:

        - whether such algorithms/programs exist;
        - where they can be found (URLs, addresses, other pointers);
        - E-mail and snail mail addresses and phone numbers of people who
          may know anything on the subject.

Swiss Academy of Engineering Sciences (SATW)

SATW is the umbrella organization representing specialist
associations  connected with engineering sciences.
Its functions include:
Furthering international relations, issuing statements and
responding to inquiries, promoting research, consulting
governmental organizations, organizing the exchange of junior
engineers,
orienting the public about
scientific-technical problems, organizing interdisciplinary
discussions to promote new aspects, providing early research
diagnosis, promoting ethics in technology, etc.

CIS  Scholarships
-----------------
Fund SATW / Branco Weiss scholarships are awarded to dynamic and qualified
engineers or graduated of applied natural sciences from the CIS or from
Switzerland for an eight month industrial placement in Switzerland or vice
versa. Selection of applicants  in August and January and the negotiation
of placements are undertaken by the SATW. Selection criteria are based on
the training, background, interests and skills of the candidates. Married
engineers can bring their families to Switzerland or, vice versa to the CIS
for the duration of their stay.

Conditions for Candidates
-------------------------

  Not more than 35 years of age, with an engineering diploma /
  degree and two years practical experience in successful
  projects, and ready to demonstrate initiative and full
  project engagement.

OIL PIPE-LINE leak - CLEANUP with "OIL-WATER-SEPARATOR (OWS)

Apollo OWS will reduce oil in water to less than 2ppm in a few minutes
without use of heat, chemicals or back flushing and with [separation tube]
no settling tanks, just a pump attached to our Separator. It is very
economical. Oil recovered is commercially usable by refinery. 


Removes water from any emulsified oil or non-soluble hydrocarbon
which weighs at least 1% more or less than water. In the case of a
hydrocarbon which weighs less than water, the liquid would flow out
through the bottom and the water would flow out of the top. (This use of
the technology would require reconfiguration of the separator unit to work
properly). 

The technology was developed by a former Dow Chemical Research Staff group
leader. The Apollo technology has been in service for seven years for
pollution abatement in oil refineries, nuclear power plants, automobile
factories, and government institutions, so you know they will work. Over
300 field applications have proven this technology, its effectiveness, and
its economics. No separation medium (the expensive part) in the Apollo
unit has yet failed in the field, so you know they will work and keep on
working. 

The technology is based on oleophilic and olephobic fibers which force
very rapid coalescence of oil and water droplets of less than a micron to
greater than 5,000 microns. OWS system increases speed of fluid separation
by many orders in accordance with fundamental equation of Stoke's Law. 


Tested and purchased by Esso Tsing Yi Complex in Hong Kong. Will remove
oil from solids (earth) to less than 1% Total petroleum Hydrocarbon (TPH)
content.using biocatalytic Greenzyme in a high shear mixer. Also reduces
Naturally occurring Radioactive Material (NORM) in storage facilities and
used for this purpose by Conoco and Pennzoil. Also used for cleaning oil
tankers. Also useful for treating industrial water system discharge. For

Can recover oil from 20-3000 gallons per minute

The Apollo technology can be applied in any size to handle oil separation
requirements for small businesses to food manufacturers, even huge oil
tankers and refineries. It can handle oil spills the size of the infamous
Tanker, Exxon Valdez, but if you have one of those problems on your hands,
you waited too long to talk to us. (Get started now talking to us so you

Models available, ranging from 2 gpm (gallons per minute) to 1000 gpm.
The 2 gpm unit, model will easily fit into a small corner of a shop or
restaurant. The 10 gpm unit can be hauled by utility vehicles on a small
trailer. The 100 gpm unit, requires a large semi-truck trailer,
and the 1000 gpm unit, well, you won't want to haul that one around since it
probably belongs in a refinery or on a ship.
