I am writing you on behalf of the Saratov Exchange Consulting
Center. It was opened on the October 9th, 1995. The Center is a
joint project of the Saratov Local Committee of AIESEC
(Association of Students Studying Economics and Management) and
Saratov Rotaract Club. It is a non-profit non-governmental
public organization which was founded with the support of
Eurasia foundation, city administration and Saratov Rotary
Club.
The primarily goals of the Exchange Consulting Center are :
* distributing information about all available financial assis-
tance programs, exchange programs and foreign traineeships
within Saratov community;
* providing assistance in obtaining application forms and infor-
mation about the requirements for those interested for partici-
pating in such programs;
* finding employment opportunities for young specialists;
* organizing educational and business seminars and conferences.
Saratov is one of the biggest industrial, educational and
scientific centers in the Volga region. There is a big interest
in establishing international contacts and in participating in
the exchange programs abroad. But unfortunately it has been
difficult to obtain necessary information. Our Center is aimed
to fill that gap.
In its work Center has achieved the following results and took
part in the following events:
* contacts with many foreign and domestic organizations;
* information on different exchange programs and application
forms which were distributed among the Saratov students;
* database containing the information about Center's visitors
and students of Saratov Academy of economics;
* several recruitment projects;
* pre-departure orientations;
* Young Farmers Exchange Program which was held with the help of
Wyoming and Saratov Rotary Clubs. Four Russian young farmers
went to Wyoming for 6 months;
* International Traineeship Exchange Program - AIESEC exchange
program;
* international AIESEC Conferences in Europe;
* Education Advising Workshop in Rostov-on-Don.
The Center is looking for new partners and new activities now.
We hope that your conference will help us in our work. Thank

Does anyone have information concerning the situation in Belarus re
adoption. What i thought was happening was that 10 families whose
dossiers had reached Belarus before January 1st, were finishing their
adoptions before September 3rd. On September 3rd, all children will be
put on a data bank a la Russia for six months. But I spoke to the
Belarus embassy today and they said they were accepting dossiers from
Illinois and Missouri, and 14 other familes, not from Illinois and
Missouri, who had been identified by the Ministry of Education. Are
these people also restricted by the September 3rd data bank or are they
exceptions? If exceptions, how did that happen?
Please let me know if any of you know anything. I am one of those people
who got caught in the middle, i.e., I have already been over there and
identified a child. I am just now deciding to switch to Russia unless I
learn of new news.

has compiled a database that includes hundreds of funding organizations
world-wide that are active in the FSU. They make this information available
to anyone in high, low and medium technology formats, *in Russian*: a
searchable WWW site http://cci.glasnet.ru ; a refence book ; and on a
hypertext disk. The disk, infinitely reproducable (as long as it is not for
commercial purposes), may be particularly useful to organizations that seek
to help nascent NGOs across the FSU that have computers but do not (yet)
have access to the web. These disks can be obtained for the cost of the
disk itself (or bring your own) from CCI in Moscow.

The Eurasia Foundation is a privately-managed grantmaking organi-
zation established in 1993 with a major grant from the US Agency
for International Development. The Foundation fulfills a broad
mandate to support programs that build democratic and free market
institutions in the twelve New Independent States (NIS) of the
former Soviet Union. Within this mandate, the Foundation has
funded a number of projects throughout the NIS in support of
business and economics education at the secondary level.
The Eurasia Foundation is currently seeking two consultants to
undertake a comprehensive evaluation of grants made in the area
of business and economics education. Potential candidates should
be available for a three-month period, beginning in late Septem-
ber. The purpose of the evaluation is to provide an objective,
external analysis of the effectiveness of secondary-level econom-
ics and business education efforts to date, and make specific
recommendations for future Foundation involvement in this area.

Primary Duties and Responsibilities:

1. Thoroughly review and familiarize oneself with the Founda-
tion's grants in support of business and economics education
for secondary students.
2. Intense travel (up to a four-week period) to several regions
of the NIS to meet with Foundation grantees, local government
officials responsible for educational policy, and other relev-
ant organizations.
3. Following the directives outlined in a scope of work, draft an
evaluation report of approximately 40-50 pages to be reviewed
by the Foundation program staff.
4. Revise evaluation report and produce a final draft.
5. Be able to work as a team player with second consultant and
Foundation staff.
6. Extensive travel to 4-5 regions of the NIS over a four-week
period.

Qualifications:

Education: A four-year university degree, preferably in the area
of business, economics, international relations, or higher educa-
tion.
Experience: Work experience in the NIS essential. An understand-
ing of business and economics education strongly desired. Prior
project evaluation experience preferred.
Other: Fluency in written and spoken English is required. Fluen-
cy in Russian is required. Strong writing, analytic, and induc-
tive reasoning skills a must.

The National Council on Economic Education (NCEE) is seeking
outstanding economic educators from higher education faculties,
institutes and schools in the former Soviet Union who have exten-
sive knowledge of market-based economics, who have the commitment
and support from their employers to continue developing high-
quality economic education instructional materials after complet-
ing this program, and who can communicate satisfactorily in
English.
NCEE will train up to twenty (20) writers of economic education
instructional materials from the former Soviet Union, the Baltic
states, and Central/Eastern Europe in a five-day workshop in Fall
1996. Ten "key" writers will be selected from the participants
to attend a follow-up study tour in the United States in Spring
1997.
All participants will be required to develop three economics
lesson plans that use an active-learning approach and are appro-
priate for use in their respective countries. Access to schools
and strong relationships with teachers is crucial so that devel-
oped lessons can be field tested. Ideally, all participants will
have access to a computer which can be connected to Internet so
that communicating via e-mail will be possible and so that the
U.S. faculty can work intensively with the key writers on improv-
ing their two best lessons for a publishable form.
Housing, meals, and transportation will be covered by the NCEE.
An honorarium will be provided to participants, provided all
program requirements have been met. Participants must be strong
in oral comprehension, reading, speaking, and writing English.
Moreover, participants must be able to attend both the Fall
workshop and Spring study tour, which will both be conducted in
English :
Fall 1996 Oct. 27 - Nov. 1, 1996
Spring 1997 Apr. 28 - May 2, 1997 (tentative)
Selection Criteria:
1. Enter the program with prior knowledge of market-based econom-
ics. It is preferred that participants have participated in at
least one NCEE-sponsored training workshop.

three lessons in economics for the elementary or secondary

Is there a way you can help these children? For

someone translate them? We can't seem to find

analysis of the effectiveness of secondary-level economics and
business education efforts to date, and make specific
recommendations for future Foundation involvement in this area.

Primary Duties and Responsibilities:

1. Thoroughly review and familiarize oneself with the Founda-
tion's grants in support of business and economics education for
secondary students.
2. Intense travel (up to a four-week period) to several regions
of the NIS to meet with Foundation grantees, local government
officials responsible for educational policy, and other relevant
organizations.
3. Following the directives outlined in a scope of work, draft an
evaluation report of approximately 40-50 pages to be reviewed by the
Foundation program staff.
4. Revise evaluation report and produce a final draft.
5. Be able to work as a team player with second consultant and
Foundation staff.
6. Extensive travel to 4-5 regions of the NIS over a four-week
period.

Qualifications:

Education: A four-year university degree, preferably in the area of
business, economics, international relations, or higher education.
Experience: Work experience in the NIS essential. An understanding
of business and economics education strongly desired. Prior project
evaluation experience preferred.
Other: Fluency in written and spoken English is required. Fluency in
Russian is required. Strong writing, analytic, and inductive
reasoning skills a must.

It is with pleasure that we invite you to participate in the World
Bank's TechNet Third Think Tank Electronic Conference. This think tank
discussion addresses the topic of Philanthropic Foundations and Their
Role in Developing Countries. The World Bank Group and the Foundation
Community are working together with a view to enhance the effectiveness
of their effort in support of Science and Technology (S&T) for
Development. TechNet is the focal point for this collaboration. The
electronic conference on this topic is a joint effort of the Carnegie
Foundation and the World Bank group. The objective of this conference
is to explore the potential for a stronger relationship between the
World Bank and the foundations in the area of science and technology
(S&T) and on means to improve the effectiveness of donors in building
S&T capacity in developing nations.
It will start September 9 and is scheduled to close on October 9, 1996.
This conference and subsequent ones are being conducted by the
World Bank in cooperation with the Volunteers in Technical Assistance
(VITA). TechNet will be hosting a series of seven separate Think Tanks
over the next twelve months on subjects related to science, technology
and information in development.
HOW IT WORKS
A Think Tank is a conference discussion that is conducted
entirely through electronic means. Approximately 20-30 experts from
the foundations, government, private sector, academia, NGOs, international
organizations and the World Bank will discuss each topic for a period
of four weeks. The discussion will be "broadcast only" to
subscribers, but readers are encouraged to comment and to pose questions.
