Bring Russia into your home!
Are you interested in global communication and promoting cross-cultural
understanding?
Project Harmony is seeking host families for Russian and Georgian
teenagers. Hosting is a great volunteer opportunity for those who want to
meet new people from a different culture.
Our **Semester Study Program** enables exceptionally talented students from
Russia and Georgia to come to the US for five months to study in high
schools and live with host families. This is a competitve,
full-scholarship program--which means that NIS participants do not pay
anything in order to participate. The students in the next Semester Study
Program arrive on January 15 and leave on June 26.
All of the students speak fluent English, are between 15-17 years old, have
excellent academic records, and are eager to meet kind people who will
introduce them to life in the US.
The students are provided with medical and dental insurance, round-trip
airfare, and spending money by the United States Information Agency. Hosts
provide daily meals, transportation to and from school, and most
importantly--patience, understanding and encouragement to try new things.
It's not easy to travel half-way around the world and not know anyone on
the other side before you arrive! Freedom Support Act students don't need
or expect a private room, gifts or vacations--what they need is a warm,
supportive home environment.
We know, as do our students, that hosting is an act of true generosity. A
host family's time, energy and patience will be greatly appreciated--by
Project Harmony, the school, and by one very lucky, eager young person.
The rewards of the program are not superficial, nor are they short-lived.
Hosts learn an enormous amount about a different culture, the world, and
our place in it.

The Government of the United States of America announces an open
competition for fellowships in the United States through the United
States Information Agency Regional Scholar Exchange Program with the
Newly Independent States and Freedom Support Act Fellowships in
Contemporary Issues.
The Regional Scholar Exchange Program and Freedom Support Act
Fellowships in Contemporary Issues are developed, funded, and
supervised by the United States Information Agency with funds
allocated by the Congress of the United States. Both programs are
administered by the International Research & Exchanges Board (IREX)
and the Kennan Institute for Advanced Russian Studies. A total of
one hundred and seventy five (175) fellowships for research projects in the
humanities and the social sciences will be awarded in this open competition=

The Regional Scholar Exchange Program and Freedom Support Act
Fellowships in Contemporary Issues provide opportunities to qualified
citizens of all twelve Newly Independent States (Armenia,
Azerbaijan, Belarus, Georgia, Kazakstan, Kyrgyz Republic, Moldova,
Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan)
to conduct research, write studies, and deliver lectures in the
United States with the goal of contributing to the further
development of higher education, scholarship, public policy, the
economy and society in the New Independent States.
All Regional Scholars and Contemporary Issues Fellows are affiliated
with U.S. host institutions (i.e. universities,research institutes,
NGOs, and government agencies) that have resource materials and
specialists in the fellows' field and are placed with a host advisor
who guides their research projects and professional development.
Fellowships are for a period of either three months, six months,or
eight months.
All applicants must demonstrate a critical need to conduct their
research in the U.S., cite resources that are not available in the
home country, but would be required to advance their research,
address how their research will make a significant contribution to
their fields in their home countries, and how they will apply their
research and disseminate the knowledge, skills, and insights gained
during their U.S. fellowship upon return to the NIS.
Applicants must demonstrate a high level of proficiency in written
and spoken English, be over age 25 but under age 60 at the time of
application, be eligible to receive and maintain a U.S. visa, and
must not have participated in another United States Information
Agency-sponsored academic exchange program of more than six weeks
after June 1994.
The Regional Scholar Exchange Program and Freedom Support Act
Fellowships in Contemporary Issues provide round-trip travel from
fellows' home cities in the NIS to the U.S. host institution,
medical insurance, a monthly stipend for housing and living
expenses, a small allowance for educational materials and
professional conferences, membership in one U.S. professional
association, and access to and training in e-mail and Internet at
U.S. host institutions.
APPLICATION DEADLINE: Monday, December, 2, 1996.
All semi-finalists will be interviewed in person in their home countries
in February 1997.
All applicants will be notified of their status by March 1997.
Successful applicants are expected to begin fellowships in the United
States in either April 1997 or September 1997.

Subject: Chemotherapy in Russia
Friends,
I am an American with a Russian-born wife and we live in Moss Beach, CA, a
little town on the coast just south of San Francisco. We are expecting our
first child in October of this year. My wife's mother flew out to visit us
for a couple of months to help with introducing us to the wonders of
parenthood. Unfortunately, she fell sick soon after arriving here two weeks
ago and has now been diagnosed as having a form of cancer that we hope is
curable. She began chemotherapy just this weekend (9/28), and is scheduled
to have once-monthly treatments for 5 to 6 months. We are praying that she
will be able to recover her health and be a loving and supportive babushka.
My question regards the difficulty we will have with covering the costs of
her treatment here. She bought traveler's insurance from a company in
Germany (Ingostrakkh) that may not be willing to cover any of the costs as
it might be considered a pre-existing condition. I am assuming that as a
Russian citizen she would be entitled to low-cost or free health care in
Russia, but I am unaware of the state of Russian chemotherapy. If there is
no additional risk in sending her back to have her continuing treatments in
Russia (she lives in St. Petersburg), I would like to do so and possibly
save on part of the huge bill we're likely to receive. If, on the other
hand, she is safest staying here I will have to find a way to cover the
costs of her complete treatment program.

The reason for my E-Mail is because I am writing a letter to someone I have
never met, and while her English is supposed to satisfactory, I wanted to
hopefully "translate" the letter I am writing into Cyrillic before I send
it with an English copy of the text as well. I am writing my letter in MS
Word 7.0, so perhaps you can make a suggestion as to what software
conversion, English to Cyrillic, you might be aware of.

Those with an interest in Russian Music may like to know of a
proposal to establish the Centre for Russian Music at Goldsmith's
College, University of London. It is planned to open in 1998 and be
fully functional by 2000. It has three aims: to make Russian music
more accessible in the West by providing a variety of documentation,
practical information and musical material, most of it so far
unavailable outside Russia; to organise studies in Russian music at
undergraduate and postgraduate levels; to co-ordinate activities of
Russian and other scholars working on related subjects and to act as
a focal point for these. The Library which will be established aims
to become the largest repository of Russian music outside Russia and
will be built around the Prokofiev Archive which is already based at
Goldsmiths College. The Centre has the support from Russia of the
Central Museum for Musical Culture in Moscow, The Tchaikovsky
Conservatoire and the Union of Composers of Russia as well as other
leading West European institutions.

New Democracy Fellowship Program

The New Democracy Fellowship Program at Stanford University is
designed to contribute to the revitalization of social science
disciplines in newly democratizing countries of the former Soviet
Union and Eastern Europe. Started in 1996, the program will
bring five outstanding new graduate students to Stanford each
year to study in one of the following disciplines:=20
anthropology, history, political science, psychology, and
sociology.=20
The New Democracy Fellowship Program is targeted at students who
are interested in pursuing doctoral study. One-year
fellowships will be awarded initially; successful completion of
the first year will lead to an additional three years of support
to enable students to complete a Ph.D. program. Fellowships
will cover tuition, living expenses, one-time round-trip
transportation to and from the students' home countries, and a
modest research and conference fund. Individual grants are for a
maximum of four years and do not cover the expenses of families.
Stanford University is a private institution founded in 1885.=20
It is located in Northern California, 35 miles south of San
Francisco, adjacent to the communities of Palo Alto and Menlo
Park. The 8,180-acre campus offers outstanding academic
programs and resources for undergraduate and graduate study. As
one of the top research and teaching universities in the United
States, its faculty are known throughout the world. Stanford=E3s
distinguished community of scholars includes 12 living Nobel
laureates (20 in Stanford history), 4 Pulitzer Prize winners, 14
MacArthur Fellows, and 20 winners of the National Medal of
Science. There are currently 1,455 faculty members, creating a
student/faculty ratio of approximately 10 to 1. The Stanford
library system, with 6.5 million volumes in 13 main and branch
libraries, provides outstanding resources for its students and
scholars.=20
The Institute for International Studies combines research and
public outreach activities that are interschool,
interdisciplinary, and international in character. The
Institute will be handling all applications for the fellowship
program. The program has been established through generous
founding grants from Donald Kendall and the E.L. Wiegand
Foundation of Reno, Nevada.=20
Eligibility
Applicants must have completed a university-level degree program
requiring at least four years of study and must be interested in
pursuing masters and then doctoral study in one of the following
social science disciplines: anthropology, history, political
science, psychology, or sociology. At the conclusion of their
programs, fellowship recipients will be expected to return to
their home countries to hold academic, research, or public
service positions related to their graduate training.
Application Process
A preliminary application and supporting documents must be
submitted by October 31, 1996 to the Institute for International
Studies, Stanford University, Stanford, CA 94305-6055.=20
Applications will be screened and finalists selected by
December. Finalists will then be asked to complete additional
forms for the formal university admissions process. Fellowship
offers will be made in the spring of 1997 for graduate programs
beginning in September of 1997.=20

Application Requirements
Return the following supporting documents and application form,
in one envelope, by October 31, 1996 to the New Democracy
Fellowship Program, Institute for International Studies,
Stanford University, Stanford, CA 94305-6055. All information
should be typed or printed in English.
Statement of Purpose: The statement of purpose should describe
succinctly (no more than 500 words) your reasons for applying to
the fellowship program. Emphasis should be placed on your study
and research interests, your preparation for this field of
study, future career plans, and other aspects of your background
and interests which may aid the fellowship committee in
evaluating your aptitude, qualifications, and motivation for
graduate study.=20
Curriculum Vitae/Resume: No more than two pages, the curriculum
vitae should include details of your employment career, academic
background, awards and prizes, languages spoken, and
extracurricular activities.
Letters of Recommendation: Submit three letters of
recommendation from faculty or others qualified to evaluate your
potential for graduate study. At least one letter should be from
a faculty member at the last school you attended as a full-time
student unless you have been out of school for more than five
years. Substitutions for faculty recommendations may include
work associates or others who can comment on your academic
potential for graduate work. Indicate on the recommendation form
whether you are waiving your right to see the letter of
recommendation. Recommenders should seal their letters, sign
across the seal, and return them to you for inclusion with your
application dossier. Recommenders who choose to submit their
letters directly should be reminded of the application deadline
and the address to which they should be sent.=20
Academic Records: Provide a copy of academic records from every
institution of higher education attended. Academic records
should be submitted in the original language, with translations.
Include courses taken, grades received, and diplomas granted.
Finalists will be asked to provide an official copy of academic
records and diplomas at a later date. These records must be
original documents bearing the seal and signature of the
registrar or copies verified by a school administrative officer.
Photocopies of the records are accepted, although the originals
may be asked for at a later date.
The committee reserves the right to request additional academic
documents.
Graduate Record Examination: Scores on the General section of
the Graduate Record Examination are required of all applicants.=20
To facilitate preliminary review of your application, we
recommend that you send an unofficial copy of your GRE scores
with your application or as soon as they become available.
Test of English as a Foreign Language (TOEFL): Applicants whose
first language is not English must submit TOEFL scores from a
test taken within the last eighteen months. TOEFL is waived for
applicants who have recently completed two or more years of
study in an English-speaking country. Applicants are expected
to have a TOEFL score of at least 600 to begin graduate study.
Description of programs available through the Fellowship Program:
Anthropology
The department has developed two foci: comparative cultural
studies and human biocultural evolution (HBE). Comparative
cultural studies analyzes the differences of race, class,
national origin, gender, sexual orientation, and religion as
they are shaped by the experiences (education, history, and
migration). The second focus, HBE, emphasizes the biological
and cultural aspects of human evolution and their interaction.
History
The department has particular strength in such areas as modern
American, European, and Russian history, intellectual and social
history, China and Latin America.
Political Science
Courses are offered within the following subfields: political
organizations, comparative politics, international relations,
political theory, and American politics.
Psychology
The department specializes in four tracks: health and
development, computational neurosciences, decision sciences, and
cognitive sciences.
Sociology
Areas of concentration within the department include social
psychology and interpersonal processes, organizational studies,
social stratification and inequality, and political and
comparative/historical sociology.
